Question 146: Section 00 21 00 Factor 3 Management Plan on page 33 of 207 requires the submittal schedule include a detailed resource levelling plan (e.g. time, manpower and budget).

It is not possible to provide this level of cost detail in a schedule at time of proposal because final costs are not known until the day of bid submission. The proposal including CD needs to be hand delivered to Germany several days prior to the date for receipt of proposals. Resource and cost loading of the schedule is normally only required to be submitted after project award. Please consider changing this to require submission of schedule but with no resource or cost loading at time of bid.

As of 10 June 2016

Response: For the resource leveling plan, the contractor shall provide, as part of the technical proposal, the number of personnel or man-hours AND the percent progress payment for each month from contract award to contract completion. This may be shown as a graphical representation.

Question 147: It is our understanding that recently the USACE has adopted the Contractor Performance Assessment Reporting System (CPARS) form as an acceptable evaluation report which replaces the DD2626 (CCASS) report. Is it acceptable to use the CPARS report in lieu of the DD2626 and/or PPQ?.

This quantity of earth moving will be very difficult to achieve within the 18 month schedule in Israel with limited trucking resources. Is there any chance that the project construction schedule could be extended to accommodate the massive quantity of earthwork excavation and hauling required.

Response: The period of performance has been assessed and determined to be adequate to achieve all scope requirements.

Question 149: Please provide location where exported excavated material will be hauled to.

Response: A quarry is located approximately 800 meters from the project work site. According to calculations the excavated materials, approximately 200,000 m3, will fit into the quarry. If additional space is needed, there is an alternate quarry approximately 5 km from the project site near the base’s south gate.

b. No electricity line is required for execution in Phase 1A. Drawing E-126 has been deleted.

c. The existing electrical lighting line is located along the western runway. Drawings A- 111, A-112.1 to A112.4 have been updated accordingly.

Question 158: Drawing E-83 Legend shows:

a. In additional feed drawings the red communication is marked orange and the black communication is marked red. Please advise whether the mistake is lines color or marking.

b. Please confirm that the red communication line is an existing line.

Special Specification Section 09.04 and 09.04.01 has been updated to provide clarification.

Response: See response to Question 163.

Question 165: Both Option 1 – Construction of Western Runway, and Option 2 – Construction of Eastern Taxiway, must be completed within 90 calendar days after the award dates of the options. The suppliers of the lighting fixtures for both runway and taxiway informed us that these are long lead items for which the delivery time is 15 weeks. Taking into consideration the addition of submittals’ approval time, it is highly unlikely that the runway and the taxiway CLINs will be completed within 90 days. Please consider extending the performance period for the lighting fixtures only by 30 days.

Response: The period of performance for Option 1 and Option 2 has been extended to 120 calendar days. The work on existing runways has operational impacts and therefore, the western and eastern runways shall not be in a non-operational status for a period that exceeds 60 calendar days. SR-0 and the Price Schedule have been updated accordingly.

Question 166: Since the construction area is very large, please confirm that more than one gate may be executed in the construction fence.

As of 10 June 2016

Question 167: During the site visit we were told that the site offices area may be located anywhere within the limits of the main works site. Please confirm.

Response: The contractor’s selection of the location for their site offices will need to be included in the Mobilization Plan that is subject to the review and approval of the COR. The southern infrastructural area labeled “AR” must remain operational and the ability for traffic to go in and out of this area must be maintained during execution of the project.

Question 168: The original issue “package” file contains architectural drawings in a pdf file titled “Attch_17a2_Architectural.” This file starts with drawing A-252. Amendment #2 contains architectural drawings in a pdf tile titled “Amend_0002_Attch_17a1_a2_Architectural_Revision01.” This file starts with drawing A-001, which is a list of drawings in the A set and seems to correspond with the combined drawing list.

The second drawing in this amendment 2 file is A-003. The drawing list on A-001 indicates the hardware list is on A-002, but I did not see that drawing. The door details refer to hardware sets on the hardware list. Was drawing A-002 issued? If not, please issue hardware list.

In addition, in reviewing the drawing list, drawings A-004, A-005, the whole of the A-100 series (with the exception of A-123), and drawings prior to A-252 are not contained in the documents.

Is my file corrupt or are these documents not yet issued?

Response: The original posting for the Architectural Drawings were divided into two pdf files:

Attch_17a1_Architectural - Contained Drawings A001 - A248 Attch_17a2_Architectural - Contained Drawings A252 - A801

Drawing A-002 was included in Attch_17a1_Architectural.

The “Amend_0002_Attch_17a1_a2_Architectural_Revision01.pdf” file only included those drawings that were revised under Amendment 02.

Question 169: The road connecting the work site and the spillage site might be damaged in the course of the work.

Question 172: Chapter 18 is difficult to follow/read as subsections are not formatted. Could this chapter be formatted for better readability?

Response: Yes, Chapter 18 has been formatted for better readability.

Question 173: There is a contradiction between the solicitation proposal preparation instructions and specific instructions in the Price Schedule.

The solicitation document (page 33 of 207) instructs as follows:

In the Price Schedule Revision 01, OPTION 1, it specifically states:

"Option 1 will not be awarded until 60 days after the base award NTP".

And Option 2 specifically states:

"Option 2 will not be issued until the Option 1 work has been completed and accepted by the government."

These contradictions in the documents will directly impact the schedule submittal.

Please clarify the starting date of Options 1 and 2 for the schedule submittal.

Response: The solicitation proposal submission instructions under Section 00 21 00 have been revised to match the Price Schedule and SR-0 as follows:

“For the purposes of this section only, the Offeror shall use the date of 02 January 2017 for Notice to Proceed and should prepare the schedule assuming Option 1 will be awarded 02 April 2017 (90 days after NTP) and Option 2 will be awarded 01 August 2017 (121 days after award of Option 1).”

Question 174: Please provide an additional information for sign painting details inside the hangars.

Response: Please see updated Drawings C-013 and C-014.

Question 175: Communication lines on sheets E-73 to E-83. Amendment 2, question 9, clarifies the red legend communication lines on sheets E-73 to E-83 are existing. The orange legend communication lines on sheets E-73 to E-83 appear to be existing as well, as they route in directions not shown on the drawings. Please confirm the orange legend communication line and

Solicitation W912GB-16-R-0030

As of 10 June 2016 associated manholes and signs are existing and not included in the scope of work.

Response: The orange legend communication line is a new line (i.e. PVC pipe 75 mm) and it's a part of the scope of work. No new manholes are designed as the new orange communication line connects to existing manholes along the route.

File details come from the government source that posted it. Updated .
