Section 00 21 00 - INSTRUCTIONS
PROPOSAL SUBMISSION
1. INTRODUCTION: The Offeror’s proposal shall be submitted via AMRDEC. The solicitation shall provide AMRDEC instructions and receipt date for proposal submittal. Offerors are cautioned that “parroting” of the technical requirements with a statement of intent to perform does not reflect an understanding of the requirement or capability to perform. Offerors are responsible for including sufficient details to permit a complete and accurate evaluation of each proposal. Proprietary information shall be clearly marked.
2. PROPOSAL SUBMISSION REQUIREMENTS PHASE I
The Government will not make assumptions concerning intent, capabilities, or experiences. Clear identification of proposal details shall be the sole responsibility of the Offeror. The proposal shall meet the following basic requirements:
a. The proposal shall be typed and submitted in English and easy to read.
b. The proposal shall be organized, concise, and shall be clearly identified and tabbed. Each factor shall be described in a separate tabbed section.
c. The proposal shall be identified by the solicitation number, volume number, and name, address, and telephone number of the prime Offeror on the cover.

i. Failing to submit attachments or failing to complete the proposal properly may result in rejection of the offer without further evaluation. Therefore, Offerors are urged to follow instructions and speak with the Contracting Officer if instructions are not understood.
3. PROPOSAL SUBMISSION REQUIREMENTS PHASE II
In addition to the Proposal Submission Requirements for Phase I, Phase II proposals shall meet the additional following basic requirements:

1. Information for completing Attachment 1 and Attachment 2:

2. Projects provided for experience should demonstrate the experience in managing multiple projects performed simultaneously. Projects also should show experience in performance in Germany, Belgium, and the Netherlands (countries listed in descending order of importance); be between €2,000,000 to €18,000,000; and including the elements listed below. Offerors may submit higher valued projects if there is a distinct scope of work with a measurable monetary value within a larger project that is considered relevant to this procurement. An example could be a single contract that includes separate facilities, or buildings, or phased construction. Offerors shall clearly describe the scope and how it related to the overall contract. Small projects bundled into a larger project in order to meet this cost element are not considered relevant. Projects should demonstrate experience in:

Offerors must submit at least three (3) projects that were performed by the prime (i.e. the offeror). In case of a Joint Venture, the work must have been performed by at least one of the JV partners.
Offerors who do not meet this minimum requirement are not eligible for award.
FACTOR 2: PAST PERFORMANCE
The Past Performance Questionnaire (PPQ), Attachment 3, included in the solicitation is provided for the Offeror or its team members to submit to the client for each project the Offeror includes in its proposal for Factor 1, Experience. Ensure correct phone numbers and email addresses are provided for the client point of contact. Completed PPQs should be submitted with your proposal. Offerors should follow-up with clients/references to ensure timely submittal of questionnaires. If the client requests, questionnaires may be submitted directly to the Government’s point of contact, Anthony Melicharek via email at anthony.r.melicharek@usace.army.mil prior to proposal closing date. Offerors shall not incorporate by reference into their proposal PPQs previously submitted for other RFPs. Only one Coefficient shall be proposed for the category of “Books Ordered Less Often.” The weight factor is based on an average of 2, which shall be used for proposal evaluation.
The coefficients are proposed by Offerors as a numerical factor as an increase, (e.g., 1.10) or decrease (e.g., 0.95) to the UPB. Coefficients proposed on the Pricing Schedule are accepted upon award and shall be applied to prices in the correlating Unit Price Book when ordering Task Orders under this contract on a non-competitive basis.
3. Validity of Coefficients
Each set of coefficients for the base period (3 years) and each of the two (2) option periods (1 year each) shall be valid and remain in full force for a minimum of 1 year, even if an option period is exercised prior to the 1 year period.
4. Completing Pricing Schedule
Offerors shall submit a completed Pricing Schedule as part of the Price Proposal Package. In addition to the completed Pricing Schedule, Offerors shall complete the Electronic Pricing Schedule which is part of this solicitation located on the internet solicitation site. The Electronic Pricing Schedule is in EXCEL format.
a. In order to be considered acceptable, proposals shall contain coefficients for all of the pricing schedule line item coefficients for the base period and the two (2) option periods.
b. Failure to submit Price Schedule and failure to complete all Line Items on the Price Schedule, including the base year and all options years; and failure to complete the Electronic Pricing Schedule, including all base and option years; may result in the Offeror’s proposal package being rejected by the Government after initial evaluation without further consideration.
5. Column Definitions of the Pricing Schedule
The following is offered as definitions of columns as numbered on Row 4 for the Pricing Schedule and Electronic Pricing Schedule:
a. The first column is a ‘Line Item Number’ that is used by the Government for administrative tracking and ordering.
b. The second column is the ‘Book Number’ that refers to the associated construction discipline book in the Unit Price Book (UPB).
c. The third column is a short ‘Description’ of the construction discipline book.
d. The fourth column is the proposed “Coefficient” and shall be used for evaluation purposes and it is the maximum price used to administer this contract, for more information of Coefficients, see Section 01 30 00.
e. The fifth column is the Government assigned Weight Factor. These Weight Factors range from two (2) least often used to eight (8) most often used.
f. The sixth column is the ‘Line Item Weight’’ which is a product derived by multiplying the proposed ‘Coefficient’ by the ‘Weight Factor’ and shall be used for evaluation purposes.
g. The ‘Bottom Line Sum’ is the sum of all ‘Line Item Weights’ and shall be used for evaluation purposes.
h. The Total ‘Bottom Line Sum’ is the sum of the ‘Bottom Line Sum’ for the Base Period plus all Option Periods, and is used as the basis for award in addition to consideration of the Coefficients, Line Item Weights, and Bottom Line Sums, see FACTOR 5 – PRICE, Evaluation Criteria.
6. Mathematical Format
Proposed coefficients shall be carried no further than two (2) decimal places. The rate shall constitute a composite rate which includes the contractors cost including all overhead and profit which may be encountered during the performance of this contract.
7. Contract Administration Coefficients
The proposed coefficients on the Price Schedule used for evaluation purposes located in the fourth column and it is the maximum price used during the administration of this contract for Task Orders, see Section 01 11 00 Summary of Work.

Section 00 22 00 - SUPPLEMENTARY INSTRUCTIONS
BASIS FOR AWARD
When the word ‘Offeror’ is encountered throughout this Section, it is intended to mean a company seeking to do business with the Government that submits a proposal in response to the subject solicitation. When the word ‘Government’ is encountered throughout this Section, it is intended to mean USACE NAU.
The requirements for the preparation and submission of proposals and the requirements for the evaluation of proposals in response to this solicitation are contained in the Request for Proposals, Section 00 22 00. Subject to the provisions contained herein, the award will be made to at least two but not more than five Offerors in accordance with Section 2305a of title 10, United States Code who are deemed responsible in accordance with the Federal Acquisition Regulation (FAR), whose proposals conform to the solicitation requirements, and judged by an overall assessment of the evaluation criteria and other considerations specified in this solicitation, represents the Best Value to the Government. This source selection approach, called Best-Value Tradeoff, includes an evaluation of five (5) factors: Experience, Past Performance, Management Approach, Design Capability, and Price.
Experience contains a pass/fail element. The Offerors have to submit at least three (3) projects that were performed by the prime (i.e. the Offeror). In case of a Joint Venture (JV), the work must have been performed by at least one of the JV partners. Offerors who do not meet that minimum requirement are not eligible for award. Once the proposal is rated “Pass” for this aspect, the relative weight of the evaluation factors is as follows: Phase I: Factor 1, Experience is significantly more important than Factor 2, Past Performance, Past Performance is significantly more important than Factor 3, Management Approach, and Management Approach is significantly more important than Phase II:
Factor 4, Design Capability, and when combined, the four technical factors are approximately equal to Factor 5, Price.
The Government reserves the right to award to other than the lowest proposed price. The awarded contract will incorporate the successful offerors proposal to the extent it offers betterments and does not conflict with the solicitation requirements.
The source selection process will use a two-step phase selection approach as authorized under 10 U.S.C. 2305a. The first phase of the selection process will determine if the contractor is among the most highly qualified as outlined in the solicitation. If a contractor’s proposal is considered among the highly qualified in Phase I, a minimum of two, and no more than five, offerors will be invited to submit a Phase II proposal. It is the intent of the SSA to conduct a trade-off evaluation using the factors from both Phase I and Phase II. During Phase II evaluations, no revisions to Phase I proposals will be allowed, unless the Contracting Officer decides it is in the best interest of the Government to hold discussions.
B. FACTORS TO BE EVALUATED
The following evaluation factors will be used to evaluate each proposal: Award will be made to the Offerors whose proposals (Phase I and Phase II) are the best value to the Government based upon an integrated assessment of all the evaluation factors. IAW FAR 15.304, the following factors will be considered in evaluating the proposals:
Phase I:
Factor 1 – Experience Factor 2 – Past Performance Factor 3 – Management Approach
Phase II:
Factor 4 – Design Capability Factor 5 – Price
C. EVALUATION APPROACH
1. The overarching evaluation approach for all factors is as follows:
a. Adequacy of Response. The proposal will be evaluated to determine whether the Offeror’s methods and approach have been adequately and completely considered, defined, and satisfied the requirements specified in the solicitation. The proposal will be evaluated to determine the extent to which each requirement has been addressed in the proposal in accordance with the proposal submission section of the solicitation.
b. Feasibility of Approach. The proposal will be evaluated to determine the extent to which the proposed approach is workable and the end results achievable. The proposal will be evaluated to determine the extent to which successful performance is contingent upon proven techniques.
D. DISCUSSIONS
1. General Information: The Government does not intend to hold discussions. However, in accordance with FAR
15.306(d), discussion sessions with each Offeror may be held. Should discussions take place, all Offerors in the competitive range will be allowed to submit Final Proposal Revisions.
2. Discussion Scheduling: If discussions are conducted, the Contracting Officer may conduct discussions orally, in writing, etc. The method for discussions will be at the discretion of the Contracting Officer. The Contracting Officer will provide additional instructions with the notification of discussions.
