BRAND NAME JUSTIFICATION AND APPROVAL

Limited Sources Justification and Approval

W81G6712458646

1. Organization/Line Office

The Corps of Engineers St. Paul District, Contracting Division, 180 5th Street East, Suite 700, St.

Paul, MN is the contracting agency responsible for this action.

2. Description of Action being approved:

This will be a new contract for replacing the PLCs on the Dredge Goetz. It will be a fixed price contract

3. Description of Product, Supplies or Services:

Name Brand Description Allen Bradley 5069 compact Logix hardware Studio 5000 Logix software 5094 I/O hardware Panel View 5510 Rockwell Software FactoryTalk View SE

4. An identification of the statutory authority permitting other than full and open competition. (Requesting Office completes with assistance of Contract Specialist)

The Statutory Authority for this action is procedures used in FAR subpart 13.5 in accordance with 41.U.S.C 1901 accordance with 41.U.S.C 1901.

5. Identification of the Justification Rationale:

The current PLC components installed on the USACE’s Dredge Goetz are Allen Bradley and have been in service for 15 years with little to no time loss failures until this year. The wiring and connections are configured for use with Allen Bradley components. Changing to a different supplier/brand could lead to new or additional wiring requirements for installation. The installation of additional wiring would be challenging to the contractor as it would require multiple new bulkhead penetrations. The bulkhead penetration needs to be fire and waterproof to meet U.S. Coast Guard vessel regulations. Changing the suppler would also require additional or new programing to maintain the current function of the dredge. If a new brand is considered it would also have to be compatible with our newly installed VFDs. This would be cost prohibitive and would unnecessarily extend the time to perform the upgrade. Since the dredge needs to be out of service during this upgrade the timeline is limited to the current winter maintenance schedule from December to April. Extending this timeline would negatively affect the USACE’s channel maintenance mission requirements. Given the proven durability of the currently used components when subjected to vibration and heat of dredging. The use of different brand could significantly increase the risk of unacceptable failures and delays to service. Any failure of the PLCs would negatively affect USACE’s mission requirements to safely maintain a 9-foot channel.

6. Best Value Determination:

Orders issued under this class limited sources justification represent the best value USACE as the agreed to prices will be based upon competitive quotes received from authorized retailers of the brand in a competitive environment. Therefore, the price paid will represent the best value and result in the lowest overall cost alternative to meet the needs of USACE

7. Market Research conducted

Market research shows that there are a sufficient number of small businesses to ensure that a small business set-aside solicitation is highly likely to receive adequate competition and award a contract at a fair market price.

8. Statement of actions, if any to remove barriers to competition in the future.

None

9. Any other facts supporting justification:

None

As the technical or requirement personnel, I certify that the evidence of the supporting data that forms the basis of this justification is complete and accurate.
