Construction and Environmental Disturbance Requirements
These represent the minimum requirements of the North Dakota Department of Health.
They ensure that minimal environmental degradatíon occurs as a result of construction or related work which has the potential to affect the waters of the State of North Dakota All projects will be desígned and implemented to restrict the losses or disturbances of soil, vegetative cover, and pollutants (chemical or biological) from a site.
Soils
Prevent the erosion of exposed soil surfaces and trapping sediments being transported.
Examples include, but are not restricted to, sediment dams or berms, diversion dikes, hay bales as erosion checks, riprap, mesh or burlap blankets to hold soil during construction, and immediately establishing vegetative cover on disturbed areas after construction is completed. Fragile and sensitive areas such as wetlands, riparian zones, delicate flora, or land resources will be protected against compaction, vegetation loss, and unnecessary damage.
Surface Waters
All construction which dÍrectly or indirectly impacts aquatic systems will be managed to minimize impacts. All attempts will be made to prevent the contamination of water at construction sites from fuel spillage, lubricants, and chemicals, by following safe storage and handling procedures. Stream bank and stream bed disturbances will be controlled to minimize and/or prevent silt movement, nutrient upsurges, plant dislocation, and any physical, chemical, or biological disruption. The use of pesticides or herbicides in or near these systems is forbidden without approval from this Department.
Fill Material
Any fill material placed below the high water mark must be free of top soils, decomposable materials, and persistent synthetic organic compounds (in toxic concentrations). This includes, but is not limited to, asphalt, tires, treated lumber, and construction debris. The Department may require testing of fill materials. All temporary fills must be removed. Debris and solid wastes will be removed from the site and the impacted areas restored as nearly as possible to the oríginal condition.

RE: Red River Control Structure
Dear Kris:
On August 30, 2021, on behalf of the Metro Flood Diversion Authority (MFDA) you provided a copy of the plans, specifications, and other supporting information to the Buffalo-Red River
Watershed District (BRRWD) for the Red River Control Structure. The BRRWD issued permit
19-003 to the MFDA for the Flood Diversion Project. As a condition of that approval, the
BRRWD staff reviews and provides approval prior to the start of construction of any components of the dam in Minnesota. Per the permit conditions, the intention of this plan review and approval is to ensure consistency with the original project design and ensure local drainage accommodations and erosion control are adequate. Based on our review of the drainage and erosion control, it appears that they are adequate.
According to the conditions of BRRWD Permit 19-003, the construction of the Red River control structure can proceed when all property rights necessary for its individual construction are acquired. We understand that those rights are in process of being obtained. Once those rights are obtained, the Metro Flood Diversion Authority may proceed with construction.
We appreciate the opportunity to review the plans for this component of the overall Flood
Diversion project.
If you have any questions or need assistance, contact the Buffalo-Red River Watershed District by telephone at (218) 789-3100 or by email at kaltrichter@brrwd.org.
Sincerely, Kristine M. Altrichter

Include design calculations and catalog cuts if applicable.
Wire Weight Gage Support; G
Include design calculations and catalog cuts if applicable.
PART 2 PRODUCTS
2.1 LOW-FLOW RADAR MOVEABLE SUPPORT
The Contractor shall design and fabricate a movable support for the low-flow radar gage. The low-flow radar moveable support shall:
a. appropriately house and support the low-flow radar gage, which shall be provided by USACE, and is approximately 1.5 feet wide by 1 foot in length by 1 foot in depth;
b. be designed and constructed in accordance with Section 05 50 13
MISCELLANEOUS METAL FABRICATION;
c. extend a minimum of 36 inches from the control structure wall and shall provide a direct line-of-sight between the radar and the moving water;
d. be constructed with corrosion resistant finishes;
e. be movable to provide ready maintenance access to the low-flow radar gage by maintenance personnel standing safely protected by handrail and not require maintenance personnel to don fall-protection equipment in order to service the gage;
SECTION 05 50 16 Page 2
f. include a latch or removable pin that shall soundly secure the support in both the deployed and maintenance positions.
g. not deflect more than 1/2 inch when subjected to a 100 pound load in any direction applied to the cantilever arm 36 inches out from the edge of the control structure concrete wall;
The moveable mechanism may be manual and need not be automated.
2.2 WIRE WEIGHT GAGE SUPPORT
The Contractor shall design and fabricate a ?movable support for the wire weight gage. The wire weight moveable support shall:
a. appropriately house and support the wire weight gage, which shall be provided by USACE, and is approximately 1 cubic foot in size and shape;
b. be designed and constructed in accordance with Section 05 50 13
MISCELLANEOUS METAL FABRICATION;
c. be constructed with corrosion resistant finishes.
d. allow personnel to operate and view the gage while standing, without requiring personnel to bend or kneel to gain access;
e. provide ready operation and maintenance access to the wire weight gage by maintenance personnel standing safely protected by handrail and not require personnel to don fall-protection equipment to operate or service the gage;
f. not deflect more than 1/2 inch when subjected to a 100 pound load in any direction;
PART 3 EXECUTION
3.1 INSTALLATION
3.1.1 Low-Flow Radar Gage Moveable Support
The Contractor shall install the low-flow radar gage in the location shown on the plans. The support shall be anchored to the concrete using a minimum of 4 epoxy-grouted anchor bolts. The installation shall allow a direct line-of-sight to the flowing water and not interfere with the tainter gate or control structure members.
3.1.2 Wire Weight Gage Support
The Contractor shall install the wire weight gage support within four feet of the low-flow radar gage support. The wire weight gage support shall be anchored to the concrete surface using a minimum of 4 epoxy-grouted anchor bolts, or alternatively be connected to the handrail. The wire weight shall have direct line-of-sight to the flowing water and not interfere with the tainter gate or control structure members.
3.2 TESTING
The Contractor shall test the installation of the low-flow radar gage moveable support and the wire weight gage support for operability and
SECTION 05 50 16 Page 3 soundness. Operability and soundness tests shall be performed in the presence of the Contracting Officer, or their representative.
3.2.1 Operability Testing
The operability tests shall include the provisions listed below for the gage supports.
3.2.1.1 Low-Flow Radar Gage Moveable Support
a. Operate the moveable support between the deployed and maintenance positions 10 times consecutively.
b. Confirm that one person can safely operate the support, within OSHA safety guidelines, without donning fall-arrest equipment.
3.2.2 Soundness Testing
The soundness tests shall consist of applying a 100-pound force to the supports. The force shall be applied in the vertical and horizontal directions independently. The force shall be applied to the low-flow radar gage support in the cantilevered position. If the gages are attached at the time of testing, the vertical force may be reduced by the weight of the gage. The Contractor shall confirm that the supports do not deflect more than 1/2 inch.
