MEASUREMENT AND PAYMENT
PART 1 GENERAL
1.1 SUMMARY
This section describes how Line Items will be measured and paid for when making progress payments. Work to be measured is described in specification sections listed for each Line Item. Measurement procedures for payment, required quantity survey or procurement documentation and payment restrictions are described in applicable specification sections.
Allocate costs for work not specifically mentioned to the Line Item most closely associated with work involved. Unless there is a specific Line Item for administrative costs, such as Quality Control and Safety, allocate such costs proportionally across all Line Items. The Contractor must conduct the surveys for any periods for which progress payments are requested and must make computations based on those surveys. The Contractor must provide 72 hours advance notice, in writing, to the Contracting Officer or their duly appointed representative for all progress payments requiring survey other than the initial and final survey.

1.4 DEFINITIONS
1.4.1 Satisfactory Materials
1.4.1.1 Select Fill
Select fill is material free of debris, peat, excessive roots, seeds of nuisance or exotic species, excessive organic material, and rocks exceeding six (6) inches US Sieve particle size (measured in any direction) and is not gap graded. Select fill must contain by weight maximum 30 percent retained on the 3 inch sieve, minimum 20 percent retained on the No. 4 sieve, and maximum 15 percent passing the No. 200 sieve. Select fill used for the Southern Seepage Canal filling does not need to meet the minimum percent retained on the No. 4 sieve. All soils classified as gravel must have a minimum of 50 percent of the material sample by weight passing the No. 4 sieve. Select fill must have an average organic content of not more than 2 percent or have an individual test value of not more than 4 percent, as tested in accordance with ASTM D2974. Individual roots must not exceed 1/2 inch in diameter, nor 6 inches in length, and must not be present in concentrations, root balls, SECTION 31 00 00 Page 4 or mats. Select fill must meet any of the following USCS designations in accordance with ASTM D2487: SW-SC, SW-SM, SM, SC, SP-SC, SP-SM, GM, GW-GM, or GP-GM. Perform grain size analyses in accordance with ASTM C136/C136M and ASTM D1140.
1.4.1.2 Uncompacted Fill
See Section 02 35 29 CUTOFF WALL. Select fill, deposited in layers on top of the uncured cutoff wall but not compacted except by the controlled movement of hauling and spreading material. Previously placed and compacted select fill used for CLSM top cover can be re-used for uncompacted fill.
1.4.1.3 Limerock Base
See Section 32 11 23 LIMEROCK BASE COURSE. Limerock base must be processed to meet the requirements for limerock base specified in FDOT Standard Specifications for Road and Bridge Construction, Section 911, Base and Stabilized Base Materials. As an exception, Section 911-3.3, Carbonates, must not apply.
1.4.1.4 Fine Aggregate (Sand)
See Section 31 23 24 CONTROLLED LOW STRENGTH MATERIAL (CLSM). Fine aggregate (sand) is used in the production of CLSM.
1.4.2 Unsatisfactory Materials
Materials which do not comply with the requirements for satisfactory materials are unsatisfactory, unless approved by the Contracting Officer.
Unsatisfactory materials also include muck, man-made fills, trash, refuse, sediment, soft or pumping subgrades (see definition of Unstable Satisfactory Soils in this section), and material classified as satisfactory which contains a fines content (percent passing No. 200 U.S.
sieve) or root and other organic matter that exceed the allowable limits specified in paragraph satisfactory materials. Notify the Contracting Officer when encountering any contaminated materials.
1.4.3 "Free of"
Specifications for fill materials commonly require the material to be free of deleterious materials such as roots, organic material, litter, trash, or particles greater than a certain particle size. In this context, "free of" means that when carefully visually examined there is no apparent presence of the deleterious material. In general, if less than 1 percent by weight of the material is composed of the deleterious items, the material shall be considered "free of" the items.
1.4.4 Degree of Compaction
Degree of compaction required, except as noted in the second sentence, is expressed as a percentage of the maximum density obtained by the test procedure presented in ASTM D1557 abbreviated as a percent of laboratory maximum density.
If a material has more than 30 percent by weight passing the 3/4-inch sieve, the degree of compaction will be expressed as a percentage of the maximum density in accordance with ASTM D4718/D4718M .
SECTION 31 00 00 Page 5
1.4.5 Muck
Muck is a local name for the brown to black, organic and nutrient rich surficial soil prevalent in the Everglades Agricultural Area or sediments that have settled on the bottoms and slopes of…
