Section SF 1449 - CONTINUATION SHEET

STATEMENT OF WORK

1. PROJECT DESCRIPTION

The Saint Paul District of the U.S. Army Corps of Engineers (USACE) has issued this solicitation for the procurement, installation, testing, and commissioning of new model programable logic controllers and networking for the Dredge Goetz and 852 Booster. The U.S. Army Corps of Engineers, Saint Paul District, operates the Dredge Goetz in the northern sections of the Mississippi River.

The Contractor shall be responsible for procuring, installing, programming, commissioning, and testing of the PLC units on the Dredge Goetz and 852 Booster to include all labor and materials associated with the replacement of the PLC logic controllers and networking system. The Government will furnish all labor and materials to operate the dredge/booster systems during the testing and commissioning of the newly installed variable PLCs. The Government will provide feedback during the testing and commissioning on the new PLCs as to their operational performance. All installation and programming shall take place at our service base, located at 431 North Shore Drive, Fountain City, WI 54629.

The Contractor shall have a representative(s) present onsite to perform testing, commissioning, and provide oversight and programming of the PLC units. The testing of the PLCs shall be performed while the Dredge Goetz is operating under normal dredging conditions. The area of operation and testing shall be near our service base located at, Fountain City, Wisconsin. Any change in cost associated with a change in location shall be modified after award.

2. OPERATIONAL BACKGROUND

The Dredge Goetz is a hydraulic cutter suction dredge with a 22-inch suction and 20-inch discharge pipe. The dredge is 225 feet long by 39 feet wide with an operating draft of 5 feet. The dredge is powered using diesel-electric generator engines that produce a total of 4,000 horsepower at 1,200 rpm. Each generator can produce 1,300 KVA at an 80% continuous duty cycle.

The Dredge Goetz currently has swing winches installed on the port and starboard sides. The winch motors are controlled by individual variable frequency drives (VFDs), manufactured by ABB. The two winches are employed to swing the dredge back and forth across the river, allowing the cutterhead and main dredge pump suction to break up and clear away material from the river bottom. While in operation one winch is hauling and the opposite is paying out cable under variable hold-back tension, with both cables being connected to external anchors.

An operator controls the swing winches, spuds, carriage drive, ladder hoist and dredge pump motors through console-mounted joystick controls and push buttons. Once the dredge completes a swing from one side of the river to the other the swing process is reversed. The dredge is advanced into the dredge cut using a rack and pinion set-up driven by an ABB drive. Once advanced the operator will set the center spud and start the swing process again. The operator has the discretion to independently operate either the port and/or the starboard swing winch for other specific tasks. The dredge operates 24 hours per day 7 days per week for approximately 6 to 8 months out of the year. During a 24-hour period, the dredge typically logs between 16 and 20 hours of run time.

3. SCOPE OF WORK

The Contractor shall assume complete responsibility for providing new model PLCs, instrument panels, push buttons, and control joysticks. The contractor shall be responsible for removing and installing, programming, testing, and commissioning in accordance with the requirements of this contract. Should the Contractor determine at any time that they are unable to fulfill those responsibilities they shall notify the COR immediately of the problem experienced. The Contractor shall then abide by his/her proposed manner of correction.

The 1746 Allen Bradley hardware SLC 500 series shall be replaced with Allen Bradley 5069 compact Logix hardware. The processor must include program storage on non-volatile media. A copy of Studio 5000 shall be provided with this project to allow access to the PLC programming for viewing and editing. The Studio 5000 shall be licensed to the U.S. Army Corps of Engineers, Dredge Goetz. The Allen Bradley 1794 Flex I/O remote shall be replaced by Allen Bradley 5094 I/O hardware. The remote I/O and DH+ network shall be replaced with Ethernet Ring Network. The Dredge Goetz has a booster pump to assist with moving dredged material long distances. The booster and dredge communicate via radio interface. This radio interfaced must be maintained to provide communication from the dredge to the booster. The PLCs at the booster pump shall be replaced with updated Allen Bradley hardware.

The lever house is where the Dredge Goetz is controlled and where the instruments are monitored. The current Allen Bradley Panel View 2711P shall be replaced with Allen Bradley Panel View 5510. The graphic shall be upgraded to commensurate with the additional graphic capabilities. The new Allen Bradley displays shall need to communicate via ethernet network. The InduSoft HMI application on the stand-alone computer shall be replaced with Rockwell Software FactoryTalk View SE. This also needs to communicate on the Ethernet network. The intent of this project is to move many of the pushbuttons, selector switches, pilot lights and potentiometers to the new Allen Bradley panel screens. The new screens shall require replacement mounting plates to replace the existing plates on the current console. The current joysticks are potentiometer style. These joysticks shall be replaced with Hall Effect technology joysticks. Additionally, a fathometer shall be added to the communication with the PLC.

The PLC programming shall be modified, so the fathometer value shall be used to confirm the final digging depth and shall automatically adjust the ladder depth to achieve optimum digging depth. This auto adjust feature must be selectable for being on or off at the Allen Bradley 5510 panel view screen.

There is an engineering Allen Bradley panel screen located in the “hobby room” remotely from the lever control room. The current panel is used by the engineering staff to monitor various operation of the Dredge. This panel screen shall include at a minimum the following: gland seal pressure, cutter flushing pressure, radial thrust bearing oil pressure, cutterhead reduction gear oil pressure, flushing water pressure, pipeline velocity, suction density, dredge pump speed, Hoffer valve operation, motor load, and suction and discharge pressures.

The current Electrical Schematic does not reflect the As Installed system. Some of the I/Os are shown on the incorrect I/O points and others are missing completely. A new set of Electrical Schematics shall be provided using an AutoCAD format and PDF.

The ABB Variable Frequency Drives (VFD) are controlled by Device Net communication. The ABB VFDs must be modified to communicate via Ethernet communications with the new PLCs.

The Contractor shall provide programming and commissioning of the new PLCs. The Contractor shall ensure that the PLCs are configured for the dredge’s operation.

The Contractor shall be required to provide all labor and material necessary to install the equipment. The Government will be responsible for the operation of the dredge and will perform testing on the condition that the Contractor has given the direction that all installation and programming is ready for testing. The Contractor shall have a representative (s) on site during installation and testing of the newly installed PLCs.
