SUMMARY OF WORK

1.1 WORK COVERED BY CONTRACT DOCUMENTS
1.1.1 Project Description
The work includes individual "requirements" which consist of various repairs, systems resets, and system replacements at various Army Reserve
Centers in the Southeast U.S. and incidental related work. A description of the work and location of each follows. This Section summarizes the administrative requirements of the project in relation to each
"requirement" and work location as required by other Sections.
DESCRIPTION OF REQUIREMENT CITY/CENTER STATE
1.1.2 Location
The work shall be located at the city(ies) above, approximately as indicated. The exact location will be shown by the Contracting Officer.
1.2 OCCUPANCY OF PREMISES
Building(s) will be occupied during performance of work under this
Contract. Occupancy notifications shall be posted in a prominent location in the work area.
Before work is started, the Contractor shall arrange with the Contracting
Officer a sequence of procedure, means of access, space for storage of materials and equipment, and use of approaches, corridors, and stairways.
The Contractor shall plan all work to minimize impact to the normal operation of a facility, its staff, and mission. The contractor shall be responsible for all temporary provisions necessary to meet this requirement, including but not limited to temporary air conditioning, heating, lighting, communications, data, plumbed restroom facilities with running potable water, office space, relocation of furnishings, storage of furnishings, and protection of furnishings to remain. All provisions are subject to the approval of the Contracting Officer.
1.3 SPECIAL SCHEDULING REQUIREMENTS
a. These facilities are heavily used on most weekends so no work should be planned except for weekdays excluding Federal Holidays.
b. For each facility, the contractor shall only be allowed to complete work in one area of one floor at a time. All work must be complete before the next area is made available. The contractor should anticipate a two-week delay between access to each new area.

c. Contractor shall lead a coordination meeting with all existing occupants of the facility and if applicable, other Government contractor's working at the facility to de-conflict the planned work area access with that of the occupants and to synchronize his work efforts with that of other Government contractors. The intent is that each occupant is able to continue work and will move only twice, once from their present area to a 'swing space area' and the second time to their final work area. There may be more than 1 different units / organization in each single facility, so coordination to minimize impact on their operations is paramount.
d. Have materials, equipment, and personnel required to perform the work at the site prior to the commencement of the work.
e. The facility will remain in operation during the entire construction period. The Contractor shall conduct his operations so as to cause the least possible interference with normal operations of the activity.
f. Permission to interrupt any Activity roads, railroads, and/or utility service shall be requested in writing a minimum of 17 calendar days prior to the desired date of interruption. Each facility shall remain in as much an operable condition as possible but not be in a wholly inoperable condition for more than 12 hours nor partially inoperable for more than 48 hours. Request utility and facility system outages in accordance with 01 30 00 ADMINISTRATIVE REQUIREMENTS.
g. Any work that is indicated in the Arms Vault must have a 4-week minimum notice to the Owner prior to beginning work and all Arms Vault work must be completed in a single 2-week time period.
1.4 EXISTING WORK
In addition to "FAR 52.236-9, Protection of Existing Vegetation, Structures, Equipment, Utilities, and Improvements":
a. Remove or alter existing work in such a manner as to prevent injury or damage to any portions of the existing work which remain.
b. Repair or replace portions of existing work which have been altered during construction operations to match existing or adjoining work, as approved by the Contracting Officer. At the completion of operations, existing work shall be in a condition equal to or better than that which existed before new work started.
c. Restore all traffic/parking/security signs and markings, including space numbers, designations, and lines, to their original form if such signs/markings are defaced or deleted during construction/repair.
1.5 GOVERNMENT-FURNISHED MATERIAL AND EQUIPMENT
Pursuant to Contract Clause "FAR 52.245-2, Government Property (Fixed
Price Contracts)", the Government will furnish the following materials and equipment for installation by the Contractor: NONE
Quantities indicated for the above-listed items marked with an asterisk are estimates. It is the intention of the Government to furnish all quantities of the asterisk items required to complete the work as specified and the various quantities will be adjusted when necessary.

Quantities stated for the above items not marked with an asterisk are all that will be furnished by the Government. Contractor shall furnish any additional quantities required.

The salvaged property shall be segregated, itemized, delivered, and off-loaded at the Government designated storage area.
Contractor shall maintain property control records for material or equipment designated as salvage. Contractor's system of property control may be used if approved by the
Contracting Officer. Contractor shall be responsible for storage and protection of salvaged materials and equipment until disposition by the Contracting Officer.

ADMINISTRATIVE REQUIREMENTS

1.1 SUBMITTALS
Government approval is required for submittals with a "G" designation;
submittals not having a "G" designation are for information only. The following shall be submitted in accordance with Section 01 33 00 SUBMITTAL

1.2 CONTRACTOR ACCESS AND USE OF PREMISES
1.2.1 Activity Regulations and Security Requirements
It should be recognized that requirements for security and base access varies between bases as well as between various locations within individual bases. It is incumbent on the Contractor to ascertain the current security and access requirements appropriate to the project location and incorporate the cost, if any, for compliance to said requirements into Contractor's proposal. Lack of knowledge of current requirements does not constitute a basis for an adjustment to the contract.
Ensure that Contractor personnel employed on the project site or Activity become familiar with and obey all local and Activity regulations including safety, fire, traffic and security regulations. Keep within the limits of the work and avenues of ingress and egress. Wear hard hats and required
Personal Protective Equipment in designated areas. Do not enter any restricted areas unless required to do so and until cleared for such entry. The Contractor's equipment shall be conspicuously marked for identification.
Contract Clause "FAR 52.204-2, Security Requirements and Alternate II," and the following apply.
a. Restrict employees/representatives to the work site and control travel directly to and from the work site.
b. Restore all traffic/parking/security signs and markings, including space numbers, designations, and lines, to their original form if such signs/markings are defaced or deleted during construction/repair.

c. Be responsible for control and security of Contractor-owned equipment and materials at the work site. Report immediately missing/lost/stolen property to the Contracting Officer, the
Contracting Officer Representative, and the 81st Regional Support
Command Directorate of Public Works as each case occurs.
d. Ensure that no material is stacked within 10 feet of the Controlled Industrial Area (CIA) perimeter. Remove from the work site, or secure ladders or other such equipment which could be used to climb the CIA perimeter fence. Ensure that no vehicles are parked within 10 feet of the CIA perimeter.
e. Ensure that no opening in the roof/walls/windows/fence of the building exist at the end of the work day and do not exist where penetration is possible during non-working hours. If the building cannot be secured at the end of the workday, coordinate action with the Contracting Office to notify the cognizant code to arrange for a security watch by their personnel.
f. Seventy-two (72) hours prior to making any penetrations (such as tunneling under, cutting through a fence or building) in a restricted area, contact the Security Office to make arrangements for a security guard or other measures required to meet all security requirements.
Cost of security guard will be charged to the Contractor.
1.2.1.1 Identification Badges and Installation Access
Government issued Identification badges, if required, will be furnished without charge. Application for and use of badges will be as directed.
Furnish a completed EMPLOYMENT ELIGIBILITY VERIFICATION (DHS FORM I-9) form for all personnel requesting badges. This form is available at http://www.uscis.gov/files/form/i-9.pdf. Immediately report instances of lost or stolen badges to the Contracting Officer.
If Government issued badges are not available or required at the project site or Activity, The Contractor shall be responsible for furnishing to each employee, and for requiring each employee engaged on the work to display, identification as approved and directed by the Contracting
Officer. Prescribed identification shall immediately be delivered to the
Contracting Officer for cancellation upon release of any employee. When required, the contractor shall obtain and provide fingerprints of persons employed of the project. Contractor and subcontractor personnel shall wear visible Contractor-furnished employee identification badges while physically on the Installation. Each badge shall include, as a minimum, the company name, employee name, photograph, Contract Title, Contract number, and the expiration date of the badge. Contractor personnel shall clearly identify themselves to all attendees as a contractor employee before the commencement of meetings with Government of other contractor personnel.
1.2.1.2 Personnel Entry Approval
Failure to obtain entry approval will not affect the contract price or time of completion.
1.2.1.3 Security Clearances and Background
The Contractor shall obtain all required corporate and personnel security

1.2.1.3.1 Corporate and Personnel Security Clearances
Corporate and personnel security clearances may be required for facilities based on classification of the facilities and changes to the security threat. The Contractor shall be prepared to pursue a clearance if the requested by the KO. The Contractor shall ensure that a list of all personnel with security clearances is maintained current, including clearances that are pending.
1.2.1.3.2 Background Checks
Background checks are required for all personnel associated with the contract that will require access to the site, to include all prime contractor personnel and subcontractor personnel. All contractors must provide a Criminal Records Check (CRC) from a web-based investigative service or any other investigative service company that provides a 50 state/national criminal records check. A CRC must be a complete check covering a minimum of 10 years. The CRC must indicate that it is a
National Criminal Records Check or the terminology the background screening agency uses to indicate such. All the checks are mandatory as follows:
The report must include the following:
1.) A state and local county criminal record checks (from every county or state the individual has lived in)
2.) National criminal records check (covering all 50 States)
3.) The global terror watch list check
4.) A sex offender registry record check
5.) Military court martial records check (records not needed, but a verification of yes or no if derogatory information is present. This search is required regardless whether or not the employee states military service) Contractors must provide a memorandum (on company letterhead) listing all employees who will be requiring access to the facility/property (to include dates of the period of performance). In addition to the Memorandum and Employee List, a copy of the background report is required as proof the background check was conducted. The memorandum, employee list and background report can be e-mailed to the
COR who will then email to usarmy.usarc.81-rsc.mesg.background-checks@mail.mil.
Contractors shall provide a memorandum to the COR (on company letterhead) listing all employees who have received background checks and the dates they will need access to the facility/property (dates shall equal period of performance of the contract). Contractor shall also provide a copy of the actual background check for each individual. Contractors can chose any company they prefer to conduct the checks, but the checks must have all the searches stated above.
The background reports will be used as a means of controlling access, either to grant or to deny access of individuals and the 81st RSC will make the final determination of access.”

1.2.2 No Smoking Policy
Smoking is prohibited within and outside of all buildings on installations under the cognizance of 81st Regional Support Command (RSC) except in designated smoking areas. This applies to existing buildings, buildings under construction and buildings under renovation. Discarding tobacco materials other than into designated tobacco receptacles is considered littering and is subject to fines. The Contracting Officer will identify designated smoking areas.
1.2.3 Working Hours
Regular working hours shall consist of an 8 1/2 hour period established by the Contractor Officer, Monday through Friday, excluding Government holidays.
1.2.4 Work Outside Regular Hours
Work outside regular working hours requires Contracting Officer approval.
Make application 15 calendar days prior to such work to allow arrangements to be made by the Government for inspecting the work in progress, giving the specific dates, hours, location, type of work to be performed, contract number and project title. Based on the justification provided, the Contracting Officer may approve work outside regular hours. During periods of darkness, the different parts of the work shall be lighted in a manner approved by the Contracting Officer.
1.2.5 Occupied and Existing Buildings
The Contractor shall be working in an existing building and around existing buildings which are occupied. Do not enter any buildings without prior approval of the Contracting Officer.
The existing buildings and their contents shall be kept secure at all times. Provide temporary closures as required to maintain security as directed by the Contracting Officer.
Provide dust covers or protective enclosures to protect existing work that remains and Government material located in the buildings during the construction period.
Relocate movable furniture and equipment away from the Contractor's working area as required to perform the work, protect the furniture, and replace the furniture in its original location upon completion of the work. Leave attached equipment in place, and protect it against damage, or temporarily disconnect, relocate, protect, and reinstall it at the completion of the work.
The Government may remove and relocate other Government property in the areas of the buildings scheduled to receive work. Any property that remains shall be handled as stated above
1.2.6 Restrictions on use of Camouflage Clothing
Contractor and subcontractor personnel shall not wear camouflage clothing in order to avoid confusion with military personnel.
SECTION 01 30 00 Page 6 shall comply with applicable installation, facility and area commander installation/facility access and local security policies and procedures
(provided by government representative). The contractor shall also provide all information required for background checks to meet installation/facility access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services or
Security Office. Contractor workforce must comply with all personal identity verification requirements (FAR clause 52.204-9 "Personal Identity
Verification of Contractor Personnel") as directed by DOD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition
(FPCON) at any installation or facility change, the Government may require changes in contractor security matters or processes."
1.15.2.1 For contractors requiring Common Access Card (CAC)

REQUIREMENT: "Contractor and all associated sub-contractors employees shall comply with adjudication standards and procedures using the National
Crime Information Center Interstate Identification Index (NCIC-III) and
Terrorist Screening Database (TSDB) (Army Directive 2014-05 / AR 190-13), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative, as NCIC and TSDB are available), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations."
1.15.3 AT Awareness Training for Contractor Personnel Traveling Overseas

See Something, Say Something)
This standard language is for contractor employees with an area of performance within an Army controlled installation, facility or area.
REQUIREMENT: "The contractor and all associated subcontractors shall receive a brief/training (provided by the RA) on the local suspicious activity reporting program. This locally developed training will be used to inform employees of the types of behavior to watch for and instruct employees to report suspicious activity to the project manager, security representative or law enforcement entity. This training shall be completed within 30 calendar days of contract award and within 30 calendar days of new employees commencing performance with the results reported to the COR NLT 5 calendar days after the completion of the training."

Furnish a list of contact personnel of the Contractor and subcontractors including addresses and telephone numbers for use in the event of an emergency. As changes occur and additional information becomes available, correct and change the information contained in previous lists.
1.2.8 Emergency Response Requirement
The 81st Regional Support Command has a requirement for all personnel to take shelter for personal safety in the event of certain emergencies. This policy includes Contractors, Subcontractors, and any person who is employed by the Contractor.
a. NOTIFICATION: The primary means of alerting personnel shall be through public address announcement system of the building. The notification for "all clear" shall be through direct communication by the Center
Commander or their designated representative.
b. SHELTERING: When personnel hear the alert signal, the area of work must be secured in a manner that will leave the site in safe condition. Personnel shall seek shelter in the nearest occupied building in calm and orderly manner. If possible, secure all windows and doors and shut off ventilation. If working aboard ship, proceed into the interior of the ship and wait for further directions from official personnel. If in a vehicle, park the vehicle so that it does not block the normally traveled portion of the road and proceed into the nearest occupied building.
c. EVACUATION: In the event of an evacuation, personnel shall receive directions from the Center Commander or their designated representative. Contract personnel shall comply with instructions given at all times.
1.2.9 Areas Not Covered by Contract
Contractor personnel will not be permitted to enter any area currently, or during a phase of the contract as an 'off limits area' except on prior approval of the area Facility Operations Specialist (aFOS), regional
Facility Operations Specialist (rFOS), Contracting Officer's
Representative (COR), or the Facility Coordinator or Tenant organization having jurisdiction of the areas. Coordinate action with the Contracting officer to obtain such entry approval.
1.2.10 Access to Unclassified Information
Access to unclassified U.S. military technology and related technical information manuals, documents, drawings, plans, specifications, and other unclassified information is restricted to official need-to-know basis, designated by physical markings to show the appropriate control designations. Handle, control, and safeguard to prevent oral, visual, and documentary disclosure to the public, to foreign sources, and to personnel not having an official need-to-know. Return this information to the
(aFOS), regional Facility Operations Specialist (rFOS), Contracting
Officer's Representative (COR), or the Facility Coordinator or Tenant organization having jurisdiction of the area(s) upon completion of contracted work, except when specific retention authorization is granted by the Contracting Officer's Security Representative.

1.2.11 Photographs
Unofficial photograph is prohibited at the project site except as required by this contracts specifications. When operationally required, submit a written request containing specific justification and details to the
Contracting Officer prior to release.
1.2.12 Utility Cutovers and Interruptions
a. Make utility cutovers and interruptions at times directed by the
Contracting Officer. If necessary, conform to procedures required in the paragraph "Work Outside Regular Hours."
b. Ensure that new utility lines are complete, except for the connection, before interrupting existing service.
c. Interruption to water, sanitary sewer, storm sewer, telephone service, electric service, air conditioning, gas, heating, chilled water, medium temperature water, fire alarm, compressed air, Intrusion
Detection System (IDS), and data/communication lines shall be considered utility cutovers. Such interruption shall be limited to 12 hours in a 24 hour period. This time limit includes time for deactivation and reactivation.
d. Operation of Station Utilities: The Contractor shall not operate nor disturb the setting of control devices in the station utilities system without approval of the Contracting Officer. The Government will operate the control devices as required for normal conduct of the work. The Contractor shall notify the Contracting Officer giving reasonable advance notice when such operation is required.
1.3 ON-SITE REQUESTS AND PERMITS
1.3.1 Utility Outage Requests and Utility Connection Requests
Work shall be scheduled to hold outages to a minimum. Utility outages and connections required during the prosecution of work that affect existing systems shall be arranged for at the convenience of the Government and shall be scheduled as directed by the Contracting Officer. Contractor shall not be entitled to additional payment for utility outages and connections required to be performed outside the regular work hours.
Requests for utility outages and connections shall be made in writing to the Contracting Officer at least 17 calendar days in advance of the time required. Each request shall state the system involved, area involved, approximate duration of outage, and the nature of work involved.
1.3.2 Excavation Permits

Notify the Contracting Officer at least 14 calendar days prior to starting excavation work and submit an excavation permit request on the form required by the local utility locating authority and if applicable, the installation utility provider(s). Contractor is responsible for requesting excavation permits, utility location markings, and verify all
SECTION 01 30 00 Page 8 marked and resolve unmarked utilities prior to excavation. In addition to notifying the Contracting Officer, the Contractor shall contact local utility locating authority(ies) or as directed by the Contracting Officer to request and receive excavation permits.
The Contractor shall verify the elevations of existing piping, utilities, and any type of underground obstruction not indicated or specified to be removed, but indicated in locations to be transversed by piping, ducts, and other work to be installed. Verify elevations before installing new work closer than nearest manhole or other structure at which an adjustment in grade can be made. Mark the elevations of all exposed utilities on the
As-built Record Drawings.
Excavation Permits shall be posted at a conspicuous location in the construction area.
1.4 UTILITY COORDINATION
Any existing utility that presents a conflict with the construction of the proposed improvements shall be brought to the attention of the utility owner. The Contractor is responsible for resolving the conflict as needed in order to construct the proposed improvements of this project.
Prior to the start of construction, the Contractor shall conduct a utility coordination meeting with the Contracting Officer, utility owner, other contractors working concurrently within the Complex, and the facility manager. The Contractor shall use the coordination meetings to identify utility lines impacted by project construction and verify working status of the existing lines. The Contractor shall coordinate the proposed work on impacted utility lines with the appropriate utility owner. Utility impacts to be coordinated shall include, but are not limited to: removals, temporary service then removal, and permanent relocations, where applicable.
1.4.1 ENERGY REBATES AND INCENTIVE PROGRAMS
The Contractor shall be responsible for obtaining all applicable rebates provided through the electric power and natural gas provider for each reserve facility as part of the construction process. Rebates shall include lighting, HVAC, and "custom". The Contractor shall identify the energy provider, prepare all energy rebate and incentive applications, providing all required information and supporting documentation in a form ready for signature by the Owner and submittal to the provider. Note that this will require documentation of existing conditions/equipment, including verification by the energy provider's personnel, prior to demolition of existing equipment. Should the energy providers require additional clarification or information during the rebate application review process, the Contractor shall provide all necessary assistance to resolve the outstanding issues. The Contractor is responsible for complying with the requirements of the energy provider regarding rebates.
Rebates shall be payable to 81st RSC DPW.

1.5 MINIMUM INSURANCE REQUIREMENTS
Unless otherwise specified and pursuant to FAR 28.307-2, the Contractor shall procure and maintain during the entire period of his/her performance under this contract the following minimum insurance:
a. Workers' compensation and employers' liability insurance in compliance with applicable state statutes, with a minimum employers' liability coverage of $100,000.
b. Comprehensive general liability insurance for bodily injury in the minimum limits of $500,000 per occurrence.
c. Comprehensive automobile liability insurance covering the operation of all automobiles used in connection with the performance of the contract in the minimum limits of $200,000 per person and $500,000 per occurrence for bodily injury and $20,000 per occurrences for property damage, (See Contract Clause entitled Insurance-Work on a
Government Installation).
1.6 PRECONSTRUCTION CONFERENCE
After award of the contract, but prior to commencement of any work at the site, meet with the Contracting Officer to discuss and develop a mutual understanding relative to the administration of the value engineering and safety program, preparation of the project schedule, shop drawings, and other submittals, prosecution of the work, and clear expectations of the
"Interim DD Form 1354" Submittal. Major subcontractors who will engage in the work shall also attend.
1.7 AVAILABILITY OF CADD DRAWING FILES
After award and upon request, the electronic "Computer-Aided Drafting and
Design (CADD)" drawing files will only be made available to the Contractor for use in preparation of construction drawings and data related to the referenced contract subject to the following terms and conditions.
Data contained on these electronic files shall not be used for any purpose other than as a convenience in the preparation of construction drawings and data for the referenced project. Any other use or reuse shall be at the sole risk of the Contractor and without liability or legal exposure to the Government. The Contractor shall make no claim and waives to the fullest extent permitted by law, any claim or cause of action of any nature against the Government, its agents or sub consultants that may arise out of or in connection with the use of these electronic files. The
Contractor shall, to the fullest extent permitted by law, indemnify and hold the Government harmless against all damages, liabilities or costs, including reasonable attorney's fees and defense costs, arising out of or resulting from the use of these electronic files.
These electronic CADD drawing files are not construction documents.
Differences may exist between the CADD files and the corresponding construction documents. The Government makes no representation regarding the accuracy or completeness of the electronic CADD files, nor does it

Contractors hardware or software. In the event that a conflict arises between the signed and sealed construction documents prepared by the
Government and the furnished CADD files, the signed and sealed construction documents shall govern. The Contractor is responsible for determining if any conflict exists. Use of these CADD files does not relieve the Contractor of duty to fully comply with the contract documents, including and without limitation, the need to check, confirm and coordinate the work of all contractors for the project.
If the Contractor uses, duplicates and/or modifies these electronic CADD files for use in producing construction drawings and data related to this contract, all previous indicia of ownership (seals, logos, signatures, initials and dates) shall be removed.
1.8 CONTRACTOR VERIFICATION OF CONTRACT SURVEY DATA
During initial site layout and before existing conditions are disturbed the Contractor shall verify, in writing, the basic survey data provided on the contract drawings. Verification shall be initiated from the point shown on the contract drawings or from the contract drawing reference point designated by the Contracting Officer's Authorized Representative and shall include, as a minimum, benchmark elevations, horizontal control points, and sufficient spot checks of critical elevations to ensure that the survey data adequately reflects existing conditions. The Contractor shall not proceed with construction until survey verification is provided to the Contracting Officer's Authorized Representative. Before an existing benchmark referenced on the contract drawings is disturbed the Contractor shall establish a new benchmark which has been approved by the Contracting
Officer's Authorized Representative. Benchmarks which are destroyed without authorization from the Contracting Officer's Authorized
Representative must be replaced at the Contractor's expense as prescribed in Section 00 72 00 Contract Clause, "Layout of Work." The Contractor shall refer to Contract Clauses, "Differing Site Conditions" and "Site
Investigation and Conditions Affecting the Work," for additional requirements. Data and information furnished or referred to below is for the Contractor's information. The Government shall not be responsible for any interpretation of or conclusion drawn from the data or information by the Contractor.
1.9 ELECTRONIC MAIL (E-MAIL) ADDRESS
The Contractor shall establish and maintain electronic mail (e-mail) capability along with the capability to open various electronic attachments in Microsoft, Adobe Acrobat, and other similar formats.
Within 10 days after contract award, the Contractor shall provide the
Contracting Officer a single (only one) e-mail address for electronic communications from the Contracting Officer related to this contract including, but not limited to contract documents, invoice information, request for proposals, and other correspondence. The Contracting Officer may also use email to notify the Contractor of base access conditions when emergency conditions warrant, such as hurricanes, terrorist threats, etc.
Multiple email address will not allowed.
It is the Contractor's responsibility to make timely distribution of all
Contracting Officer initiated e-mail with its own organization including field office(s). The Contractor shall promptly notify the Contracting
Officer, in writing, of any changes to this email address.

1.10 TERMINOLOGY
The identified terms and phrases used in the plans and specifications shall be edited and interpreted as listed in the following:
ENGINEER - All references to the engineer shall be replaced with the
Contracting Officer.
ARCHITECT - All references to the architect shall be replaced with the
Contracting Officer.
THE OWNER and OWNER'S REPRESENTATIVE - All references to the owner shall be coordinated with and approved by the Contracting Officer.
LANDSCAPE ARCHITECT - All references to the landscape architect shall be replaced with the Contracting Officer.
SUBMITTALS - All references to Section 01 33 00 shall be replaced with
Section 01 33 00 SUBMITTAL PROCEDURES. All submittals shall be made to the
Contracting Officer. No other agent shall receive submittals defined in the Technical Specifications.
QUALITY ASSURANCE - All paragraphs entitled QUALITY ASSURANCE shall be replaced with the title QUALITY CONTROL BY THE CONTRACTOR and shall be performed as defined in Section 01 45 00.00 10 Quality Control. Quality assurance will be performed by the Government.
1.11 HAZARDOUS MATERIALS
Construction material shall be free of lead, mercury, chromate and other hazardous and toxic material. Prior to the final inspections of the project, or with the appropriate submittals, furnish Material Safety Data
Sheets (MSDS) for caulking, sealant, surfacing material (i.e. glazing material and drywall texture), wallboard, drywall texture, paint, roofing and sealant materials, floor tiles, mastic, and other materials indicating that the materials are non-asbestos containing materials. Also furnish an
Asbestos Free Construction Material Certification certifying that the project is asbestos-free.
1.12 CONTRACTOR PERFORMANCE EVALUATIONS
In accordance with the provisions of Subpart 36.201 (Evaluation of
Contractor Performance) of the Federal Acquisition Regulation (FAR), construction contractor's performance shall be evaluated throughout the performance of the contract. The United States Army Corps of Engineers
(USACE) follows the procedures outlined in Engineering Regulation 415-1-17 and ECB 2009-15 to fulfill this FAR requirement. For construction contracts awarded at or above the required dollar thresholds, the USACE will evaluate contractor's performance and prepare a performance and prepare a performance report using the Construction Contractor Appraisal
Support System (CCASS), which is now a web-based system. After an evaluation (interim or final) is written up by the USACE, the contractor will have the ability to access, review and comment on the evaluation for a period of 30 days. Accessing and using CCASS requires specific software, called PKI certification, which is installed on the user's computer. The certification is a Department of Defense requirement and was implemented to provide security in electronic transactions. The certification software could cost approximately $110-$125 per certificate per year and is purchased from an External Certificate Authorities (ECA) vendor. Current information about the PKI certification process and for contacting vendors can be found on the web site: http://www.cpars.nave.mil/. If the
Contractor wishes to participate in the performance evaluation process, access to CCASS and PKI certification is the sole responsibility of the
Contractor.

1.13 CONTRACTOR PAYROLL RECORD
Contractor shall be required to log payrolls for all their own employees and subcontractors utilizing ENG Form 3180. Each subcontractor requires a separate ENG 3180 for their payrolls. The Contractor shall maintain the
ENG 3180, along with the payrolls, on site and available for review by the
Contracting Officer's Representative. The ENG 3180's shall be updated weekly as payrolls are submitted. After making copies for their files, the
Contractor is required to submit the originals of each week's payrolls to the Resident Office. Before final payment, the Contractor shall provide completed ENG 3180's to the Contracting Officer's Representatives.
1.14 EQUIPMENT OWNERSHIP AND OPERATING EXPENSE SCHEDULE
Whenever a contract or modification of contract price is negotiated, the contractor's cost proposals for equipment ownership and operating expenses shall be determined in accordance with the requirements of EFARS
52.213-5000, EQUIPMENT OWNERSHIP AND OPERATION EXPENSE SCHEDULE.

1.15.1 AT Level I Training
This provision/contract text is for contractor employees with an area of
REQUIREMENT: "All contractor employees, to include subcontractor employees, requiring access to Army installations, facilities, controlled access areas, or require network access, shall complete AT Level I awareness training within 30 calendar days after contract start date or effective date of incorporation of this requirement into the contract, whichever is applicable.
