About this file

This is a Questions and Answers (Q&A) document addressing clarifications to a federal solicitation for SERDP and ESTCP program management support services.

The solicitation seeks a contractor to provide comprehensive management and administrative support for the Strategic Environmental Research and Development Program (SERDP) and Environmental Security Technology Certification Program (ESTCP). Key service requirements include pre-proposal and proposal management for approximately 800-1,000 annual submissions, monthly financial report (MFR) and quarterly progress report (QPR) review and consolidation for roughly 400 active projects, document technical review spanning technical adequacy assessment and compliance verification, and public dissemination content clearance processing. The contractor must utilize the SERDP and ESTCP Management System (SEMS) for reporting and demonstrate proficiency with SAM for submitting Individual Subcontract Reports (ISRs) and Service Contract Reporting (SCR). Two key personnel positions are required: Program Manager and Information Technology Specialist, both requiring prior Contracting Officer approval for any changes. The contract includes a 30-day transition-in period involving knowledge transfer from the incumbent contractor. Small business participation is calculated at 22 percent of total contract value including labor, travel, and Other Direct Costs (ODCs). Technical reviewer qualifications accept individuals with bachelor's degrees and minimum 20 years' direct experience in lieu of advanced degrees. The solicitation specifies that only labor categories stated in the RFP may be proposed, and escalation of labor and indirect rates across option periods is permitted if determined fair and reasonable. Contractors should reference SERDP and ESTCP website resources for pre-proposal definitions and required reporting information.
