For Information Only
(This information is provided in advance to assist Offerors with pricing information for the Seed/Sample Task Order as well all subsequent Task Orders associated with this contract.)
2. COEFFICIENT
2.1. All cost proposals shall be developed using R.S. Means Data. The current year edition of the R.S. Means Construction Cost Data is hereby incorporated by reference and the current edition at the beginning of each calendar year will be incorporated into the contract for the duration of this contract including option periods. The Offeror shall use the Electronic Version of R. S. Means Online Commercial Package, which includes Building Construction Cost Data, Mechanical Cost Data, Plumbing Cost Data, and Electrical Cost Data. Offeror must purchase the Complete Tier, which includes Units, Assemblies, and Square Foot Models Level of Cost Detail. For renovation projects, the offeror shall use the Renovation & Interior Costs (for Commercial Renovations) Data Set. The Offeror may use the quarterly pricing updates to the R.S. Means. The Offeror shall export its estimate from R.S. Means to Excel to submit task order proposals. All files constructed in Microsoft Excel shall use formulas instead of just pasted values to preserve any calculation logic within the file, including summaries and totals. The Offeror shall provide electronic copies of all cost/pricing models that are used for developing its estimate. These items may be obtained from the Gordian Group at https://www.rsmeans.com/ or 1-800-334-3509.
2.2. Area Coefficient: The Area Coefficient consists of costs that are incurred on all projects. No additional negotiations will be held for re-occurring items such as adjustments for project location, additional labor burdens, subcontractor markup, costs for small tools, vehicle costs, etc. A separate Area Coefficient shall submitted for each area as noted in the bid schedule. The Offeror’s Area Coefficients shall be represented as a percentage “increase” or “decrease” to the R.S. Means pricing. When pricing material, labor and equipment, the “Total Bare Costs” column in the R.S.
Means will be used. The Area Coefficient shall include the following:
Fringe Benefits, Labor Burden, and Subcontractor Mark-up:
- The labor rates included in the Total Bare Costs column in R.S. Means includes fringe benefits such as vacation pay, employer paid health and welfare costs, pension costs, etc.
If the R.S. Means Bare Costs are insufficient to cover your fringe benefits, you must account for the difference in your area coefficients. Fringe benefits will not be separately negotiated.
- All items that constitute labor burden (e.g. federal and state unemployment costs, Social Security and Medicare taxes (FICA), Workers’ Compensation Insurance, etc.) shall be included in the area coefficients.
- All items that contribute to additional labor costs for both direct work and Field Office Overhead (FOOH) (e.g. per-diem costs, additional stipend, etc.) shall be included in the area coefficient.
- All subcontractor markups (e.g. Subcontractor home Office Overhead, Subcontractor
Field Office Overhead, Subcontractor Bond Premium and Subcontractor Profit) shall be included in the area coefficient.
- Prime contractor Home Office Overhead (HOOH) will be set at the rate(s) proposed by the offeror for the base and option year periods and will not be negotiated. The HOOH rates will be binding for the life of the Contract (to include the base and option years)
- Profit will be negotiated for each task order. The Government prefers that the contractor use the weighted guideline method.
2.3. Items Included in Area Coefficient:
2.3.1. The Coefficient MUST include all miscellaneous costs. There will be NO allowances for any additional costs beyond what is included in the Area Coefficient(s).
2.4. The costs in these sections of R.S. Means shall be included in the coefficient. The numbering of the sections may change in future versions of R.S. Means; however, the associated costs of the noted items shall still be included as part of the coefficient:
R.S. Means Division 1 – General Requirements
• 01 11 31.20 - Construction Management Fees
• 01 21 16.50 - Contingencies
• 01 21 55.50 0010 thru 01 21 55.50 1200 - Job Condition Allowances
• 01 21 57 – Overtime Allowances
• 01 21 61 – Cost Indexes
• 01 21 63 – Taxes (See paragraph 2.3.4 for exceptions)
• 01 31 13.30 – Insurance
• 01 31 13.50 – General Contractor’s Mark-up
• 01 31 13.90 – Performance Bond 01 41 26 – Permits 01 74 13.20 0050 (Daily clean-up)
• 01 74 13.20 0020 & 40 - After job completion Min & Max
2.4.1. Signage. All costs for temporary signage (e.g. project signs, safety signs, warning signs, etc.) shall be included in your area coefficients. There will be no direct charging for temporary signs permitted. Signage required by engineered traffic controlled plan, i.e.
traffic control signage is allowed and shall utilize the appropriate line item in R.S. Means.
2.4.2. All vehicle costs (rental, lease, depreciation, etc.) for the purpose of movement of persons to and from the work site shall be included in area coefficient.
2.4.3. All vehicle costs (rental, lease, depreciation, etc.) for the purpose of mobilization or demobilization of crews, tools, and materials to and from the work site shall be included in the area coefficient.
2.4.4. All equipment mobilization costs shall be included within the area coefficient unless approved by the contracting officer.
2.4.5. All equipment cost (rental, lease, depreciation, etc.) that are not covered under the assembly or unit line item costs shall be included within the area coefficient, with the exception of equipment required for general conditions such as forklift for moving material on site. This equipment is to be negotiated on a task order basis.
2.4.6. All construction survey layout costs shall be included in the area coefficient.
2.4.7. Cost Adjustments. When pricing items, no R.S. Means cost adjustment factors shall be permitted, except for:
Vertical work that exceeds 25 feet.
Security situation Confined spaces User directed access restrictions Labor Material Markup
2.4.8. The following specific items shall not be negotiated and shall be included in the
Coefficient. Because the coefficient must include ALL miscellaneous costs, this list is not exclusive and is not intended to limit the costs included in the coefficient:
• 01 31 13.40 – Main Office Expense. This item should be taken into consideration when proposing the Home Office Overhead rate.
• 01 31 13.60 – Installing Contractor’s Main Office Overhead.
• 01 31 13.80 – Overhead and Profit. (See paragraph 2.2 above.)
2.4.9. Sales Taxes. For the state of North Carolina, the Government will pay sales taxes for material cost only. The appropriate sales tax will be calculated on the material bare cost after to applying the area coefficient.
2.4.10. Non-priced items. Items of work not covered in the R.S. Means, will be considered Non -priced Items, if agreed upon by both the government and the contractor.
2.4.11. All proposed non-priced items shall be separately identified and priced. Proposed non-priced items must be documented with supporting information as specified below:
(a) A minimum of THREE (3) competitive contractor quotes are required. If unable to obtain three (3) quotes, the contactor must request a lesser amount of quotes such must approved by the Contracting Officer,
(b) A complete breakout of material, labor, and other direct or indirect costs is required to complete the specific item.
2.4.12. Offeror shall provide a written justification for price/subcontractor/vendor selected. Non-priced items proposed by the offeror will be fully negotiated prior to award.
2.4.13. The Area Coefficient SHALL NOT be applied to non-priced items. The Non-priced Item(s) as proposed, shall include ALL Subcontractor markups (e.g. Home Office Overhead, Field Office Overhead, Bond Premium and Profit). However, the Home Office Overhead rate fixed in the contract shall be used and will not change.
2.5. Work to be performed by the prime contractor and subcontractor(s) shall be priced using the “BARE COSTS TOTAL” column in R.S. Means. The appropriate area coefficient will then be applied to the total of these costs.
2.6. Union Rates will be used for pricing Labor. Offeror shall factor any Davis Bacon wage rate increases in their proposed area coefficient.
2.7. The Area Coefficient will apply to the life of the contact (to include the base period and the option period(s)).
3. TASK ORDER PROPOSALS.
3.1. The offeror shall prepare a detailed proposal by identifying tasks, refining quantities of both pre-priced and non-priced items, pricing non-priced items, developing performance periods and preparing a completed proposal document for submission to the contracting officer. The offeror shall field verify all available as-builts as well as existing field conditions.
3.2. Where square foot costs are provided in the R.S. Means, those costs shall take precedence over assembly cost and individual cost. Likewise, where assembly costs are provided in the R.S.
Means, those costs shall take precedence over costs for individual items unless otherwise approved by the contracting officer. Discussions with the Government field office to identity the CSI line items to cover the proposed scope of work shall be held according to the timeline indicated in the
RFP.
3.3. Quantities used on individual task order proposals shall be taken from field measurements or design plan, as appropriate, without allowance for waste unless R.S. Means authorizes waste under individual items. Waste of excessive material quantities is an incidental cost and is included in the Area Coefficient.
3.4. Costs of expendable supplies, lubricants, wear and tear on tools, are included in the installation/construction cost in the R.S. Means rates and will not be paid separately. Small tools allowances will not be paid separately.
4. TASK ORDER CALCULATIONS.
4.1. Calculating Total Cost.
4.1.1. In calculating the total cost of a task order, R.S. Means, the Area Coefficient (AC), U.S.
National Averages (USNA), Home Office Overhead (HOOH), Field Office Overhead (FOOH) and Profit are all considered. When applicable, design costs are also considered.
4.1.2. Using R.S. Means Database:
4.1.2.1. The offeror shall use the electronic version in developing a proposal. Each proposal will be generated from R.S. Means Online using a CSI Number: The R.S. Means database consists of a Master Format System of classifications and numbering developed by the Construction
Specification Institute (CSI). Each line item in the database has its own unique CSI identifier.
The offeror shall select the appropriate CSI number(s) in R.S. Means Online for each individual item. R.S. Means is updated quarterly each year. Typically, the City Cost Indexes are electronically applied to the CSI items. However, for this contract, the offeror is required to use the USNA. The example shown below is for informational purposes only:
4.1.2.2. Example: Install 10 Exterior wood doors (3’x6’-8”), frames, trim and hardware in each structure. Doors shall be weather-stripped, stained and finished.
NOTE: Example provided is only a small representation of all items needed for a complete Task Order Proposal.
Using the appropriate electronic version of R.S. Means the offeror shall select the appropriate CSI line item number. Below shows the CSI numbers utilizing the “Bare Costs”:
CSI Number Description Unit Bare
Material Bare
Labor Bare
Equip Bare Total
B2030 240
Single solid wood colonial door, 6 panel fir, 6’-8” X 3’-0” with food frame and trim.
Stained & finished including hardware and weather-stripping
EA $783.96 $376.66 $0 $1,160.62
NOTE: Assembly Costs were used for both the Overhead and Exterior Doors
Once the CSI number is selected, the offeror will input the appropriate quantity. See below.
Qty CSI Number Description Unit Bare
Material Bare
Labor Bare
Equip Bare Total
10 B2030 240
Single solid wood colonial door, 6 panel fir, 6’-8” X 3’-0” with food frame and trim. Stained & finished including hardware and weather-stripping
EA $7,839.60 $3766.60 $0 $11,606.20
4.1.3. Applying the Area Coefficient:
4.1.3.1. Next sum all of the Bare Cost Totals for all of the CSI items to get a total direct cost.
Then apply the Area Coefficient to get the Area Coefficient Total for the task order.
Net Sum of all Bare Cost Totals = $11,606.20 (Exterior Doors) Then the proposed Area Coefficient is applied.
Area Coefficient Total = Net Sum of all Bare Cost Totals X Area Coefficient
For Example: If your Area Coefficient is a net decrease of 0.95, your Area Coefficient Total would be: $11,606.20 X 0.95 = $11,025.89
4.1.4. Applying Field Office Overhead (FOOH):
4.1.4.1. Next offeror will submit an itemized list of FOOH expenses utilizing R.S. Means. FOOH will be negotiated and added to the Adjusted Area Coefficient Total to calculate the Prime Total Direct Cost (PTDC):
For example if your (negotiated) FOOH is $5,000:
PTDC = Adjusted Area Coefficient Total + FOOH
Example: $11,025.89 + $5,000 = $16,025.89
4.1.5. Including Non-priced Item:
4.1.5.1. Next offeror will submit three (3) itemized quotes list for items not located in R.S.
Means. Non-priced Items will be negotiated and added to the Adjusted Area Coefficient Subtotal to calculate the Adjusted Area Coefficient Total.
4.1.6. Applying Home Office Overhead (HOOH):
4.1.6.1. After calculating the Subtotal, the (fixed) HOOH will be applied.
For this Example if your HOOH is 5%:
Construction Subtotal = PTDC x HOOH
Example: $16,025.89 x 5% = ($801.29) + $16,025.89 = $16,827.18
4.1.7. Applying Profit:
4.1.7.1. After calculating the Construction Subtotal the (negotiated) Profit will be applied to achieve the Construction Total for the Task Order. As noted above, the Government prefers the Weighted Guidelines Method for calculating Profit:
For this Example if your Profit is 8%:
Construction Total = (Construction Subtotal x Profit) Example: $16,827.18 x 8% = ($1,346.17) + $17,403.39 = $18,749.56 [Rounded to $18,750]*
*For ease of calculations, please round final numbers.
4.1.8. Calculating Design Fee:
4.1.8.1. If applicable, the Design Fee shall be calculated as a percentage of the Construction Total as outlined within R.S. Means. References to these typical fees can be located within RS Means and will be negotiated for a Task Order and added as a separate line item on the Offerors proposal.
For this Example if your Design Fee is 4% of the construction cost then the design cost is calculated as:
Design Costs = Construction Total x Fee % *Example: $18,750 x 4% = $750 [Rounded to $750]* *For ease of calculations, please round final numbers.
5. HOME OFFICE OVERHEAD
5.1. The Offeror shall propose a Home Office Overhead rate for the base period and the option period(s). The rate will remain constant and will apply to ALL task orders issued during the respective periods.
6. PRICE EVALUATION PROCEDURE
6.1. Area Coefficient Estimated Capacity Values are identified for each location in the following table. The Estimated Capacity Value will be multiplied by the corresponding proposed area coefficient to determine a total for each location. These Applied Area Coefficient Totals will then be multiplied by the Home Office Overhead Rate for the Base Period only. These Evaluated Totals will then be added together to obtain the total evaluated price for Schedule A.
6.2. The Home Office Overhead Rates proposed for the base period and all option periods WILL NOT be included in the evaluated price, but will be evaluated to ensure REASONABLENESS
ONLY.
6.3. An EXAMPLE price evaluation chart for Schedule A is below:

***EXAMPLE NOTES: The ‘Estimated Capacity Value’ for each Base/Installation has been determined based on historic use of similar contracts and the anticipated use of a contract awarded as a result of this solicitation. In the example, the coefficients and the estimated capacity cause the “Total Evaluated Price” to exceed the maximum amount of the contract; however, the total value of all task orders issued under a contract will not exceed the total capacity of the contract. Offerors are not limited to proposing coefficients that make the total evaluated price greater or less than the total contract capacity value.
This method of calculating an evaluated price is used as a way to compare the effect of coefficients for work at different bases based on an estimated but not necessarily actual amount of work that will be awarded at each base/installation.
