Questions Concerning the W Kerr Project:
TP 1.19 says management proposal should include all draft plans. There is no management proposal. Volumes listed for this RFP are: Vol. I-Technical, Vol. II-Performance Risk, Vol. III-Cost, Vol. IV-Offer & Reps.
Answer: Draft Plans should be included in the Vol. 1 Technical
TP 2.3 says no work until QC plan approved. Is it the government’s intent to "pre-approve" the QC draft plan so there is no delay or break in service at time award?
Answer: Yes we would plan to pre-approve the QC Plan before work is started.
Page 9 says full time QC but can also be collateral position/duties. Is it the government’s intent to have the QC represented as a full FTE but this individual can DO collateral duties as needed? Or does the government have any objection with a "dual and/or collateral" position represented showing the efficiency of cost savings?
Answer: The intent is to have a full time QA listed as part of the contractor’s workforce; however, if efficiencies can be shown collateral duties can be assign the QA.
TP-5.2 Where are the outlying data gathering stations located?
Answer: Approximately 10 outlying data gathering stations exist at various locations off project lands, but within an hour’s drive of the project. Maintenance work on these stations is rare and usually is minor in nature, but occasionally happens.
TP-11.3 the amount of gravel for a new single lane roadway is vastly underestimated. We ask that the government review its own estimates.
Answer: Per pre-proposal notes provided, the tonnage figure of 100 used should in fact be 1000 tons.
TP-11.6 what is the rate of coverage per acre and what species of seed?
Answer: Annual seed planting species and rates will vary. Suggest the contractor use a mixture of equal parts of field corn, millet, and sunflower for an average species and research spread rates per disked acre for southeast.
TP-16.0 This TP is omitted from the RFP table of contents yet it is listed in great detail in the SOW.
Answer: There is a Table of Contents error; TP 16 is included in Kerr Scott contract
