SUMMARY OF CHANGES
SECTION SF 30 - BLOCK 14 CONTINUATION PAGE
The following have been added by full text:
SPECIFICATION CHANGES (0003)
Amendment 0003 Specification Changes:
SECTION 05 50 13.00 13 TOW HAULAGE RAIL CLIP ASSEMBLIES:
This section has been modified to address a bidder inquiry concerning the requirement that the Contractors’ paint shop be SSPC QP3 qualified. In addressing this inquiry it was determined that very few paint shops meet this qualification. Quality control requirements were modified to require the Contractor to provide an NACE certified Coating Inspector to inspect prepping and painting operations at the Contractor’s painting facility.
The required changes to the specification section are as follows:
One reference was added to the section. It is as follows:
ASTM D4417 (2011) Field Measurement of Surface Profile of Blast Cleaned Steel
Three new submittals were added. They are as follows:
SD-04 Samples
Coating Inspection Forms
Provide Coating Inspection Forms in accordance with paragraph entitled, "Coating Inspection," of this section.
SD-06 Test Reports
Coating Inspection Reports
Provide Coating Inspection Reports in accordance with paragraph entitled, "Coating Inspection," of this section.
SD-07 Certificates
Certified Coating Inspector; G
Provide NACE certificate for the Contractor's coating inspector.
One submittal was deleted. It is as follows:
SD-07 Certificates
SSPC QP 3 Certificate; G
Paragraph 1.6.3 Qualified Painting Contractor was replaced with the following paragraph for the Certified Coating Inspector:
1.6.3 Certified Coating Inspector
The Contractor shall provide an NACE Certified Coating Inspector for all preparation and painting work done for the rail clip assemblies at the Contractor's painting facility.
Paragraph 2.3.1.1 was edited to better define surface preparation requirements. The modified paragraph is as follows:
2.3.1.1 Surface Preparation
Blast clean surfaces in accordance with SSPC SP 5/NACE No. 1. The blast profile shall be 1.5 to 2.5 mils as measured by ASTM D4417, Method C. Appropriate abrasive blast media shall be used to produce the desired surface profile and to give an angular anchor tooth pattern. If recycled blast media is used, an appropriate particle size distribution shall be maintained so that the specified profile is consistently obtained. Steel shot or other abrasives that do not produce an angular profile shall not be used. Weld spatter not dislodged by blasting shall be removed with impact or grinding tools and the areas reblasted prior to painting. Surfaces shall be dry at the time of blasting. Wash cleaned surfaces which become contaminated with rust, dirt, oil, grease, or other contaminants with solvents until thoroughly clean. Steel to be embedded in concrete shall be free of dirt and grease.
Paragraph 2.3.1.2 was edited to remove reference to the Contractor’s SSPC certified paint shop. The revised paragraph is as follows:
Coating System for Fabricated Tow Haulage Rail Clip Assembly
Coating system number 23-C-Z shall be applied to the fabricated tow haulage rail clip assembly, except that the surface preparation shall be white metal blast cleaning. The coating system shall be applied according to the manufacturer's written instructions by the Contractor's painting facility. It shall be a 3-coat system. All materials shall be procured from the same coating manufacturer. The individual paints comprising the system shall have been tested and passed all the requirements of the applicable SSPC standards. SSPC Paint 36 shall be qualified to Accelerated Weathering Level 3 and shall be a semigloss urethane in a gray color that approximates color number 26231 of FED-STD-595. Application shall be by spray in accordance with the manufacturer's written instructions. Dry film thickness per coat shall be that recommended by the manufacturer. Application of the system in less than three coats shall not be accepted. The coatings shall be mixed and thinned in accordance with the manufacturers written directions. Coating material that has exceeded the manufacturer's pot life shall not be applied. Materials that have thickened appreciably shall not be applied. The manufacturer's recommendations for minimum and maximum dry time between coats shall be met. Areas of bubbling noted upon curing of any individual coat shall be removed by sanding or screening.
The edges of the repaired areas shall be feathered and the coat reapplied to the repaired areas before a subsequent coat is applied.
Paragraph 3.1 Coating Inspection has been inserted into part 3. This has necessitated the renumbering of the subsequent paragraphs. Paragraph 3.1 is as follows:
3.1 COATING INSPECTION
The Contractor's NACE Certified Coating Inspector shall be present at the pre-construction conference to address necessary clarification of inspection and specification requirements as they relate to the preparation and painting of the rail clip assemblies. The Coating Inspector shall also be present at the Contractor's painting facility during all preparatory and painting operations. Any apparent deviation from the specified requirements or any out of tolerance condition shall be immediately reported to the Contracting Officer for determination of corrective action. The Contractor shall submit coating inspection reports performed by the Coating Inspector.
Coating Inspection Forms used by the Coating Inspector shall be submitted to the Contracting Officer prior to delivery of the coated work to the job site.
The following paragraphs have been revised and are replaced in their entirety:

Paint shall be applied to the surfaces of the cutoff anchors during the period in which demolition of the existing rail clips is being conducted when air temperatures are at or above 10 degrees Fahrenheit. Two coats shall be applied with a minimum of two hours cure time between coats. The Contractor shall employ painting methods that prevent paint from being applied to the adjacent concrete surface. Any steps required to insure the safety of Contractor personnel during the application of the vinyl paint shall be addressed in the Contractor's Accident Prevention Plan and Activity Hazard Analysis.
