SECTION SF 30 - BLOCK 14 CONTINUATION PAGE (SF 30)

QUESTION AND ANSWER

The electrical plans and specs that were developed require all power company interaction including detailed engineering requirements for primary work to be done by the site Contractor, not by USACE. FEMA required these sites to have a single metering location and, technically all infrastructure beyond that metering point is to be completed by the contractor under local and power company standards.

1) Need the secondary size to trailers? As shown on Details sheet 6, the secondary to each MHU is aluminum 3#4/0 and #4 GND in 2" PVC conduit.

2) Need the primary size of the cables? Primary size depends on the availability of transformers and grouping to be determined by the Contractor. Per electrical plan sheet 3E, the desired layouts consist of 1-2 housing units are fed from a 30KVA xfmr, 3-4 housing units are fed from a 75KVA xfmr, and 6-8 units are fed from a 112.4 KVA xfmr. This is based on the NEC's Article 550 basing an MHU's design load as 16KVA. Note, each MHU is protected by a 200A breakered disconnect.

3) Need to have a complete engineered primary and secondary one line as to where cut out is wanted ( fuse protection etc.) An example layout is shown on contract drawing 3E. Secondary wiring sizes are shown on detail page 6 and mentioned in the answer to question 1) above. Primary wiring is based on transformer availability and final layout.

4) Need the proper size of pole mounted transformers with voltage and KVA sizes (Note: pole mounted transformers are sized different than dry type) This is what the contract requires the Contractor to determine. A rule of thumb is mentioned in the answer to question 2 above.

5 ) Need to know if they will accept used transformers (there is difficulty in obtaining them) USACE is in agreement with this as long as the transformers are tested for continuity and the Government is not charged for replacement if they prematurely fail before these temporary housing sites are deactivated.

6) Need more time to price, and we need the above answered before we can price? Power company is working on this price for the Contractor and not for the Federal Government because it is the Corps understanding the Contractor has to coordinate, pay for, arrange all power company work.

7) Entergy has supplied form titled Customer Load Data Sheet, Entergy needs this filled out by the Engineer on Record for Design before they can fully price. Regarding the Entergy form, each MHU is assumed to have a demand factor of 16KW, 200A, 120/240V single phase. Please note the site has a single primary meter for the entire site and it is up to the contractor to coordinate all electrical infrastructure including the meter and to each MHU pad. Although the Contractor has to use Entergy for work up to the meter, it is the Contractor can use any approved electrical (sub)contractor to install infrastructure from the metering point to each MHU pad. If the Contractor wants to use Entergy for this task, they are more than welcomed to.
