PART 3 EXECUTION

3.1 CARE OF WATER

Dewatering (pumping of groundwater) may be performed in order to improve bank stability during construction. Construction of riprap, geotextile and associated grading, shall not proceed if the groundwater is greater than 5 feet above the canal water level. Provide dewatering in accordance with the work plan. Monitor water levels, and adjust approach and ground water levels as required to achieve slope stability, at no additional cost to the Owner. Work shall be planned to grade and place materials with water in the canal. Dewatering system shall be designed by the contractor, signed and sealed by an engineer licensed in Florida, and be included with the work plan submittal.

3.1.1 Dewatering

Groundwater is expected to be encountered during slope grading and material placement. The Contractor will be responsible for managing water in accordance with the Care of Water Plan , and updating that plan if site conditions change. Contractor may install a dewatering system to prevent softening and disturbance of subgrade or instability of canal slopes.

Groundwater shall be maintained no more than 5 ft above the canal water elevation when a channel segment is under construction. The water level differential should be further reduced if unfavorable soil conditions are encountered. Some soils on site may cause perched water levels. If this condition occurs, Contractor shall dewater above the perched layer within the work area. Employ dewatering specialist for selecting and operating dewatering system. Keep dewatering system in operation until dead load of riprap system exceeds buoyant uplift force. Dispose of groundwater to an area which will not interfere with construction operations or damage existing construction. Install at least two groundwater monitoring wells (one on each side of dewatering location) in order to demonstrate that the water level difference does not exceed 5 feet (or other applicable differential) along the length of section of channel stabilization under construction. Work area shall not exceed 500 feet in length if dewatering is utilized by the contractor to control water level differentials.

Dewatering shall only be conducted in the immediate vicinity of the work area and at no time shall dewatering be conducted to reduce surface water levels in the Intake Canal. Well installation, operation, and abandonment shall be done in accordance with applicable permit conditions and other regulatory requirements. Shut off dewatering system at such a rate to prevent a quick upsurge of water that might weaken the subgrade.

Should dewatering and surface water drainage systems fail during construction as a result of the Contractor's negligence, inadequate or improper design and operation of the dewatering system, or any mechanical or electrical failure of the dewatering system resulting in damage to excavations, contamination of riprap or bedding stone, or other backfill materials, or the Contractors equipment, the Contractor shall remove and replace all damaged materials to the satisfaction of the Contracting

SECTION 35 31 19 Page 6

Officer at no cost to the Government. If changes to the Care of Water Plan are required due to changing site conditions, and if such changing conditions result in damage to excavations, contamination of riprap, or other backfill materials, or the Contractors equipment, the Contractor shall remove and replace all damaged materials to the satisfaction of the Contracting Officer at no cost to the Government.

3.2 BASE PREPARATION

Areas on which geotextile and riprap are to be placed shall be graded to conform to cross sections shown on the contract Drawings. Excavation and subgrade preparation shall be in accordance with Section 31 00 00 EARTHWORK. Clear the subgrade of sticks, stones, debris and other materials that could puncture the overlying geotextile. The prepared base will be inspected by the Contracting officer prior to placement of geotextile. No geotextile shall be placed on the subgrade, above or below water, without prior acceptance of subgrade conditions by the Contracting Officer.

3.3 GEOTEXTILE

Place Type 1 Geotextile in accordance with the requirements of Section 31 05 19 GEOTEXTILE. The geotextile must be in intimate contact with the subgrade. The Contractor's QC shall inspect, approve, and document approved subgrade areas prior to covering subgrade with geotextile.

Documentation shall be provided with QC daily report. Geotextile shall be placed only on subgrade approved by the Government.

3.4 PLACEMENT OF RIPRAP

3.4.1 General

Place riprap in a manner which produces a well-graded mass of rock with the minimum practicable percentage of voids. Riprap shall only be placed by equipment or means that are identified in the Work Plan . No equipment shall be operated directly on the completed stone protection system.

3.4.2 Placement Technique

Riprap shall be placed to its full course thickness in one operation and in such manner as to avoid displacing or damaging the geotextile. The riprap shall not be installed from a height exceeding that indicated in paragraph COVERING of Section 31 05 19 GEOTEXTILE. The large stones shall be well distributed and the entire mass of stones in their final position shall be graded to conform to the gradation specified in paragraph RIPRAP, subparagraph "General". Placement shall begin at the bottom of the area to be covered and continue up slope. Subsequent loads of material shall be placed against previously placed material in such a manner as to ensure a relatively homogenous mass. The finished riprap shall be free from objectionable pockets of small stones and clusters of larger stones.

Placing riprap in layers will not be permitted. Placing riprap by dumping it into chutes, or by similar methods likely to cause segregation of the various sizes, shall not be permitted. Placing riprap by dumping it at the top of the slope and pushing it down the slope shall not be permitted. The desired distribution of the various sizes of stones throughout the mass shall be obtained by selective loading of the material at the quarry or other source; by controlled dumping of successive loads during final placing; or by other methods of placement which will produce the specified results. Each truckload shall meet the gradation

SECTION 35 31 19 Page 7 requirements. Rearranging of individual stones shall be required to the extent necessary to obtain a well-graded distribution of stone sizes as specified above. However, manipulating stone by means of dozers or other blade equipment shall not be permitted.

Unless otherwise authorized by the Contracting Officer, riprap shall be placed in conjunction with the construction of the ground surface, canal slopes or other adjacent features, earthen features, and with only sufficient lag in construction of the stone protection as may be necessary to prevent mixing of subgrade and stone protection materials. Maintain the stone protection until accepted by the Contracting Officer; any material displaced prior to acceptance due to the Contractor's negligence shall be replaced with no additional payment and to the lines and grades shown on the contract drawings.

All excavation and placement of geotextile, riprap, fill, and sod in a given work section shall be completed prior to starting a new work section.

3.4.3 Tolerance

A tolerance of plus 6 inches and minus 3 inches from the slope lines and grades shown on the contract drawings will be allowed in the finished surface of the riprap, except that the extreme of this tolerance shall not be continuous over an area greater than 200 square feet. The average tolerance of the entire job shall have no more than 50 percent of the tolerances specified above.

3.5 FIELD QUALITY CONTROL

3.5.1 Riprap

Furnish a sample of the proposed gradation of at least ten tons or 10 percent of the total riprap weight, whichever is less, at a location to be determined by the Contracting Officer. Field control of riprap gradation will be by visual comparison of the representative sample to arriving loads. Arriving loads not bearing reasonable similarity to the sample will be rejected. If approved, the sample may be incorporated into the finished riprap at a location where it can be used as a frequent reference for judging the gradation of the remainder of riprap. Any difference of opinion between the Government and the Contractor shall be resolved by dumping and checking the gradation of two random truckloads of stones.

Costs associated with equipment, a sorting site, and labor needed in checking gradation shall be the Contractor's responsibility.

3.5.2 Geotextile Damage Evaluation Test Section

Prior to starting the production work, an evaluation test of the geotextile performance shall be conducted in accordance with the approved Geotextile Damage Evaluation Test Section Plan . The Contractor shall construct a test section to evaluate any damages to the geotextile fabric due to the riprap placement. The test section shall be a minimum of 10 feet by 10 feet, and shall be performed at an area outside of the production as shown on the drawings, or as approved by the Contracting Officer. The test section area shall be stripped of any vegetation cover, and shall be scarified to a minimum depth of 6 inches. The fabric shall then be placed and secured. The area shall be saturated using a minimum of 3,000 to 5,000 gallons of water. No compaction is required prior to the fabric placement. The riprap placement shall be performed from a drop height of 3 feet. Upon completion of the test section, the Contractor

SECTION 35 31 19 Page 8 shall notify the Contracting Officer regarding inspection of the fabric.

The Contractor shall fully remove the placed riprap in the test area to uncover the underlying geotextile. Means and methods of riprap removal shall not damage the riprap or geotextile. The Contractor shall provide notice to the Contracting Officer at least 72 hours prior to uncovering the test sections, and shall leave the observation locations uncovered for no less than 48 hours to allow for inspection by the Government.

3.6 MAINTENANCE

Maintain riprap until accepted. Replace riprap displaced by any cause prior to acceptance.
