REQUESTS FOR INFORMATION

REQUESTS FOR INFORMATION:

QUESTION ANSWER

Question 1: The due date of 19th of April means the due date for Phase I. Please confirm. Will the Government determine a new date for the submittal of Phase II documents or shall Phase I and Phase II documents be submitted at the date set forth in the solicitation documents (currently April 19, 2017). Please could you grant us a time extension of the due date from 19th April to 24th April, since the Easter break falls between 14th thru 17th April.

Correct. Phase I Proposal items were originally due 19 April. The Phase I proposal due date has been extended to Monday 24th of April at 1400 Central European Summer Time (CEST). Phase II Proposal items will be due at a later date, stipulated in the Phase II Request for Proposal (RFP). Only those selected to move on to Phase II will be provided an RFP.

Question 2: The SF 1442 needs to be provided in Phase II only. Please confirm.

For information pertaining to the SF1442 submission requirements, review proposal submission instructions on pages 6 & 7 of the solicitation.

Question 3: If the submittal of Phase II documents is after the date set forth for Phase I documents:

How much time will the Government allow to submit Phase II documents?

The amount of time provided to submit Phase II proposal documentation will be stipulated in the Phase II RFP letter (about 14 calendar days after the issuance of the Phase II RFP).

Question 4: We cannot locate a deadline or formal process for submitting requests for information.

Please advise if there is a deadline for questions and how you would like them submitted.

Please submit all requests for information (RFI) by 16:00 Central European Summer Time (CEST) on Monday 10 April 2017, via email to Mr.

Anthony Melicharek at anthony.r.melicharek@usace.army.mil, and Ms.

Rachael Raposa at rachael.raposa@usace.army.mil. Question submitted after this date may be answered at the discretion of the Contracting Officer.

Question 5: Page 11, Factor 3 Management Approach, states: “The organization chart, resumes, and letters of commitment are not considered part of the 30 pages.” Question: There is no reference in the RFP for providing resumes.

Please provide additional clarification for providing resumes.

Answer 5: Per revised Sections 00 21 00 & 00 22 00, the word “resume” has been deleted. Resumes are not required.

Question 6: Page 12, Factor 3 Management Approach, Item 1 requests a Quality Control Manager. Factor 3, Item 2, Specification reference

SECTION 01 45 01 USACE QUALITY

CONTROL requires a CQC System Manager and has no reference to a Quality Control Manager.

Question: Can the government modify the RFP instructions to reflect the specifications? This will allow us to present personnel that meet the qualifications in the specifications and remain compliant with Item 2 in Factor 3.

Answer 6: Per revised Sections 00 21 00 & 00 22 00, “Quality Control Manager” has been replaced with “Contractor Quality Control (CQC) System Manager.”

Question 7: Page 12, Factor 3 Management Approach, Item 1 requests a Safety Manager.

Factor 3, Item 2, Specification reference

SECTION 01 35 26 SAFETY AND

OCCUPATIONAL HEALTH REQUIREMENTS

requires a Site Safety and Health Officer (SSHO).

Question: Can the government modify the RFP instructions to reflect the specifications? This will allow us to present personnel that meet the qualifications in the specifications and remain compliant with Item 2 in Factor 3.

Answer 7: Per revised Sections 00 21 00 & 00 22 00, “Safety Manager” has been replaced with “Site Safety and Health Officer (SSHO).”

Question 8: Page 6, 2. PROPOSAL

SUBMISSION REQUIREMENTS PHASE I,

item d, states “The proposal shall contain a table of contents and include at the bottom left side of each page the volume and page number.” Based on Page 8, PROPOSAL FORMAT, Phase I does not include a volume number for the submittal.

Question: Is it acceptable to only include Phase I and the Factor number?

Answer 8: Yes. The Phase I proposal consists of a single volume, so there is no need to distinguish between volumes. Reference to volume numbers under PROPOSAL SUBMISSION REQUIREMENTS PHASE I, can be removed.

Question 9: Page 11, FACTOR 3 MANAGEMENT APPROACH references the font requirements for text for the 30 pages, but does not provide specifications for graphics.

Question: Can a smaller font be used for graphics?

Answer 9: Graphics may contain a smaller font, no smaller than 8 pitch font.

Question 10: Reference Proposal Format Instructions to Phase I, Factor 1 – Experience, Submission Requirements (page 10 of 77). The solicitation requires that projects must be performed within the last six (6) years from the date of this solicitation. Considering the specific size, complexity and scope of this solicitation, Offerors respectfully request the Government to extend the definition of “relevant projects” to projects completed within the past eight (8) years of the proposal due date of this solicitation.

Answer 10: Per revised Section 00 22 00, projects older than 6 years may be considered, but will be considered less relevant.

Question 11: Reference Proposal Format Instructions to Phase I, Factor 1 – Experience, Submission Requirements (page 10 of 77). The solicitation requires that projects must be between €2,000,000 to €18,000,000. Due to the significant Euro to Dollar Exchange rate loss over the past years, we would like to request the minimum project size to be lowered to €1,500,000 since these would be approx. equivalent to the same dollar value today for projects performed on/before 2013. Would a project that is below the €2,000,000 to €18,000,000 range be considered relevant/acceptable?

Answer 11: Per revised Section 00 22 00, projects valued less than €2,000,000 may be considered, but will be considered less relevant.

Question 12: How many hard copies of Phase I Proposal are required for subject solicitation?

Answer 12: Do not provide any hard copies of the Phase I Proposal. Please refer to Solicitation page 6, “Proposal Submission”, “1.

INTRODUCTION”, and page 8, “6. Proposal Format.” Proposal are to be submitted via

AMRDEC.

Question 13: Please advise whether past performance evaluations DD2626 and CPAR are considered equivalent and that only one of each has to be submitted for reference projects. CPARS evaluations bear no signature of assessing official.

Answer 13: You are to request your client complete the PPQ included in the solicitation package. You can provide other past performance information (PPI), in English, for review by the board on the projects you provide under

Is this still acceptable? Experience or other projects. The evaluators will determine the relevancy of the additional PPI.

The Government will conduct a search for all CPARS under the CAGE/DUNs you submit as. We also search Federal Awardee Performance and Integrity Information System (FAPIIS) for any negative PPI (T4D, etc.).

Question 14: I assume that the BLA could be in € also instead of $?

Answer 14: Per revised Section 00 21 00, the BLA can be submitted in the amount of €3,000,000 or $3,500,000.

Question 15: On page 7 under d. is mentioned “Offerors are to mail the original BLA”. Has the BLA to be at the Corps of Engineers at the due date of the Phase I or Phase II?

Answer 15: Per revised Section 00 21 00, the BLA is to be submitted in Phase II.

Question 16: On Page 11 under FACTOR 2:

PAST PERFORMANCE, in the second paragraph is stated “CPARS evaluations and DD2626s shall be signed by all designated authorities for consideration of evaluation.” CPARS evaluations are not signed in person, they have only a remark that they are reviewed by the Assessing Official and Review by Reviewing Official is not required.

See attached screen shot. Do they have to be signed in person?

CPARS evaluations do not need to be signed in person. However, Assessing Official Comments, Name, Title, Organization, Phone Number, Email Address, and Date shall be included.

Question 17: Are projects that do not meet the value threshold less relevant than projects that are outside of the six year window? Or are they considered equally less relevant than projects that meet the value and are within the 6 year window of performance?

Answer 17: See answer to Questions 10 & 11.

Question 18: Do we have to submit Section 00 45 00 (former 600) - REPRESENTATIONS AND CERTIFICATIONS with the Phase II, Factor 5 Price Proposal?

Answer 18: Yes. Section 00 45 00 REPRESENTATIONS AND CERTIFICATIONS is to be submitted with your Phase II proposal.

SECTION 00 21 00 - INSTRUCTIONS

The following have been modified:

PROPOSAL SUBMISSION

SECTION 00 21 00 SUBMISSION REQUIREMENTS

A. PROPOSAL SUBMISSION (00 21 00)

1. INTRODUCTION: The Offeror’s proposal shall be submitted via AMRDEC. The solicitation shall provide AMRDEC instructions and receipt date for proposal submittal.

Offerors are cautioned that “parroting” of the Technical requirements or the PWS with a statement of intent to perform does not reflect an understanding of the requirement or capability to perform. Offerors are responsible for including sufficient details to permit a complete and accurate evaluation of each proposal. Proprietary information shall be clearly marked.

2. PROPOSAL SUBMISSION REQUIREMENTS PHASE I

The Government will not make assumptions concerning intent, capabilities, or experiences. Clear identification of proposal details shall be the sole responsibility of the Offeror. The proposal shall meet the following basic requirements:

a. The proposal shall be typed and submitted in English and easy to read.

b. The proposal shall be organized, concise, and shall be clearly identified and tabbed.

Each factor shall be described in a separate tabbed section.

c. The proposal shall be identified by the solicitation number, volume number, and name, address, and telephone number of the prime Offeror on the cover. If the Offeror is registered in the System for Award Mangement (SAM), the Offeror should identify the SAM Registration’s CAGE Code and/or DUNS Number.

d. The proposal shall contain a table of contents and include at the bottom left side of each page the volume and page number.

e. Offerors shall verify that the information for all forms submitted is current, correct, and complete including name(s) of the point(s) of contact (POCs), email address(es), and telephone number(s), for the three technical factors.

f. Offerors shall submit a signed Offer, Standard Form (SF) 1442 for this solicitation, including verification of all amendments received.

g. Proposals shall completely and adequately address the requirements of this solicitation. Offerors are reminded that elaborate corporate marketing information, formatting, special reproduction techniques, etc., are not necessary.

h. Contractors are cautioned against submitting conditional proposals.

i. Failing to submit attachments or failing to complete the proposal properly may result in rejection of the offer without further evaluation. Therefore, Offerors are urged to follow instructions and speak with the Contracting Officer if instructions are not understood.

3. PROPOSAL SUBMISSION REQUIREMENTS PHASE II

In addition to the Proposal Submission Requirements for Phase I, Phase II proposals shall meet the additional following basic requirements:

a. Volume I: Offerors shall verify that the information for all forms submitted is current, correct, and complete including name(s) of the point(s) of contact (POCs), email address(es), and telephone number(s), for the one technical factor.

b. Volume II: The Pricing Schedule shall be completed in full, including all option periods, and the Non-Pre-Priced coefficient.

c. Volume II: Offerors shall submit a signed Offer, Standard Form (SF) 1442 for this solicitation, including verification of all amendments received.

d. Volume II: Bank Letter of Assurance and Bank Letter of Guarantee.

The Bank Letter of Assurance (BLA) or Bid Bond shall be €3,000,000 ($3,500,000) and submitted with the Phase II proposal (see Section 00 43 00). The BLA will be returned upon contract award to all unsuccessful Offerors. For the successful Offerors, the BLA will be retained until the first Task Order is awarded which is not the minimum guarantee. A Bank Letter of Guarantee (BLG) shall be provided per task order in the amount of at least 25% of the Task Order (see Section 00 43 00).

Banks, Bonding firms, or Financial Institutions are recognized and accepted guarantee agents. Submission Requirements

a. Offerors shall submit a completed Pricing Schedule, containing the Contractor determined Price Coefficients for all base and option periods.

1. Coefficient Definitions

Contractor’s coefficients shall contain all costs in addition to those contained in the Unit Price Book (UPB). The Unit Price Book is part of the awarded contract and will be used by the Government to determine maximum prices for negotiations and awards of Task Orders.

The Unit Price Book is based on the German construction standards (Deutsches Institut fur Normung e.V.) DIN Standards. Provided as part of the contract document, is a cross referencing sheet that correlates the DIN Standards to European Standards.

Coefficients are a numerical factor that represents costs (indirect and direct costs) not included in the UPB. The Contractor's coefficients shall contain all Contractors’ costs inclusive of profit, all overhead to include home office and field overhead, cost escalation, labor burden, insurance, adjustments to listed prices, general and administrative expenses, subcontractor mark-up, mobilization and demobilization, and all other costs, including but not limited to, compliance with environmental laws, permits, preparation of reports, correspondence and documentation required by law or the contract specifications, tax laws, protection and/or moving of government property and engineering services. Engineering services include those services that are incidental to construction, and completing submittals for construction work. For more information see Section 01 30 00, Administrative Requirements.

2. Coefficient Categories

The Pricing Schedule is broken into three categories: Books Ordered Most Often; Books Ordered Often; and Books Ordered Less Often.

a. Books Ordered Most Often

Offerors shall propose a Coefficient for each book under the category “Books Ordered” Most Often. A weight factor of 8 shall be used for proposal evaluation.

b. Books Ordered Often

Only one Coefficient shall be proposed for the category of “Books Ordered Often.” The weight factor is based on an average of 6, which shall be used for proposal evaluation.

c. Books Ordered Less Often

Only one Coefficient shall be proposed for the category of “Books Ordered Less Often.” The weight factor is based on an average of 2, which shall be used for proposal evaluation.

The coefficients are proposed by Offerors as a numerical factor as an increase, (e.g., 1.10) or decrease (e.g., 0.95) to the UPB. Coefficients proposed on the Pricing Schedule are accepted upon award and shall be applied to prices in the correlating Unit Price Book when ordering Task Orders under this contract on a non-competitive basis.

3. Validity of Coefficients

Each set of coefficients for the base period (3 years) and each of the two (2) option periods (1 year each) shall be valid and remain in full force for a minimum of 1 year, even if an option period is exercised prior to the 1 year period.
