Questions concerning Operation and Maintenance of Corps of Engineer Lake Projects Solicitation # W912HN-09-R-0002 Submitted by: TSAY/F-W
1. Reference Attachment-2, Project Facility Inventory
a) There are 39 vault toilets listed. Is this the number of septic vaults or seats available? b) Since Septic pumping vendors charge by the gallon removed and not by the quantity of vaults pumped, how many gallons does each vault hold?
Vault sizes vary from 500 to 1,000 gallons, so a good average per vault would be 750 gallons.
c) Is there a minimum number of times the vaults have to be pumped since no schedule or frequency was given for both open and closed seasons. All it states in TP-3.3 is that they have to be pumped out regularly.
Day use vaults with no other supporting restroom will require a pump out at least once a year. Some of the more obscure units in seldom used camping loops where major restrooms are present in the same campground may not be needed to be pumped more than once every two years.
2. Based upon the questions that have been answered so far, we now have to provide summary written plans within the proposal (TP-1.19). Do all plans have to be addressed for W. Scott Kerr? The reason I ask is that Terry Ramsey said that there would be no requirement for the contractor to enter confined spaces. But there is a requirement to provide a Confined Space Entry Plan. I ask that the type of plans needed for submittal within the proposal be clarified.
The contractor is not required to make confined space entries, however a plan is needed. Contractor plan if submitted could simply state employees will be trained to recognize and not make entries.
