The design of all civil works shall include Low Impact Development site features to the maximum feasible extent.

Main civil work items shall include but not be limited to the following:

1.3.5.1 Pavement (Roads, Parking, Walks)

Sidewalks and pedestrian access pavements shall be smooth broom finished reinforced concrete with contraction and construction joints. Pavements should be sealed with single component type polyurethane based sealants.

Isolation joints will be provided between the sidewalks and the building as well as pavements at different levels.

The new parking lot will be asphalt. Unpaved areas will be seeded and landscaped.

1.3.5.2 Site Utilities

Utilities for sanitary sewer, storm drainage, water, electric and communication connections are available at the site or in its close vicinity.

1.3.5.2.1 Sanitary Sewer

A 300 mm diameter PVC sanitary sewer collector line runs along the northeast side of the existing fire station, and collects the secondary sewer service lines of the facilities in the close vicinity trough manholes No. 253 and

254. During the execution of work, the main sanitary sewer line and related manholes shall remain and kept active. The sewer line that passes under Building No.372 shall be rerouted and the secondary sanitary sewer lines and manholes which serve to Buildings No. 370 and 372 shall be demolished and removed.

The sanitary sewer system of the new building shall be tied into the existing 300 mm diameter collector line through new reinforced concrete manholes that will be complete with lockable, heavy duty type cast iron manhole covers.

1.3.5.2.2 Domestic Water & Fire Suppression Water

The domestic, sprinkler and hose bib system water lines will be connected to the existing 150 mm diameter water line that runs parallel to the facility service road in northwest and southeast directions.

If it will be required by a hydrant test, a fire water tank and a fire pump shall be provided for the sprinkler system of the facility. The fire water system and the domestic water system shall be isolated by a backflow preventer at the inlet of the building. Hydrant flow data for bidding purposes: Static Pressure: 40 PSI; Residual

Pressure: 20 PSI at 800 GPM.

The domestic, sprinkler and hose bib system water lines will be connected to the existing 150 mm diameter water line that runs parallel to the facility service road in northwest and southeast directions. New domestic water lines shall be 16 ATM Polyethylene.

1.3.5.2.3 Storm Drainage/Storm water Management

The project site covers an area of approximately 5300 m², excluding the apron and the roads at the periphery.

All roads around the site are asphalt-lined roads with variable widths and curbed sidewalks. Apron "B" on the northwest side of the building is concrete. On the average, the site slopes down gently at 0.6% in northeast -southwest and north - south directions. The storm drainage system consist of a surface run-off system that is collected by various catch basins and transferred by 300 mm diameter PVC pipes to the reinforced concrete duct that runs along "A" Street.

The site will be graded to allow storm water run-off to sheet flow from the fire station building and paved areas towards catch basins. The storm drainage system will minimize on-site erosion and sediment transfer. The on-site system will connect to the existing storm water system that runs in an underground reinforced concrete duct that runs along "A" street.

1.3.5.2.4 Storm Water Drains

A storm water drainage system will be provided to convey drainage away from the new fire station. Paved areas will have minimum 2% cross slopes to encourage sheet flow of surface run-off toward catch basins. At unpaved areas around the building, a minimum of 5% slope for a distance of 5.0 meters and a minimum of 1% slope thereafter will be provided to form swales to direct storm water to drain inlets. Gratings shall be provided along

Apron "B" to avoid flooding which frequently occurs due to run-off water that comes from the Apron.

The downspouts of the building shall be connected to a peripheral storm drain line trough reinforced concrete connection boxes that will be provided under each downspout. The existing 300 mm diameter storm drain line that runs between buildings 364 and 372 shall be removed, and a new larger line shall be installed at the same location to convey the storm water collected by the new gratings, and catch basins.

1.3.5.2.5 Storm Drainage Lines

Storm drainage lines will be composed of polyethylene underground piping and cast-in-place, reinforced concrete catch basins equipped with heavy-duty cast-iron grating inlets.

Minimum diameter of the main drainpipe will be 300 mm. 200 mm diameter pipes will be allowed to serve only isolated small catchment areas. Storm drainage lines will be sloped to provide a minimum flow velocity of 0.75 m/s (2.5 ft/s) when drains are one-third or more full. Where storm drainpipes of different diameters come together, pipe crown elevations will be matched at the catch basin. Underground storm lines will be located outside of paved areas to the maximum extent possible. Storm drainpipes will be laid on sand bed in the trench to obtain a uniform slope in the direction of flow. Backfill cover depth over the crown of the drainpipe will be

60 cm, however the depth of the cover can be decreased according to the inverse elevation of storm drain duct where the final connection will be made.

Catch basins and gratings will be used to collect the surface run-off and will be placed at finished grade for paved areas, and when necessary, will be elevated 50 mm. above grade for unpaved areas. Catch basins will be constructed of cast-in-place reinforced concrete, with inner dimensions adequate to accommodate the connected piping, but not less than 1.0 m. x 1.0 m. Basin structures will have cast-iron, heavy-duty type, operable inlet gratings with matching frames. All gratings will be of "bicycle safe" design and will be traffic rated at H-20 load ratings. Grating dimensions will be approximately 65 cm x 65 cm, excluding the frame.

1.3.4.3.5.1 Method of Analysis and Selected Design Criteria Intensities of rainfalls of various return periods shall be derived from the intensity- duration-frequency (IDF) analysis, routinely carried out by the General

Directorate of State Meteorological Works. Rainfall intensity-duration curves for the Adana Region shall be consolidated for rainfalls with 2, 5, 10, 25 and 50 years recurrence intervals. The design rainfall intensity shall be a 15-minute duration and 50-year rainfall.

1.3.4.3.6 Subsurface Drainage

To mitigate the differential settlement and foundation problems attributable to the swelling clay found in the

Incirlik Area, subsurface drainage should be provided at the foundation levels of the new dormitory building.

For this purpose, perforated drainpipes laid in the graded and packed filter layers shall be provided together with access manholes at the corners of the building. Water collected shall be conveyed by gravity to sump pumps.

Sumps shall be equipped with submersible drainage pumps actuated by suitable level switches. Ground water thus lifted, shall be evacuated at ground level to existing ditches or catch basins. Necessary measures to prevent backflow to pump sump, such as, check valves and/or flap covers at the outlets, shall also be provided.

1.3.5 Landscaping

Existing trees that interfere with new construction will be trimmed or removed. All other trees shall remain and all unpaved areas shall be graded, seeded and landscaped.

The Contractor shall perform landscape design that will efficiently allocate landscape resources, protect the natural environment, and achieve harmony between buildings and nature. All landscape design and construction shall comply with the guidelines established in the Architectural Compatibility Guide, Incirlik Air Base and

GSUs, latest edition.
