Questions concerning Operation and Maintenance of Corps of Engineer Lake Projects
1. (Philpott & Kerr) CLAUSES INCORPORATED BY FULL TEXT -52.215-11
Is a Certificate of Current Cost or Pricing Data required to be submitted with the proposal? Or is required only after award?
No, a Certificate of Current Cost or Pricing Data will not be required to be submitted with the proposal. FAR 52.215-11 is only applicable to modifications in the contract that involve a price adjustment.
2. (Philpott & Kerr) TP-1.13 what types of automation system do they have between the park ranger/attendants and project office for daily reports of facilities needing repair (service orders)? The reason we ask, is if we bring in a new management system, will the historical data already uploaded on the incumbents system be available to us?
We communicate by phone & e-mail with park attendants and have no automation system. We have a “Maintenance Needs” clip board that is filled out by each ranger shift and needs to be checked daily by contractor. All items needing immediate attention is communicated directly to Contractor via phone. Officially, it is up to contractor to find needed repair items using QC.
3. (Philpott & Kerr)
Does USACE provide the fuel to operate Government equipment? Or is the contractor required to purchase the fuel and then get reimbursed by the Government?
For all vehicles/equipment turned over to Contractor it is Contractors responsibility to buy the needed gas and then include purchases in regular submitted billings. All GSA operated vehicles driven by Kerr Scott employees are purchased by user using GSA card.
4. (Philpott & Kerr) Do the current incumbents at both sites operate a Computerized Maintenance Management System (CMMS)? If so, what type of systems is used? Will we be required to use the same system as the current incumbents? Will they provide all the data on their system if awarded to another contractor? If the current contractors do not use a CMMS, will government provide a CMMS?
The Government does not provide any CMMS. It’s up to contractor to develop, devise, and use what ever they need to efficiently meet the requirements of TP and efficiently manage work. Do not think the present contractor can be made to provide any past data they collected using their own system.
5. (Kerr) What type of Fire and Security Control systems (make, model, year & manufacturer) is installed at the Visitor Centers. What type of HVAC system (make, model, year & manufacturer) is installed at the Kerr Visitation Center?
Contractor should have gathered this info when on site. In each case they where shown the above. But in spirit of cooperation here is info:
Fire & Security System - Simplex Model # 3001-9002, Year 10/04/1995
Four Heat Pumps as below:

6. (Kerr) In the W. Kerr Scott Section C, page 1, Table of Contents, it states that TP-16 is omitted from this contract. Section T-16 is included in the Technical Provisions. Can we assume that this TP is not omitted and is part of the contract? Please clarify. Also on the Table of Contents it list that TP-12, Boundary Maintenance is required, but there is no TP-12, Boundary maintenance listed in the SOW. Please Clarify
Kerr Scott answer: Per memo on pre-proposal meeting, TP 16 is part of contract. Table of Contents is in error. TP 12 is not part of Contract at Kerr Scott.
7. (Philpott & Kerr), Section TP-1.19, pg 6
In the bottom paragraph, it states, “The above shall be in final draft format as part of the Management Proposal.” Are the plans listed in a. though m. to be included in our submitted proposal? There is no requirement in Section L of the RFP to include these plans. Please clarify. We are under the assumption, the plans listed in a. through m. are to be completed and submitted 30 days after award.
Plans listed in a-m are required to be submitted in draft form with the proposal and the final versions submitted within 30 days after award.
8. (Kerr), Section TP-2.16 & 2.17, pg 9
If the contractor is expected to analyze work and draw up site plans and specifications for the location, on average, how many times will we be required to perform the work described in TP-2.16 & 2.17?
Kerr Scott answer:
TP-2.16 – Will generally occur 3-4 times per year, however, the Contractor is expected to be able to handle site plan development and develop specifications, materials lists on minor improvements/alterations utilizing existing workforce and expertise.
TP.17 Engineering Plans/Surveying will be on an as needed base and called for under a separate Contract Amendment.
9. (Kerr), TP-5.8
Please verify the number of porta -johns. At the site visit, the Kerr Lake Operations manager said that there might need to be two more added (Berry Swim area).
Per pre-proposal meeting notes, 2 additional port-johns needs to be added to list for Berry Mountain Swim Beach.
10. (Kerr), TP-10.11
Do signs have to be purchased through the prison system? Or is it ok to purchase the signs from another contractor if it meets all the Corps sign standards and is more cost effective?
Kerr Scott answer - The Contractor does not purchase signs unless it is specifically part of an amendment to contract. If required to purchase through an amendment, we could consider other sources If all the sign standards where being met.
11. (Kerr), TP-10.19
What is the model and make of the traffic counters used at Kerr? Will the contractor be required to read these counters or is this task performed by Corps personnel?
Kerr Scott answer: Contractor is not required to read monthly traffic counter readings. Current units being utilized are in ground magnetic loop types. Traffic Tally 4, made by Diamond Traffic Products, Oak ride Oregon.
12. Based upon the short time between the site visits and the proposal submission, is it possible to get a 1 week extension added to the date for when the proposal(s) are due?
Extensions are not possible. Evaluation Team is set to meet March 17.
