I was hoping you might be able to inform me if this is a new effort or if there was a previous contractor that performed similar requirements in the past? If the latter, would you be able to inform me of the contractor names, contract #s, value and award date.
This is a new requirement. There is no previous history for a construction Indefinite Delivery Indefinite Quantity (IDIQ) multiple award task order contract (MATOC) at Sierra Army Depot (SIAD). Previous construction‐related requirements at SIAD were accomplished through standalone construction contracts.

Therefore, there is no Statement of Work, Plans or Specifications for the "Estimated Hours".

3 Solicitation Executive Summary > Ordering Limitations Is the total magnitude (all combined contracts) expected to be $10M for the MATOC? (RFP Executive Summary, Ordering Limitations) – Please clarify whether the $10M is for a combination of items for each of the seven contracts for the MATOC or is the $10M a total for all seven awards?
The total maximum contract value (which includes the minimum $3,000.00 provided to each successful offeror upon submission of the Safety Plan in accordance with CDRL A001, as well as the total for all individual task orders issued against the base contract) is $84.71M. The maximum order for a single item is $6,000,000.00 (a individual task order issued against this contract cannot exceed $6,000,000.00) or $10,000,000.00 for a combination of items.

4 Solicitation Executive Summary > Ordering Limitations The Solicitation states that Task Orders are expected to be in the $6M ‐ $10M range with the possibility of Task Orders as small as $3,000. Can you estimate the average Task Order size?
The solicitation does not state that the Task Orders are expected to be in the $6M ‐ $10M range with the possibility of Task Orders as small as $3,000.00. The minimum order covered by this contract is $3,000.00 (which will be awarded to each successful offeror upon receipt of their Safety Plan in accordance with A001). The maximum order for a single item is $6,000,000.00 (a individual task order issued against this contract cannot exceed $6,000,000.00) or $10,000,000.00 for a combination of items. We are unable to estimate the average Task Order size.
24‐Oct‐18 29‐Oct‐18
5 Solicitation N/A Can you estimate how many task orders might be released per year? There is no estimate for the number of task orders that will be released each year. 24‐Oct‐18 29‐Oct‐18
6 Attachment 0002 ‐ Past Performance Questionnaire N/A Regarding Past Performance, will you accept CPARS / CCASS reports and/or previously received PPQs in lieu of new PPQs?
No, the Government will only accept PPQ responses in accordance with L.4.1.3.4. 24‐Oct‐18 29‐Oct‐18
7 Attachment 0001 ‐ Pricing Matrix N/A Per the Attachment_0001_‐_Pricing_Matrix.xlsx document it calculates the final burdened wage rate for trade. How does this represent the use of lower‐tier build contractors on task orders? Are we to build the markup costs into the Other Indirect Labor column?
Direct labor and fringe are mandated by the Davis Bacon Act. Regardless if the employee works directly for your organization or a subcontractor, they must receive the prescribed minimum direct labor and fringe dollars per hour. The EMPLOYEE FULLY BURDENED PAY ($ per hour) (Column "K" in all OP worksheets on Attachment 0001) represents a maximum RATE you may propose during the task order competitions if you are awarded a base contract. What to pay employees by labor category and where to include "Other" costs is up to the offeror.
24‐Oct‐18 29‐Oct‐18
8 Attachment 0001 ‐ Pricing Matrix & Solicitation Section L.4.2.2.3 Are the rates to be provided in the Attachment_0001_‐_Pricing_Matrix.xlsx document for evaluation only and will not tie the bidding Small Business Firms to these 5‐year Extended Prices (as it alludes to under Section L.4.2.2.3, “For the purpose of evaluation only…”)?
Scope of Work Paragraph 17.2 on page 12 of the solicitation states "The labor categories and their respective ceiling prices proposed within this contract's Pricing Labor Matrix (Attachment 0001) will be made a material part of the awarded IDIQ MATOC and shall be used to propose labor rates at the task order level."
In addition, Paragraph L.4.2.2.1.2 on page 40 of the solicitation states "Within Attachment 0001 ‐ Pricing Worksheet, propose direct labor ($ per hour), fringe ($ per hour), other indirect labor costs ($ per hour), and profit ($ per hour). Attachment 0001 ‐ Pricing Worksheet will then use these proposed inputs to calculate the fully burdened hourly ceiling labor rate and total extended price for each labor category for each period (Ordering Years 1 through 5).
Therefore, in accordance with the solicitation paragraphs cited above, the fully burdened hourly labor rates proposed for each labor category in Attachment 0001 ‐ Pricing Worksheet will be made part of the awarded IDIQ MATOC and will serve as ceiling rates that offerors will be required to propose at or below during task order competitions.
