CESAJ-CD-WW 10 June 2019

MEMORANDUM FOR RECORD

SUBJECT: Solicitation No. W912EP19R0013 C-44 Intake Canal – Bank Stabilization (ICBS), Martin County, Florida Pre-Bid Site Visit

1. A pre-bid site visit was held for subject project on 7 June 2019 at 9:00 am, to give the prospective bidders a chance to see the site prior to submitting their proposals.

2. The sign-in sheet containing a list of contractors attending the site visit is attached.

3. The Contractors did have some questions during the overall site visit, but the Government advised the Contractors that all questions needed to be officially submitted via Projnet, as indicated in the solicitation. See attached notes from the site visit for reference.

4. The site visit started with a brief gathering located in the C44 Reservoir Project Trailer

Conference room, just adjacent to the project site for this solicitation. The West Palm Beach Resident Engineer, Stephen C. Montjoy, provided a brief description of the plans for the site visit and showed the path that the visit would follow around the project site.

5. When the initial introductions and plans for the morning were completed, individuals loaded into their respective vehicles and followed the Government’s Lead vehicle to the first starting point, located at the Northwest corner of the canal, just south of the crossover bridge, at the existing crane pad area. At this location, individuals parked their vehicles and were able to walk along the canal bank, on the west side. After everyone had an opportunity to walk around the area for a few minutes, vehicles were loaded again, and all proceeded south along the west bank of the canal.

6. The next stop was at approximately the halfway point of the West Bank of the canal. The prospective bidders were again able to walk along the bank for a few minutes to observe site conditions, then proceeded back to their respective vehicles. Contractors were informed that we would be proceeding south to Citrus Boulevard and then we would be looping back around and would be taking the top of the East canal bank back up to the northern limits of the project.

7. The line of vehicles proceeded on the East canal bank and then stopped at approximately the halfway point to allow the prospective bidders a chance to walk around the area on this side of the canal bank.

8. Vehicles then returned back to the initial starting point at the Northwest limits of the project, just south of the crossover bridge. This stop concluded the site visit. Prior to adjourning, the Contractors were asking many questions, but were consistently reminded that all questions must be officially submitted through ProjNet. The contractors were also reminded to ensure they read through all of the requirements in the contract.

9. The POC for this action is the undersigned at 561-308-2116 or Mr. Stephen C. Montjoy at 239-

307-9362.

Site Visit Notes

Q: Does the work start after the plug (going south)?

A: Phase one starts south of the plug, Phase two is closer to Citrus Blvd, and Phase three is behind the plug (going north).

Q: What is the water elevation here?

A: ~9.5 ft, which is lower than usual. This information should be found in the specifications.

Q: Will the bid date be pushed back due to bidder inquiries?

A: Unsure. Currently, the Bid date is still June 17th

Q: In the riprap system spec, do you need to dewater the bank 5 ft before grading?

A: There is language in the specifications about dewatering. This question can be asked as a bidder inquiry.

Q: Where is the most severe erosion happening?

A: Bigger erosions can be found closer to Citrus Blvd (southern half of canal). We will stop at more erosion locations as the site visit continues.

Q: When was this area last worked on?

A: 2012 – 2013

Q: Are there Goffer Tortoises in this area?

A: They have been spotted on the project site, the Environmental specifications should contain language on what is required should a gopher tortoise be encountered.

Q: Do the existing ACBM/Outfall structures need to be replaced?

A: The contract plans should include a detail to tie into the existing structures. The specifications should have information regarding this.

Q: Are there canal grades onsite now lower in elevation than what is shown on the survey provided in the solicitation?

A: Unsure. The survey of the existing conditions in the plans should be marked with a survey date. The plans should represent the existing conditions.

Q: Is there any work that needs to happen to the bridge (Citrus Blvd)?

A: This questions would be best answered as a bidder inquiry.

A: There are requirements for material reuse and material delivery in the solicitation documents. If this is unclear, please submit a bidder inquiry.

A: Government surveys will be used for payment purposes, and the Government will be responsive with Contractor survey requests. This question can be best answered as a bidder inquiry.

Q: Are there any keys in for the rip rap and fabric on the lower elevation, in canal, required?

A: There are details within the plans that should answer your questions. If the details do not clearly show the requirements, a bidder inquiry should be submitted.

Q: Will there be a designated laydown area?

A: Yes, it should be in the plans.

Q: Specifications say we can reuse the topsoil we need to remove, but this topsoil doesn’t look like it will pass the specification requirements for topsoil.

A: This would be best answered as a bidder inquiry.

Q: Generally, the scope of work is cleanup the bank, install geotextile fabric and riprap?

A: Generally, yes. The solicitation includes a paragraph that lists the general scope of the project in the sections towards the front of the package. However, the Contract contains a lot more specifics about the scope of work.

Q: What is the access to the spoils pile? Will there be an amendment about that?

A: Unsure. This would be best answered by Contracting Division or as a bidder inquiry.

Q: We get 380 days for the bigger piece of the job, then 350 days for phase 3 (shorter piece). Does that sound right?

A: Unsure of the prescribed durations of each phase. If the solicitation is unclear as to what the durations are, or there is a question as to why specific durations are prescribed, a bidder inquiry should be provided.
