APPENDIX A
Quality Standards “Concrete”
1. Compressive Strength: Compressive strength of all concrete shall be designed to provide 3000 PSI in 28 days.
2. Entrained Air Content: All interior and exterior placed concrete shall contain entrained air at between 5 to 7 percent.
3. Slump: All concrete shall be placed with a slump of between 3 and 5 inches.
4. Finishing: All exterior placed concrete shall be finished with a light broom finish. The broom finish texture shall be applied to a given placement in a manner that will provide a consistent finish from the beginning to the end of the placement.
5. Edging: All placed and exposed concrete whether adjoining pavement, forms, existing buildings, or other concrete will be edged with a 1/8” edger. All edger tool marks will be toweled out of the plastic cement prior to applying the broom finish.
6. Curing: All placed concrete will be cured by use of sheet plastic. Plastic must completely cover the placement and weighted at the outer edges to secure sheeting for the entire period. Curing shall be accomplished for a minimum of 7 days before being uncovered unless otherwise approved by the COR.
7. Construction Joints: All construction joints shall be placed IAW Figure 1.
8. Expansion Joints: All expansion joints shall be placed IAW Figure 1.
9. All new concrete placements, with the exception of floors shall be consolidated with mechanical vibrators.
Concrete shall not be moved into place with vibrators but only consolidated. Movement shall be accomplished by the use of shovels, comealongs, or placed with the vehicle chute.

“Excavation And Backfill”
1. Excvavation: Excavation for buildings and utilities shall be performed to accurate grades, lines, dimensions, and elevations.
1.1 Excavations for utility lines should be accomplished with equipment that provides a trench wide enough for a mechanical compactor to fit within.
2. All backfill materials shall be compacted with mechanical compactors to densities listed below.
2.1 Excavations Through Roads: All backfill materials will placed in loose lift thickness of not more than 10” and compacted to NLT 95% density. The top 12” of the backfill will be compacted to NLT 100% density.
2.2 Excavations In Undeveloped Areas: All backfill materials shall be placed in loose lift thickness of not more than 12” and compacted to NLT 85% density.
2.3 Excavations For Buildings And Structures: All backfill material placed below building footings, concrete floors, and sidewalks shall be placed in loose lift thicknesses of not more than 8” and compacted to NLT 100% density.
2.3.1 Backfill materials placed in turfed areas around building exteriors shall be placed in loose lift thicknesses of not more than 12” and compacted to NLT 85% density.
2.4 Impact Site Constuction: All fill materials placed as a base upon which to build impact sites, shall be placed in not more than 12” loose lift thicknesses and compacted to NLT 85% density.
2.4.1 All loose fill materials placed directly below landscape timbers to increase or level elevations shall be compacted to NLT 100% density. Materials shall be placed in loose lift thicknesses of not more than 4” per lift.
2.4.2 Density Determination: It is not intended that each lift of backfill material be tested for density. Quality Control will however, establish an acceptable plan for density determination to ensure that materials are being compacted and soil settlement is being prevented. Importance of compaction is demonstrated through the varying density requirements stated above.
2.4.3 Quality Control: QC shall prepare a backfill plan for significant backfill projects showing the number of lifts required for the operation prior to beginning backfilling.
“Top Soil”
1. Top Soil: Top soil shall be obtained from well drained arable land and shall consist of fertile, friable soil of loamy character free of limbs, rocks, and other debris. It shall be reasonably free of subsoil, clay, and course sand.
2. Soil Samples: Samples of each top soil source shall be taken and analyzed to determine necessary additives such as lime and fertilizer necessary to enhance the growth of the plant materials to be planted.
3. Insect Information: No top soil materials shall be transported to Thurmond Project that is suspected of being infested with Japanese Beetles, Fir Ants, or other insects. All soil transportation is subject to regulations as specified by Plant Pest Control Division of the U. S. Department of Agriculture and Georgia State Department of Agriculture as provided in Section 155.
“Beach Sand”
1. Sand: Beach sand will consist of clean, hard, and durable particles of 100% natural sand. Sand used for beaches should be as light as possible without purchasing naturally pure white sand.
2. Gradation: Beach sand shall be graded as passing ASTM E 11 sieves by weight the following:
3/8 inch - 100% No. 30 - 25% to 60% No. 4 - 95% to 100% No. 50 - 10% to 30% No. 8 - 80% to 100% No. 100 - 2% to 10%
“Landscape Crossties” “Construction”
1. Impact Sites: Construction of impact sites shall be as specified and indicated in TP-9.7 and Appendix “F” respectively.
2. Tolerances: Crossties shall be placed on fill and final graded materials to provide a level facility to within +/- ¼” around the entire perimeter of the site. Multiple tiered applications of ties shall be plumb.
3. Saw Cuts: All abutting ends of crossties shall be cut with a 16” circular saw capable of cutting through the entire tie with a single cut to provide a tight fitting joint.
4. Anchoring: Plastic ties will be anchored with rebar as indicated in Figure 2. Nails and screws shall not be used to temporarily secure ties in place to facilitate rebar anchoring.
5. Seat Boards: All seat boards will be plastic with each abutting end cut square and secured to the landscape ties below with #10 coated wood screws.
“Bulkhead Material”
1. Lumber: All lumber used for the construction of bulkhead walls shall be #2 Southern Yellow Pine treated IAW
0.60 CCA to dimensions detailed in Figure 3 and Figure 4.
2. Hardware: All metal hardware used for bulkhead wall construction shall be Hot Dipped Galvanized, with the exception of the specified cable.
“Sidewalks”
1. Concrete: All concrete for sidewalk construction shall be IAW “Concrete” above.
2. Expansion Joints: All concrete sidewalks in excess of 60’ in length shall be constructed with expansion joints as detailed in Figure 1 All new concrete placements abutting existing concrete surfaces shall be separated by expansion joints.
3. Contraction Joints: Continuous concrete surfaces between placed Expansion Joints shall be provided with Contraction Joints as detailed in Figure 1. Joints shall be placed so as to provide equally dimensioned concrete sections between Expansion Joints. Contraction joints shall be hand tooled joints as indicated, not saw cut.
