About this file
This is Amendment 0002 to Solicitation W912HQ26RA001, issued by the W4LD USA HECSA Contracting Division on 14 April 2026, with an effective date of 14 April 2026. The amendment addresses two questions that were inadvertently missed during the initial Q&A period and removes references to a Microsoft Excel worksheet from the Addendum to 52.212-1 (Instructions to Offerors), Section 2, Volume 5, and Section 3.c.V. Volume 5 – Factor 5: Price. All other terms and conditions of the original solicitation remain unchanged and in full force and effect.
The amendment modifies proposal submission requirements for this SERDP/ESTCP support services contract. Offerors must submit proposals as five separate volumes in Adobe PDF format: Volume 1 (Technical Understanding and Approach – 200 pages maximum), Volume 2 (Personnel Experience – 200 pages maximum), Volume 3 (Past Performance – 3-5 Past Performance Questionnaires), Volume 4 (Small Business Participation – no page limit), and Volume 5 (Price – no page limit). Proposals must be submitted by the closing date specified in SF 1449 to shannon.n.benson@usace.army.mil and Douglas.E.Pohlman@usace.army.mil. Questions must be submitted within 10 calendar days of the solicitation issue date. The expected contract performance initiation date is 15 June 2026. Contractors must acknowledge receipt of this amendment prior to proposal submission, and non-small business concerns must submit a subcontracting plan per FAR 52.219-9.

The penalty for making a false statement in proposals is prescribed in 18 U.S.C. (S)1001. Offerors should submit their best proposal initially as the Government intends to make awards without discussions in accordance with RFO 52.215-1 Instructions to Offerors - Commercial Products and Commercial Services (except clarifications, as described in RFO 15.202(a)(2). The Government reserves the right to conduct discussions, if deemed necessary. Each file of the proposal shall consist of a Table of Contents, Summary Section, and the Narrative discussion.
