The quantities will be computed by the Government in accordance with clause QUANTITY SURVEYS of Section 00700 CONTRACT CLAUSES in Volume 1. Measurement of quantity placed for pay purposes will be based on original and final cross sections made on the section or reach indicated on the drawings. The Contractor will give 3 calendar days advance notice, in writing, to the Contracting Officer of the need to perform the original and final surveys. Quality Control Surveys will be the responsibility of the Contractor. Monthly partial payments will be based on approximate quantities determined by measurement of the in-place beach fill and in accordance with clause QUANTITY SURVEYS of Section 00700 CONTRACT CLAUSES in Volume 1.

c. In accordance with clause QUANTITY SURVEYS of Section 00700 CONTRACT CLAUSES in Volume 1, Contracting Officer will perform pre- and post-construction topographic survey at 100-foot stations with elevations taken at 10-foot range intervals from the baseline to the toe slope elevation. In order to achieve final grade in slough zone, Contractor will place material to final grade within tolerance for entire slope or may stockpile beach fill up-slope of slough zone.

After stockpiled beach fill is measured for payment, Contractor will shape slope to within 0.5 foot of final grade from top of slope to waterline producing a smooth uniform slope. Once post-construction survey is performed, no measurements will be revised except on suspicion of fraud or obvious error.

The UXO Technician will provide MEC support for the dredging and placement operations. The UXO Technician will provide MEC Training to all Contractor personnel that will be responsible for preliminary identification of MEC and will inspect suspected MEC identified by Contractor personnel on an as-needed basis. If screened material containing suspected MEC is segregated into a separate disposal container from the screening apparatus, the UXO Technician will also inspect the disposal container (or dumpster) for MEC as needed. For Low-Probability, the required on-call/standby Support will consist of two UXO personnel, one of which must be at least UXO Tech III and the other at least a UXO Tech II in accordance with EM 385-1-97 for UXO On-Call/Standby Construction Support. The technicians serve in an advisory role for determining if suspect items identified by the dredge or beach crews are MPPEH or not MPPEH. If the item is MPPEH and can be determined to be hazard free through a visual inspection the UXO Techs may move the item out of the way and operations may resume. This visual inspection must not include handling or manipulation of the item to determine the item's status. If the suspect item cannot be determined to be free of explosive hazards via the visual inspection, notify local authorities so EOD can be requested.

(1) The UXO Technicians will determine the classification of MEC-like objects and determine the appropriate course of action to properly safeguard and dispose of the MEC or have the MEC disposed of by the appropriate agency. are to visually evaluate MEC-like objects and determine the appropriate course of action to properly resolve the situation or have the MEC disposed of by the appropriate agency.

(2) Provide support to the UXO Technicians as required and specified in this attachment. The UXO Technicians are to provide MEC support for the dredge and placement operations as necessary and are to visually inspect any potential MPPEH discovered to determine the MPEH’s classification.

(3) A single UXO technician can be mobilized to the site to provide the required 3R/MEC awareness training for project personnel.

(4) UXO Technicians must comply with the dredge Captain’s orders while on aboard dredge ship.

(5) Submit a daily report of activity. If no MEC/MPPEH response or activity occurred, reflect no MEC activity in the report.

PART 2 PRODUCTS (NOT USED)

PART 3 EXECUTION

3.1 SCREENING DEVICES

Prevent oversized material and potential MEC from being placed on the beach by a screening device placed at the discharge end of the pipeline on the beach. The beach screening devices will meet the requirements of paragraph MATERIAL SCREENING AND REMOVAL of Section 35 20 25 BEACH FILL.

Provide minor adjustments to beach screening baskets as directed by the Contracting Officer to accommodate varying types and amounts of material being screened at the beach, at no additional cost to the Government. As an example, relief windows, other than the required screen apertures, sometimes need to be enlarged, reduced, or relocated to minimize residual biological debris in the basket during the inflow process and for postflow MEC inspection of residual material.

3.1.1 Inspection of Oversized Material

a. Design a method for inspection of all oversized material collected during beachfill pumping operations. Every effort will be made to flush all sand out of the residual material to allow for 100 percent inspection. Contractor personnel (who have been trained by the UXO Technician) will inspect the discharge end screening device and secondary containment after each load.

(1) Design any system that involves inspection of the oversized material inside the discharge end screening device with the following requirements:

SECTION 01 35 30 Page 6

(i.) allow entry or exit during times of inspector access, and

(ii.) sufficient size to allow the inspector to move around and rake through the material to inspect for MEC in the screening device.

(2) Ensure no loss of oversized material from any system that involves the movement of the screening device, or removing or rehandling of the oversized material to another location for inspection.

b. Upon inspection of the material, dispose of all oversized material off-site.

3.2 VISUAL INSPECTION OF PIPELINE DISCHARGE END

a. Contractor personnel (who have been trained by the UXO Technician) must perform visual inspections of pipeline discharge at all times while material is being placed on the beach.

b. Contractor personnel (who have been trained by the UXO Technician) are required to check the discharge screen/grate spacing to ensure compliance with contract specifications after each in-flow cycle during hopper dredge operations. Remove out of specification discharge screens from service until the screens are repaired.

c. Contractor personnel (who have been trained by the UXO Technician) are required to conduct a 100 percent inspection of material captured in he beach screening basket at the end of each inflow cycle for MEC for oversized material and be observant for anything that appears possibly MEC related . This will normally include the use of hand-tools (rakes, shovel, and etc.). If MEC /MPPEH are suspected, stop work immediately and contact the UXO Technician s and the Contracting Officer. The captured material may be transferred to a secondary basket for inspection.

d. Contractor personnel (who have been trained by the UXO Technician) must be especially vigilant when inspecting the captured debris for the presence of material greater than 3/4 inches in its smallest diameter. The presence of this type of material in the beach screen is a positive indicator that there is damage to or a malfunction of the screen (the material could be MEC, rocks, bricks or other types of hardened debris). The dredge must be notified as soon as possible to cease operations and to determine the cause of the oversize material in the beach screening basket.

de. Do not enter a screening device containing material until the screening device has been inspected and cleared. After material has been inspected and cleared, remove all debris collected in the screening device from the work site. The debris may be temporarily stored on-site in a dumpster or roll-off box. Do not bury any debris collected in the screening device in or on the beach.

3.3 DISCOVERYINSPECTION OF MEC

If material is detected on the dredge, in the screening device, or on the beach that is suspected to be MEC /MPPEH, stop work immediately and have the UXO Technician s evaluate the material. UXO Technicians must be available on-site within 12 hours of identification of suspected MEC.

SECTION 01 35 30 Page 7

Notify the Contracting Officer of the suspected MEC and provide a digital photo of the suspected MEC item(s) to the Government QA Inspector. If, after evaluation by the UXO Technician s, the material in question is determined to be MEC, follow the instructions of the UXO Technician s regarding how to proceed and implement the following procedures:

a. All personnel will withdraw a distance determined by the UXO Technician s to be safe, from the area where the MEC is detected.

b. Call 911 and report the location and description of MEC to local law enforcement.

c. Stop dredging and beachfill work, until determined safe by the UXO Technician s or emergency response personnel.

d. Coordinate securing and disposal of all MEC and munitions with the Contracting Officer and emergency response agencies EOD.

e. Inventory and track all MEC items as MEC items are found. A running total will be kept and included in the Contractor’s daily report.

f. The UXO Tech will provide two copies of the MEC inventory to the Contracting Officer when turnover of MEC items to EOD forces is arranged.

f g. Inspect the screening devices and dragheads for damage or the presence of suspect MEC/MPPEH before resuming beach fill operations or any work is performed on the screening devices or dragheads.

3.3.1 Contractor Support

Provide assistance as required by the emergency response agency. This will be coordinated by the Contracting Officer and may consist of such activities as digging holes with equipment for detonation of MEC items, and/or providing extra perimeter security during emergency response activities. The Contractor will not be required or expected to place site workers in hazardous situations during emergency responses to MEC at the project site.

3.4 FAILURE OF BEACH SCREENING EQUIPMENT OR PROCEDURES

In the event that unscreened material or material not inspected by Contractor personnel (who have been trained by the UXO Technician) is placed with the fill material, inspect that material by Contractor personnel (who have been trained by the UXO Technician) using an appropriate metal detector. In the event that unscreened material or oversized material is placed with the fill material, whether due to failure of the screen or other error, stop work immediately. Corrective actions must take place and the affected fill area must be identified, screened, and reconstituted to be in accordance with this project work scope.

3.5 DETECTION AND REMOVAL OF OVERSIZED MATERIAL

Stop work immediately and implement the following procedures when any item that physically should not be able to pass through the screening devices is detected on the beach:

a. Stop dredging and beachfill work.

SECTION 01 35 30 Page 8

b. Report the incident to the Contracting Officer.

c. Repair the screening devices if necessary. Take digital photos to document damaged screening device(s) and effected repairs. Submit photos to the Contracting Officer with daily reports. Provide photos of repaired screens to assigned Government QA representative(s) prior to resuming work.

d. Do not resume beachfill and/or dredging work until such cause is positively identified and steps are taken to prevent recurrence, and upon subsequent notification from the Contracting Officer.
