SECTION 1: EXECUTIVE SUMMARY

1.1 INTRODUCTION

An Asbestos Containing Building Materials (ACBM) Inspection was conducted between June 28, 2016 and August 10, 2016 at nineteen buildings and site of the Ramey School facility located in No.

201 Arch Road in the Municipality of Aguadilla, Puerto Rico. The asbestos containing building materials sampling was performed to identify material that contains asbestos fibers above allowable levels that could result in harm to construction personnel, workers and assist with the compliance of local, state and federal regulations. This evaluation report can help Owners develop a plan for eliminating any asbestos hazards that were found, if any, and may aid in establishing an ongoing asbestos containing materials maintenance and re-evaluation program, if needed.

SECTION 2: ASBESTOS CONTAINING BUILDING MATERIALS INSPECTION

REPORT

2.1 OVERVIEW OF THE EVALUATION

This ACBM inspection is an evaluation to identify the location of material containing asbestos that exist within. Our scope of work services for this project consisted of the following tasks.

A walk-through and observation of the site was performed.

Bulk sampling of Suspected ACBM within the structure.

Polarized Light Microscopy (PLM) Analysis of bulk samples.

Hazard Risk Assessment and Evaluation.

Final Inspection Report.

Throughout the inspection of the following suspected ACBM were observed and sampled:

A/C Chase Hook Mastic Door Roofing Material A/C Chase Mastic Door Caulking Step Covering Adhesive A/C Duct Black Mastic Drywall Panels Theater Curtain Accordion Divider Walls Floor Black Mastic TSI (Covering, Line & Elbow) Carpet Adhesives Floor Covering Under Sink Mastic Ceiling Drywall Glass Frame Caulking Vinyl Tiles & Mastics Ceiling Tiles Rigid Panel (Wall & Ceiling) Wood Wall Caulking

The sampling was conducted by Puerto Rico EQB and United States Environmental Protection Agency (USEPA) accredited Inspectors qualified by experience, education and training in the recognition of potential ACBM and approved bulk sampling techniques.

The inspection was performed in accordance with Environmental Protection Agency recommended procedures found in EPA-450/2-78-014 (Parts I and II), EPA 560/5-85-024, and 40 CFR 763. These procedures call for the visual inspection of the building for suspect friable material and collection and analysis of representative samples of suspect material. According to these requirements, materials are classified as either surfacing, thermal system insulation or miscellaneous materials.

The number of samples collected from each material varies based on the classification of the material and increases as the potential for a non-uniform mixture of asbestos in the material increases. Typically, regulations require a minimum number of samples to be collected from the different classifications of suspect ACBM, as follows:

Surfacing Material (Surf)

a) Three samples from homogeneous areas up to 1,000 square feet

b) Five samples from homogeneous areas between 1,000 and 5,000 square feet

c) Seven samples from homogeneous areas over 5,000 square feet

Thermal System Insulation (TSI)

a) Minimum of three samples per homogeneous area and one for other components (patches, elbows, valves, etc.)

Ramey School, Aguadilla, PR

Miscellaneous Material (Misc)

a) Minimum of one sample per homogeneous area or sufficient to determine asbestos content

2.2 SAMPLING PROCEDURE AND RESULTS PRESENTATION

The bulk sampling procedures utilized for the collection of the ACBM, required the establishment of homogeneous sampling areas. A homogeneous sampling area is defined as an area of friable or non-friable material of similar type that appears to be applied or constructed during the same time period.

Samples collected from these predetermined homogeneous sampling areas were labeled and transported for analysis. Sample locations were identified by a unique identification number. Each type of asbestos displays a unique property when subject to PLM. Properties are unique to crystalline asbestos form and; therefore, can be used to identify the type of asbestos mineral as chrysotile, amosite, crocidolite, anthophylite, tremolite and actinolite.

Percentage of each asbestos mineral type is determined by visual estimation, by mixing the sample thoroughly to provide a more accurate percentage. Any material containing over one percentage (>1%) by weight of any type of asbestos mineral forms is considered by the USEPA to be asbestos containing material; and if disturbed, it must be handled according to specific State and Federal Regulations.

One hundred eighty-two (182) samples of suspected materials were collected. It is our opinion that an acceptable minimum number of critical areas were sampled in keeping with the homogeneous nature of much of the material that was observed. Non-destructive sampling techniques were used.

If they exist, walls, ceilings, columns and other inaccessible areas were not broken into. It should be noted that these inaccessible areas may contain ACBM which was not observed during the inspection. Any future construction or renovation should anticipate the presence of these materials.

The samples were received and analyzed by Analytical Environmental Services, Inc. in Atlanta GA (Certified Proficient by the National Institute of Science and Technology NVLAP program for bulk sample asbestos analysis; Laboratory Id 102082-0). The method of analysis was polarized light microscopy with dispersion staining, as recommended by the US EPA. This survey focused on the building materials, which are present throughout the interior and exterior of the building structure.

EPA places Asbestos Containing Building Material in three categories:

1. Surfacing Materials -- Interior ACBM that has been sprayed on, troweled on, or otherwise applied to surfaces (structural members, walls, ceilings, etc.) for acoustical, decorative, fireproofing, or other purposes. This includes acoustical plaster, hard plasters (wall or ceiling), fireproofing insulation, spray-applied or blown-in thermal material, joint or patching compound (wall or ceiling), and textured paints or plasters.

2. Thermal System Insulation -- Insulation used to control heat transfer or prevent condensation on pipes and pipe fittings, boilers, breeching, tanks, ducts, and other parts of hot and cold water systems; heating, ventilation, and air conditioning (HVAC)

Ramey School, Aguadilla, PR systems; or other mechanical systems. These insulation materials include pipe lagging, pipe wrap, HVAC duct insulation, block insulation, cements and muds, and a variety of other products such as gaskets and ropes.

3. Miscellaneous Materials -- Other, mostly non-friable products and materials found on structural components, structural members or fixtures, such as floor tile, ceiling tile, construction mastic for floor and ceiling materials, sheet flooring, fire doors, asbestos cement pipe and board, wallboard, acoustical wall tile, and vibration damping cloth.

"Miscellaneous materials" do not include thermal system insulation or surfacing materials.

2.2.1 Physical and Hazard Assessment

2.2.1.1 Physical Assessment Factors

Per AHERA requirements, the Inspector performed a physical assessment of all friable asbestos containing materials. This involved physically observing and documenting the current condition of each friable material, and assessing its potential for future disturbance (or fiber release potential).

The Inspector categorized the materials’ current condition as Good, Fair, or Poor. AHERA protocol is not specific as to how these categories are arrived at, but in general the following guideline is used:

Good – less than 10% area damage Fair – more than 10%, but less than 25% area damage Poor – more than 25% area damage

The Inspector then made an assessment of the materials’ potential for future disturbance (or fiber release potential). The factors focus on the current condition of the asbestos-containing material.

Evidence of deterioration, delaminating, physical damage, or water damage indicates that fiber release has occurred, is occurring, or is likely to occur in the future. Such evidence is based on the appearance of the material and/or the presence of dislodged or crumbled material in the surrounding area. Exposed and easily accessible materials in areas frequented by building occupants, or subject to mechanical vibrations are more vulnerable to disturbance or damage than materials in other locations.

Friable asbestos-containing materials were officially defined as those materials containing more than 1% asbestos which could be crumbled, pulverized or reduced to powder by hand pressure when dry, using methods specified in the NESHAP rules. A non-friable ACM is a material containing more than 1% asbestos but not able to be crumbled, pulverized or reduced to powder by hand pressure when dry, using the same methods.

2.2.1.2 Hazard Assessment Factors

Based upon the physical assessment, friable asbestos-containing materials are then given a hazard rank with corresponding response options to aid the building owner in prioritizing response actions.

The hazard ranks range from 7 – most hazardous, to 1 – least hazardous. The highest rank is reserved for materials that are “significantly damaged” or material that is so extensively damaged

Ramey School, Aguadilla, PR that it requires immediate corrective action. Hazard ranks 4 – 6 reflect materials which are “damaged” with rank 6 indicating a high potential for further damage, and rank 5 indicating a moderate potential for damage. Hazard rank 4 denotes that a material has been damaged; however, the potential for any further damage is low. Hazard ranks 1 – 3 are reserved for materials currently in good condition with future disturbance potentials being high, moderate, or low (3, 2, 1, respectively). Non-friable materials are categorized as non-friable.

2.3 FINDINGS

2.4 CONDITIONS AND LIMITATIONS—DISCLAIMER

Zimmetry Environmental Management Corp. has performed this asbestos containing building materials inspection in a thorough and professional manner consistent with commonly accepted industry standards. The Preparer cannot guarantee and does not warrant that this evaluation has identified all adverse environmental factors and/or conditions affecting this property on the date of the evaluation.

The results reported and conclusions reached by the Preparer are solely for the benefit of the Owner and occupants. The results and opinions in this report, based solely on the conditions found at the property on the date of the evaluation, are valid only on that date. The Preparer assumes no obligation to advise the client of any changes in any real or potential asbestos hazards at this structure beyond the date of the property evaluation.

2.5 ABATEMENT CONDITIONS

The US Environmental Protection Agency rules concerning the application, removal, and disposal of Asbestos Containing Building Materials (ACBM) were issued under the asbestos NESHAP (U.S.

EPA National Emission Standards of Hazardous Air Pollutants, 40 CFR 61 Subpart M, October 30, 1987). The asbestos N.E.S.H.A.P. regulation governs asbestos demolition and renovation projects in all facilities. The NESHAP rule usually requires owners or operators to have all friable ACBM removed before a building is demolished, and may require its removal before a renovation. The Environmental Quality Board (E.Q.B.) of Puerto Rico requires inspecting the presence of Asbestos Containing Materials prior to buildings demolitions, in accordance with Rule 422 of the Atmospheric Controls Regulation of Puerto Rico and Rule 644 of the Non Hazardous Wastes Regulations of Puerto Rico.

The materials identified are in a non-friable condition. If these materials are to removed, they should be managed following the work practices and procedures for the removal and disposal of asbestos containing materials by a licensed asbestos contractor and disposed of as contaminated waste in as approved asbestos landfill site. The Contractor shall comply with all the PR Environmental Quality Board requirements. The Contractor has to submit to the EQB the abatement work plan for its approval. The asbestos abatement is classified as Class II for the miscellaneous materials by OSHA, which includes the abatement, packing and storage of asbestos. The abatement has to be performed without damaging any structure or adjacent area and protecting the safety and health of the employees and the general public.

If the materials will remain in the buildings compliance with the current Operations and Maintenance Program (O&M) shall continue. The primary purpose of the O&M Program is to mitigate the exposure of building occupants, maintenance workers, and outside contractors to asbestos fibers. The procedures contained in the program shall address common operations and maintenance activities as well as less frequent activities that are likely to disturb asbestos containing materials within the building.

Ramey School, Aguadilla, PR

Code 102082-0. All analyses performed in accordance with EPA “Interim Method for the Determination of Asbestos in Bulk Insulation Samples” (EPA

600/M4-82-020), 1982 as found in 40 CFR, Part 763, Appendix E to Subpart E and “Method for the Determination of Asbestos in Bulk Building

Materials” (EPA/600/R-93/116), 1993.

These test results apply only to those samples actually tested, as submitted by the client. All percentages are reported by visually estimated volume.

PLM is not consistently reliable in detecting small concentrations of asbestos in floor tiles and similar nonfriable materials, quantitative TEM is currently the only method that can be used to determine conclusive asbestos content.
