The manufacturer’s name, commercial name, batch, and lot number shall be compared to sample testing data and the submitted coating data. Coating Inspection Reporting shall be required for each site visit.

· One coating inspection per gate leaf will be required after final coating has been applied. All coated areas shall be visually inspected. Identify a sample of coated areas suitable for QA testing. The sample size will range from 0.001 to 0.1 percent of the coated area with the final approval of the size by the COR. QA coating testing shall be in conjunction with testing of materials and products both by destructive and non-destructive testing.

· Inspect and verify the coating materials are properly stored and approved.

· Evaluate surface preparation procedures and standards for adherence to contract standards.

· Monitor the application procedures to verify the Fabricator is meeting contract requirements and standards. Emphasis shall be placed on the time between coats and coverage to irregular surfaces.

· Special attention shall be given to high strength, bolt connected and contacting surfaces. AISC and RCSC guidance, for structural bolts and connections, shall be followed.

· Measurements for the Dry Film Thickness (DFT) shall be taken to determine compliance of the fabricator’s coating system. One gage shall be used to measure the prime coat and the final film thicknesses. The method used for DFT measurements shall be ASTM D 1186. Calibration for the instrument shall be as required in the contract specifications.

· Prepare a written report for each coating site visit that includes a summary of QA work completed and listing of all visual and NDT inspections completed. If QA work indicates that coating contract specifications are not being met, photos of noncompliant areas and recommended actions to correct the deficiencies shall be included in the report. The adequacy of the fabricator’s QC program shall be included in the report.

5.4.1.3 Bolted Connection Inspection

· Each miter gate leaf will require two bolting inspections. All bolts on each structural fabrication miter gate leaf shall be visually inspected. Identify a sample of bolts suitable for QA testing, see Intermediate and Pre-Final Inspection sections below. The sample size will range from one to ten percent of the bolts. QA bolt testing shall be in conjunction with testing of materials and products both by destructive and non-destructive testing.

· Intermediate Inspection. The Contractor shall schedule the intermediate inspection such that a verification of final assembly process can be ascertained, but before a substantial portion of the final assembly has been completed. This inspection shall commence around 50% completion of fabrication.

· Pre-Final Inspection. The pre-final field inspection shall be conducted after welding and bolting has been completed but before painting has commenced. This inspection shall commence around 95% completion of fabrication.

· Identify inspected bolted connections that are not compliant with contract specifications.

· Prepare a written report for each bolting site visit that includes a summary of QA work completed and listing of all visual and NDT inspections completed.
