b. No, see above.

c. Not applicable, see above.

d. The excavation material will be placed on top of the tree stumps.

Response: The quarry is located approximately 800 meters from the project work site.

According to calculations the excavated materials, approximately 200,000 m3, will fit into the quarry. If additional space is needed, there is an alternate quarry approximately 5 km from the project site near the base’s south gate.

Question 31: Drawing A-123: Reference to Building sheets – the drawing sheets that are listed as a reference for the hanger drawings are incorrect. For example Hanger 201 is referred to as sheet A-201, however there is no sheet A-201, but the correct sheet is most likely A-212, and the same refers to the rest of the Hangers (Hanger 202 not sheet A-202 but Sheet A-222, Hanger 203 not sheet A-203 but Sheet A-232, Hanger 204 not sheet A-204 but Sheet A-242, Hanger 205 not sheet A-205 but Sheet A-252, Hanger 206 not sheet A-206 but Sheet A-262) Please verify and correct sheet A-123.

Is the intention of the USACE to construct the foundations & floors of Hangers #6 & #12 as part of the Base Bid (CLIN 0001)? Please clarify.

Amendment 0002 W912GB-16-R-0030 Project 13580 - Israel

Question 35: Pictures from the Site visit – As a possibility mentioned at the Site visit – May we be issued various photographs of the whole site area? Of course, this request would be all within the IAF security restrictions.

Response: Pictures of the site are provided. See attached.

Question 36:

a. We request that the due date for proposal submission to be extended by at least additional two (2) weeks. The additional time is needed to effectively plan, estimate and prepare the required proposal information. Given the amount of scope of work and required submittal documents, this proposal is too large and complex to prepare and adequately complete within the current timeframe.

b. In addition, we ask that the proposal due date would not be on Monday early PM Central European Time. With Israel religious rest days being Friday afternoon and Saturday and the US rest day on Sunday, valuable time towards proposal development is lost, preventing US firms from completing receiving quotes from prospective subcontractors.

c. Lastly, the need to deliver the proposal in hard copy in Germany, robs US firms from considerable time for preparation. We request that all bidders will be allowed to submit the proposal electronically, with hard copies to follow within 72 hours.

Response: a. Proposal due date has been extended until 13-June-2016.

b. Same response as a. above.

c. The suggested proposal delivery approach will not be accepted.

Question 84: The solicitation requests that the pricing narrative address how the Area Cost Factor (ACF) impacts each CLIN. Please identify where the ACF is explained in the solicitation documents.

Response: In order to perform a proper price analysis, the Government needs to determine if a location factor (area cost factor) has been applied to each offers cost. The Government uses Area Cost Factors in its estimates based upon historical data on projects executed throughout the country. The simple purpose of these location factors is to empirically measure the costs of building construction at a given location versus the national average. An offeror may not apply a ACF to their proposal; however, an offeror may apply markups to labor, equipment, and material (MLE) due to location of the work. Offerors may also include mark-ups that reflect local conditions affecting construction costs, such as weather, seismic, contractor overhead and profit, life support and mobilization, labor availability and labor productivity. These factors or markups as applied to each offerors price proposal assist the Government in determining reasonableness as outlined in FAR 15.404.

This weekend is a long holiday weekend in Israel. We would be obliged if you would consider additional time for questions to Friday 27 May 2016 which is 10 days prior to the proposal due date.

Please confirm that the requirements of 252.225- 7012 permits the use of Israeli materials in this project beyond the list of exceptions included in the OSP Worksheet (Attachment 7).

Response: Notwithstanding Israel's status as a qualifying country, per DSCA policy, Israeli materials are only allowed to the extent they are bulk materials or other materials exempted from Buy America considerations by the FAR and DFARs. The list of exempted items is not a closed list but for items not listed the contractor would have to submit a request to the contracting officer.

Question 87: Section 00 21 00 Solicitation Provisions paragraph A Proposal Submission requires that the proposals be submitted with 7 (6 + 1) hard copies and CDs with each Volume.

These proposal documents will have to be delivered in person from the United States to Wiesbaden several days prior to the date for receipt of proposals to ensure delivery. This requirement limits our ability to gain competitive advantage with subcontractors bidding up until the date for receipt of proposals. Please consider submission of the proposals electronically on the date for receipt of proposals and the hard copy documents/CDs to follow within 48 – 72 hours.

Response: The suggested proposal delivery approach will not be accepted.
