About this file

This document presents source selection evaluation rating methods used by federal agencies to assess contractor proposals across multiple evaluation factors.

Table 3 establishes the Combined Technical/Risk Rating Method using a five-tier color-coded scale. The "Blue/Outstanding" rating indicates proposals demonstrating exceptional approach and understanding with multiple strengths and low performance risk. "Purple/Good" ratings reflect thorough approaches with at least one strength and low-to-moderate risk. "Green/Acceptable" ratings denote proposals meeting requirements with adequate approach and moderate risk. "Yellow/Marginal" ratings indicate inadequate approaches with high performance risk. "Red/Unacceptable" ratings are assigned to proposals failing to meet solicitation requirements with one or more deficiencies and unacceptably high risk. Table 4 addresses Past Performance Relevancy using four adjectival categories: "Very Relevant" for essentially identical scope and magnitude; "Relevant" for similar scope and effort; "Somewhat Relevant" for partial alignment; and "Not Relevant" for little or no alignment. Table 5 presents Performance Confidence Assessments with five levels ranging from "Substantial Confidence" (high expectation of successful performance based on recent record) through "Neutral Confidence" (insufficient or sparse performance data) to "No Confidence" (no expectation of successful performance). Table 6 applies the Small Business Rating Method using the same five-tier color scale as Table 3 but specifically assesses proposals against small business objectives rather than technical requirements, with identical rating definitions adapted for that evaluation criterion.
