7. A Construction Cost Limitation (CCL) for MCAF Funded Line Items CLIN NUMBERS 0001, 0002, and 0003 is $8,428,000. This limitation includes both design and construction costs. Offers which exceed the CCL risk being rendered ineligible for award.

PROPOSAL SUBMISSION REQUIREMENTS AND INSTRUCTIONS
14. PHASE TWO FACTOR 7 - PRICE.
14.1. Price will not be rated, but will be a factor in establishing the competitive range prior to discussions (if held) and in making the best value decision for award of any resultant contract(s). It will be evaluated for reasonableness as well. The pricing proposed for 14.2 below and for the Seed Task Order, 14.3 below, is the price proposal referenced in 15.3 below.
14.2. Home Office Overhead rate by percentage will be proposed for the Base and Option periods. These rates will be evaluated for reasonableness and shall be binding throughout the entire period of the MATOC.
14.2 Pricing for the Seed Task Order shall be completed and submitted on the Task Order Pricing Schedule shown at Section 00 10 00 of the solicitation. The Government will perform a price analysis on all proposals. Price analysis will be performed in accordance with FAR 15.404-1, to determine fairness and reasonableness. Historical price information, competitive price information, the Independent Government Estimate (IGE), or any other pricing tool as necessary will be utilized in this analysis. The evaluation will determine the extent to which the price proposal is consistent with the requirements of the RFP. Offerors are advised that any offer wherein pricing is deemed unfair or unreasonable will be rendered ineligible for award.
14.3 Pricing for the Seed Task Order shall be completed and submitted on the Task Order Pricing Schedule shown at Section 00 10 00 of the solicitation. 15. BASIS FOR AWARD
15.1 Proposals must meet the criteria stated in the RFP in order to be eligible for award, to include capability in accordance with the evaluation criteria and responsibility in accordance with FAR 9.104.
15.2 In order to determine which proposal represents the best value, a comparative assessment of proposals against all source selection criteria in this RFP will be conducted, and in turn, the Government will compare proposals to one another. The Government will award up to six (6) contracts to the responsible Offerors whose technical submittal and price proposal contains the combination of those criteria described in this document offering the best value to the Government.
15.3 The successful Offerors, if any, will be awarded a MATOC base contract with a ceiling of $249 Million for the MATOC pool and a $2,500.00 guaranteed minimum per contract for the base ordering period. The Seed Task Order does not have to be awarded in order for the Government to award the MATOC base contracts. In addition, follow on Requests For Proposals may be issued against the awarded MATOC contracts and subsequent Task Orders may be awarded before the Seed Task Order is awarded.
This is to ensure the MATOC contractors can be utilized after base contract award should the Seed Task Order not be funded.
15.4 For the Seed Task Order, the Government will award the Task Order to the responsible Offeror selected for award of a MATOC whose technical submittal and price proposal contain the combination of those criteria described in this document offering the best value to the Government. The Government shall use the total price for the Task Order to include options, if applicable, as the evaluated price for making the best value determination. Award of the Seed Task Order cannot may not be made if the price exceeds any statutory limitations established in the RFP and may not be awarded if the price exceeds any Construction Cost Limit (CCL) established in the solicitation. Contract award will be made in accordance with FAR 52.215-1.
15.5 The Government reserves the right to award to other than the lowest reasonably priced Offeror. The right is also reserved to reject any and all offers.
15.6 Offerors are reminded to include their best technical and price terms in their initial offer and not to automatically assume that they will have an opportunity to participate in discussions or be asked to submit a revised offer.
