8. The Environmental Division (ENV) has reviewed the proposed project. The project must be completed as described above, or a new REC must be submitted if this project is modified or expanded in a manner that was not considered in this review or has not been initiated within one year. This REC is not an approval to begin the project, it only outlines the environmental and natural resource requirements as follows:

a. A Storm Water Permit and Pollution Prevention Plan (SWPPP) is required for this project.

ENV is currently reviewing the SWPPP submittal and working with USACE Savannah on obtaining NPDES Construction General Permit coverage for this project. For additional information, contact Ricky Walker at 803-751-9504, ricky.r.walker8.ctr@mail.mil, or Matt

b. The contractor shall divert (i.e., reuse, recycle, or compost) at least 50% of municipal solid waste and 60% of construction and demolition waste from landfills. All reused materials, recyclables, yard waste, and trash that are transported off-post must be reported to the

Contracting Office Representative (COR) by the 10th day of the following month and upon completion of the project. The report must identify the amount, by weight, of waste reused, recycled, composted, or disposed, and the name of the receiving facility. The COR shall provide a copy of this report to ENV within 10 days of receipt. A tracking form is located at:

c. Yard waste and land-clearing debris cannot be placed in a trash container, it must be: (1) chipped on-site; (2) delivered to a composting and/or wood chipping facility permitted by the

South Carolina Department of Health and Environmental Control (SCDHEC); or (3) taken to the

Fort Jackson Mulch Site with prior written approval from Greg Winegar, DPW Operations and

Maintenance Division Chief (803-751-3823), Bob Stephens, Roads and Grounds (803-212-8027) or DPW Facility Maintenance (803-751-1924). If the volume of debris is less than five cubic yards, it may be taken to the Fort Jackson Mulch Site without prior written approval. The Mulch

Site is located on Golden Arrow Road and is open Tuesday and Thursday from 0730-1130. If yard waste or land clearing-debris is taken off-post, the contractor must provide documentation to the COR upon completion of the project, demonstrating that the waste was taken to a permitted facility (including date, type of waste, weight or volume, and name of permitted facility). The COR shall provide a copy of this report to ENV within 10 days of project completion. d. The contractor shall manage hazardous substances, including fuels and fluids needed for vehicles and equipment, in accordance with Federal, State, local, and military regulations. The

Fort Jackson Hazardous Substance Management Plan (HSMP), located at http://jackson.armylive.dodlive.mil/files/2014/05/HSMP-2014.pdf, may be used for guidance.

The contractor is responsible for hazardous substance spill prevention, training, clean up, and reporting, and must comply with the Fort Jackson Spill Response Plan (page 16 of the HSMP).

The contractor shall take any unused hazardous substances or other contractor supplied items with them upon completion of the project. These items shall not be left on Fort Jackson. For additional information, contact Lisa McKnight at 803-751-5971 or lisa.a.mcknight11.civ@mail.mil.

e. All new building materials installed during this project (i.e., insulation, fire proofing products, acoustical ceiling tiles, floor coverings, joint compound, caulking, adhesives, etc.) must not contain any form of asbestos. Asbestos is still being manufactured and can be found in some products. When purchasing any materials, please check the manufacturer's safety data sheet for material content. f. The project site has been evaluated for current and historical contamination, proximity, and interaction thereof. No action is required of the contractor, except the following:

1. The contractor shall immediately notify ENV and the Contracting Officer (KO)/COR of the project if any evidence of materials (visual, olfactory, staining, etc.) potentially impacted by petroleum, solvents, unknown chemicals, and/or landfill materials are discovered.

2. The contractor shall immediately notify the Fort Jackson Explosive Ordnance Disposal unit, the KO/COR, and ENV if suspected munition debris or unexploded ordnance are discovered.

3. During the BCT 4, Phase I, UXO was uncovered and inadvertently displaced, resulting in a Time Critical Removal Action and project delays. ENV recommends additional awareness and diligence during site development and any subsurface activities.

g. If the proposed project includes the addition of an air emissions source(s) and/or the modification of an existing source(s) that results in an increase of air emissions, the contractor shall obtain a construction permit or a construction permit exemption from SCDHEC, Bureau of

Air Quality (BAQ). The construction permit or permit exemption must be received from BAQ prior to the initiation of this project and must be coordinated with the ENV Air Program

Manager. The permitting process may take as many as 180 days to complete.

If the contractor installs a generator, they must meet the requirements of Federal regulations 40

CFR Part 60 IIII, JJJJ or 40 CFR Part 63 ZZZZ. Information pertaining to the generator must be provided to the ENV Air Program Manager. This information is to include (but not limited to):

unit location, construction/installation date, manufacturer, model, model number, serial number, rated kw/kva, fuel source (natural gas, #2 diesel, etc), and manufacturer’s suggested maintenance schedule.

If the performance of this contract requires the addition or removal of refrigerant, the contractor shall ensure the work is performed by a mechanic certified to US Environmental Protection

Agency, Title VI standards. Refrigerant must be handled, stored, and disposed in accordance with Federal regulations. The use of Class I Ozone Depleting Chemicals is prohibited. The following information must be provided to the ENV Air Program Manager (if applicable): (1) copies of technician and equipment certifications; (2) records that indicate the amount of refrigerant added or removed from an appliance; (3) records documenting the date and type of service; and (4) leak check and follow up leak check records, if applicable.

Prior to completion of the proposed project, information pertaining to the new air emission unit(s) (HVAC, boilers, generators, etc.) shall be provided to the ENV Air Program Manager.

This information is to include (but not limited to): unit location, construction/installation date, manufacturer, model, model number, serial number, rated kw/kva and/or heat input (all applicable), fuel source (natural gas, #2 diesel, electrical grid, etc), and manufacturer’s suggested maintenance schedule. j. The proposed project area has been previously surveyed and contains no historic properties.

The South Carolina State Historic Preservation Office concurs. If artifacts are discovered prior to or during construction, cease work in the subject area and contact Chan Funk at 803-751-7153 or paul.s.funk.ctr@mail.mil. Artifacts are Federal property and should not be collected or disturbed.

Description: 6. Detailed description. Include Scope of Work (SOW), if available. Please explain any checked boxes.
SOW: PN 76218 Basic Combat Trainee IV Complex (BTC4), is the second phase of a two-phase complex. Phase 2 includes three barracks/company operations which total 180,300 sf and three physical training pits and parking that will be able to accommodate 1200 soldiers with the completion of the second phase. This will also include information systems, fire protection and alarm systems, video surveillance system installation, Intrusion Detection System (IDS) installation, and an Energy Monitoring and Control System (EMCS) connection. Supporting Facilities include site development, utilities and connections, perimeter security devices, lighting, paving, parking, walks, curbs and gutters, storm drainage, landscaping, fencing, and signage.
