SECTION 00 33 50 Page 1
a) Water Stages. Water levels in the project area are mainly affected by wind and semi-diurnal tidal fluctuations in the Atlantic Ocean. The project area is subject to tropical system storm surge from June through November. Surge from extratropical storms may affect the area any time of the year.
Elevations of tidal datums in the vicinity of the project area were gathered using the National Oceanic and Atmospheric Administration’s (NOAA) National Ocean Service (NOS) tide stations shown in Figure 1 and Table 1. The elevations in Table 1 are taken from NOAA’s Tide Station 8722212 (Fort Pierce, South Jetty, FL). These datums are based on a 6-month analysis from June 1972 – November 1972 from a gauge on the Fort Pierce Inlet south jetty, which is at the north end of the project fill limits. These data are referenced to Mean Lower-Low Water (MLLW) from the tidal epoch period of 1983 – 2001 and are based on a controlling tide station near Miami Beach, Florida (NOAA Tide Station 8723170). Additional tidal data on stations in the vicinity of the subject project area can be found at the following website:
https://tidesandcurrents.noaa.gov/map/index.html?region=Florida.

Daily tidal predictions at locations along the coastline of North and South America, including locations in the vicinity of the project area, are included in the publication East Coast of North and South America Tide Tables, United States (U.S.) Department of Commerce, National Oceanic and Atmospheric Administration, National Ocean Service. In addition to daily tidal predictions, this publication provides mean tide levels, diurnal tide ranges, and some astronomical data (sunrise, sunset, moonrise, and moonset). Of note, tidal data provided in this publication are also listed at the following website:
https://tidesandcurrents.noaa.gov/tide_predictions.html.
b) Wind and Wave Data. The publications in this section include wind and wave information in the vicinity of the project area. They are available for review at the websites or agencies indicated.
i. U.S. Coast Pilot Volume 4, Atlantic Coast: Cape Henry to Key West, U.S. Department of Commerce, National Oceanic and Atmospheric Administration, National Ocean Service is a publication that supplements the navigational information shown on NOAA’s NOS nautical charts and provides miscellaneous meteorological data. This publication is available through NOAA or on the following website: https://nauticalcharts.noaa.gov/publications/coast-pilot/index.html.
ii. U.S. Army Corps of Engineers’ Coastal & Hydraulics Laboratory, Wave Information Study (WIS) Database is a wave hindcast database for various stations located along the U.S. Atlantic, Gulf of Mexico, and Caribbean coastlines. WIS Station 63450 is in roughly 23.0 meters of water relative to the Mean Sea Level (MSL) datum (i.e., 75.4 ft-MSL) at 27° 30.0' N, 80° 4.8' W. This station lies approximately 13.0 miles east-by-northeast of the project area. Available data include a hindcast time series of wave height, wave spread, wave period, wave and wind direction, and wind speed at 1-hour intervals for the 40-year period of 1980 – 2019. The following website provides links to WIS summary tables and plots, as well as other sources of wave data: https://wisportal.erdc.dren.mil/.
iii. National Data Buoy Center (NDBC) Website provides a wide range of real-time and archived meteorological and oceanographic data collected at offshore and nearshore stations worldwide. Data provided on this website include wind speed, wind gusts, atmospheric pressure, air temperature, sea temperature, wave height, and wave period. Gauge readings are updated hourly, and archived data is available for most stations. Data relevant to Florida projects are found at the following website:

Shore Protection Project, SECTION 00 33 50 Page 3
c) Weather Conditions. The project area is subject to tropical systems June through November and to windy and rainy weather any time of the year. The climate of the area is essentially tropical, as temperatures below freezing are seldom. During the wet season (May through October), rainfall events are usually short and sporadic and closely associated with convective activity. Winter months generally constitute the dry season, where rainfall is typically associated with mid-latitude, or extratropical, systems and distributed in a more spatially uniform pattern. Daily rainfall events in the dry season are occasionally heavy when mid-latitude systems impact northeast Florida. Notably, hazardous thunderstorms can occur in this area at any time of the year.
i. It is the contractor's responsibility to obtain information concerning weather conditions in the project area. The Climate Data Online website (https://www.ncdc.noaa.gov/cdo-web/) published by NOAA’s National Centers for Environmental Information (formerly the National Climatic Data Center) in Asheville, North Carolina contains climatological and meteorological data relevant to this region. Available data include quality-controlled daily, monthly, seasonal, and yearly measurements of temperature, precipitation, wind, and degree days as well as radar data and 15- to 30-year climate normals.
NOAA’s Climate Data Online website includes Monthly Normals (average values) for temperature, precipitation, and other climatological information over three periods: 1981-2010, 1991-2020, and 2006- 2020. NOAA’s Fort Pierce, FL station (ID USC00083207) is closest to the project area and lies roughly 4.0 miles west-by-southwest of the project site at 27° 26.5' N, 80° 21.1' W. The most applicable period for data at this site is likely 1991-2020 and is found at the following website:

Once quantities within a specified reach or section have been determined through the use of in-place measurement, they will not be reopened except on evidence of collusion, fraud, or obvious error.
b. Beach fill satisfactorily placed will be measured for payment by use of the average end area method. The quantities will be computed by the Government in accordance with clause QUANTITY SURVEYS of Section 00700 CONTRACT CLAUSES in Volume 1. Measurement of quantity placed for pay purposes will be based on original and final cross sections made on the section or reach indicated on the drawings. The Contractor will give 3 calendar days advance notice, in writing, to the Contracting Officer of the need to perform the original and final surveys. Quality Control Surveys will be the responsibility of the Contractor. Monthly partial payments will be based on approximate quantities determined by measurement of the in-place beach fill and in accordance with clause QUANTITY SURVEYS of Section 00700 CONTRACT CLAUSES in Volume 1.
c. In accordance with clause QUANTITY SURVEYS of Section 00700 CONTRACT CLAUSES in Volume 1, Contracting Officer will perform pre- and post-construction topographic survey at 100-foot stations with elevations taken at 10-foot range intervals from the baseline to the toe slope elevation. In order to achieve final grade in slough zone, Contractor will place material to final grade within tolerance for entire slope or may stockpile beach fill up-slope of slough zone.
After stockpiled beach fill is measured for payment, Contractor will shape slope to within 0.5 foot of final grade from top of slope to waterline producing a smooth uniform slope. Once post-construction survey is performed, no measurements will be revised except on suspicion of fraud or obvious error.
