Questions and Answers Set 8
Project: Demolition of Housing Units
Question:
1) According to your survey and viewing the sampling report, specifically the samples for Drywall. The sample method seems to be a “composite sample” which includes all layers of material in the samples (paint, texture, joint compound, drywall etc.) that was tested as one sample. According to Federal regulations if a composite sample come back with a reading of <1% you MUST treat that entire sampling field as “Asbestos Containing Material” and abate the entire area as “Friable Asbestos”. Because the sample did not come back as “None Detected” the entire area to be abated as such.
Therefore, Your specs call for removing the sheetrock and disposing of it as construction debris is a violation of the federal regulations and I ask you to revise the spec to show that all sheetrock must abated and disposed of as “Friable asbestos” according to all Federal, State regulations.
So my question is: In light of samples, Do we have to abate all the sheetrock in the units as Friable ACM?
ANSWER: The attached asbestos test shows no asbestos - NONE DETECTED, in the drywall and knock down mud on the surface of the drywall. Since the drywall joint mud makes up less than 1% of the wall, the entire wall can be disposed of as construction debris.
2) Will the government provided EPA Approved containers for the ACM Sheetrock that will be abated?
ANSWER: Sheetrock shall not be abated.
3) Will the government cover all Transportation and Landfill costs?
ANSWER: The Contractor will cover the transportation and landfill cost of disposing of construction debris. The Government will provide containers, and will remove them, for the asbestos to be abated that has already been identified in earlier questions.
4) Will the government provided 3rd party air monitoring during the abatement process? Or must we include that cost in our bid?
ANSWER: ) Contractor is responsible for all required submittals/notifications, abatement monitoring and clearance tests.
5) Does the government require a CIH on the project?
ANSWER: The Government requires a certified individual who can complete air monitoring and give clearance authorization.
6) Will the government submit the 10 day notification to the State or will that be the responsibility of the 3rd party? or contractor?
ANSWER: See answer #4.
