About this file
This is a Standard Form 30 Amendment of Solicitation/Modification of Contract issued by the U.S. Army Corps of Engineers (W07D ENDIST ST PAUL, KO CONTRACTING DIVISION) on February 4, 2026, for solicitation W912ES26QA013. The amendment extends the response due date from February 6, 2026 to February 13, 2026. The solicitation pertains to quality assurance services for coating and paint inspection, weld inspection, bolted connection and assembly inspection, and non-destructive testing (NDT) personnel across multiple states including Alabama, Wisconsin, Minnesota, Iowa, and Mississippi.
The amendment removes and replaces the Statement of Work (SOW) and updates the contract documents, including wage determinations dated December 3, 2025 for the specified states, a revised Schedule of Services dated January 14, 2026, and a new SOW dated February 4, 2026. The evaluation criteria establish that award will be made to the lowest priced technically acceptable quote. Technical acceptability requires: (1) Coating & Paint Inspectors holding AMPP CIP Level 2 or BCI Level 2 certification plus C3 hazardous coatings removal certification; (2) Weld Inspectors with AWS Certified Welding Inspector (CWI) certification per AWS QC1; (3) Bolted connection inspectors with ICC Structural Steel & Bolting S1 Special Inspector Certification; and (4) NDT personnel with ASNT CP-189 NDT Level II certification. Past performance and compliance with small business utilization requirements (FAR 52.219-8 and 52.219-9) will also be evaluated, along with price analysis for balance and reasonableness.

BASIS FOR AWARD
The award will be made to the lowest priced technically acceptable quote. Quotes will be evaluated for technical acceptability (including past performance) but will not be ranked using the non-price Factors. In order for a Quote to be considered for award, the quote receive must an "Acceptable" rating in every non-price Factor. A quote receiving a rating of "Unacceptable" in any non-price Factor or Sub-Factor will not be eligible for award, unless the Contracting Officer decides to enter into discussions, includes the Offeror in the competitive range, and the revised proposal does not have any Unacceptable ratings.
If the offeror intends to meet the evaluation factors and sub-factors through the use of a subcontractor, then the offeror must include a Letter of Commitment signed by both the offeror and the proposed subcontractor. The Letter of Commitment shall clearly state that the offeror and the subcontractor have committed to perform this contract together if the offeror receives the contract award. If award is made to that contractor, then they will be expected to provide that subcontractor. Any substitutions of subcontractor(s) must be with a subcontractor with equal or better qualifications. Any substitution must be approved by the Contracting Officer.
C. FACTORS AND SUB-FACTORS TO BE EVALUATED
Factor 1: Technical Acceptability:
Technical Acceptability Sub-Factors :
Subfactor 1:

The Contractor can meet this requirement with two individuals.
Subfactor 2:
Weld Inspector: The weld inspector must be an AWS Certified Welding Inspector (CWI) in conformance with AWS QC1.

Factor 2 Past Performance:
Offerors shall be evaluated for Past Performance by the Source Selection Authority (SSA) /Procuring Contracting Officer (PCO).
The Government will consider the Offeror's record of performance as it relates to all solicitation requirements, including, schedule, performance, and management of subcontractors. Offerors that are other than small businesses will be evaluated for prior compliance with FAR clauses 52.219-8 Utilization of Small Business Concerns and FAR 52.219-9 Small Business Subcontracting Plan.
The Government will query the Contractor Performance Assessment Reporting System and may also consider other sources. (CPARS) to review past performance ratings These other sources may include, but are not limited to, telephone interviews with organizations familiar with the Offeror's performance, and Government personnel with personal knowledge of the Offeror's performance capability.
Factor 3: Price:
Those quotes that are found to be both technically acceptable and have an Acceptable Past Performance Rating shall be evaluated for price by the Source Selection Authority (SSA) /Procuring Contracting Officer (PCO). Price analysis will be used to determine the reasonableness of the total evaluated price to support the selection of the lowest priced, technically acceptable quote. In accordance with FAR 15.404-1(g), separately priced line items (and subline items) shall be analyzed to determine if the prices are unbalanced. Offers may be rejected if the SSA/PCO determines the lack of balance poses an unacceptable risk to the Government. Prices determined to be unbalanced shall be thoroughly documented during the evaluation process for inclusion in the Source Selection Decision Document (SSDD).
