About this file
This document is a requirement template for past performance in subcontracting plans as part of a federal solicitation.
The requirement applies to offerors that are not US small business concerns under NAICS code 541690 and have previously held federal contracts requiring subcontracting plans under FAR 52.219-9. These offerors must submit documentation demonstrating compliance with subcontracting plan requirements for their last five completed subcontracting plans. The documentation should follow a Summary Subcontracting Reports format presented in table form, with columns for Contract Number, whether the offeror was Prime or Subcontractor, Total Contract Value, and subcontracting achievement data across multiple small business categories. The table requires tracking both Achieved amounts and Goals for each category, including Small Business (SB), Small Disadvantaged Business (SDB), Service-Disabled Veteran-Owned Small Business (SDVOSB), Women-Owned Small Business (WOSB), HUBZone, and Historically Black College/Minority Institution (HBCU/MI) subcontracting metrics. This is a template document without specific contract opportunities, pricing, or award dates.
