Fort Pierce Shore Protection Pre-bid Site Visit

11/16/22 at 1010 hours (kicked off)

Solicitation W912EP23B0003

1. Pass around sign in sheet and copy of agenda and attachments.

2. Review “Instructions for technical inquiries and questions” (see attached). Submit any questions per the ITB.

General Description of Work:

Project work consists of constructing a beach berm along approximately 7,000 feet of shoreline immediately south of Fort Pierce Inlet between Florida Department of Environmental Protection (FDEP) Range Monuments R-34 and T-41. The project work is subdivided into a base and one option as shown on the drawings. Beach compatible sand for the project will be dredged from Capron Shoal, located approximately four miles southeast of the project site. Due to the extensive hardbottom areas located offshore of the fill area, offshore pipeline access to the beach site is prohibited.

Offloading will be done inside the South Jetty of Fort Pierce Inlet, as shown on the plans. A staging area and beach access to the project fill area is located at the end of Seaway Drive and near the south jetty offloading area. Project work also includes but is not limited to endangered species observation, sea turtle non-capture trawl sweeping, turbidity monitoring, beach tilling, and vibration control and monitoring.

3. Site visit / concerns:

a. Safety:

i. Stay together as a group.

ii. Watch your foot placement.

iii. Keep vehicles parked in an organized manner.

iv. The public may be using this area to fish / sunbath during our site visit.

4. An aerial view shore protection component of project (see attached map). Note the start location for this site visit is Jetty Park located at 2098 Seaway Dr, Fort Pierce, FL 34949.

Meeting kicked off at 1010 hours. A sign in sheet was provided and the list of attendees signed the sheet (copy attached).

1010 hours: started at the covered pavilion at Jetty Park. Went over the agenda and instructed bidders that any technical questions can be submitted via the attached Instructions for Technical Inquiries.

A question was asked if this project is like the last one. The Local Sponsor replied yes similar contract footprint however, the last project stopped short of the southern taper.

1020 hours – An attendee made a comment that access will need to be maintained along the jetty. This should be verified by the contract specifications and submitted via the Technical Inquiries Instructions attached.

A prospective stated on a previous project, an aluminum walkway (to maintain jetty access) worked well. The Government COR stated that they should refer to the contract specifications for ramp materials and suggested they inquire about that per the attached instructions for Technical Inquiries.

The Local Sponsor asked a question about the start of Base Bid and Option A. Government COR opened up the specifications to the Line Items and Pricing Schedule sheet to clarify any questions about the Base and Option A and added that any inquiries should be made via the Instructions provided for in Section 00010A (attached).

1025 hours - at the beach in alignment with St. Lucie Court. Local Sponsor stated that the property owner at St. Lucie Court has allowed the contractor the ability to use their property for a staging area. This area is not addressed in the contract plans or specifications and any agreements would be between the private property owner and the contractor.

1030 hours – at St. Lucie Ct. and SRA1A. The group observed pavers at entrance at ebach ramp. Local Sponsor stated the public right of way would need proper traffic control. Typically, in the past, the parking located at the southwest corner of St. Lucie Court and SR A1A has been used by the contractor. This will need to be coordinated by the local government.

1040 hours - the group made their way back to Jetty Park along SR A1A and concluded the meeting.

1045 – COR, QAR, Local Sponsor and SAJ PDT members left Jetty Park.
