WEATHER, WATER STAGE, AND TIDE DATA
1. The following is provided as input for Section 00 33 50 of the subject Plans and Specifications. The below stated is for information only and is not to be utilized in conjunction with any contract related hydro-meteorological surveying. Historical water levels and flows are not necessarily indicative of future water levels and flows.
2. The project area is located approximately five miles south of Quebradillas, Puerto Rico. Water levels in the project area are affected by direct rainfall, evaporation, local runoff, ground water levels and water management operations at the Guajataca Dam.
3. The climate of the area is tropical and humid.
Temperatures below freezing are rare. The hurricane season is from June through November. Traditionally, the wet season in Puerto Rico is defined as April through November. In general, the winter months constitute the dry season and the summer months comprise the wet season. Occasionally, daily rainfall in the any season can be quite heavy. Mean annual precipitation at the Guajataca Dam station (RQC00663904) is approximately 76 inches per year. The project site is subject to tropical storms and hurricanes from June through November, and to windy and/or rainy weather throughout the year. Due to the mountainous terrain in Puerto Rico, rainfall inland has the potential to create flash floods. During extreme rainfall events water may spill over the Guajataca Dam emergency spillway. Guajataca Dam releases can occur at any time. Weather forecasts as well as actual rainfall amounts upstream of locations where personnel, equipment and/or material are with the river channel or floodplain should be continuously monitored. Weather forecasts as well as actual rainfall information from the National Weather Service San Juan, PR forecast office can be found at:
http://www.srh.noaa.gov/sju/
4. It shall be the contractor's responsibility to obtain information concerning rain and wind. Reference is made to the following publication, which contains climatological and meteorological observations and data. The National Oceanic and Atmospheric Administration (NOAA) publication entitled Local Climatological Data - Monthly Summary contains wind, rain and temperature data for the project area and is available from NOAA: http://www.ncdc.noaa.gov/ http://www.srh.noaa.gov/sju/ http://www.ncdc.noaa.gov/
5. During project construction, the contractor shall not interfere with the normal operations of the Guajataca Dam. The contractor shall not interfere with or hinder access to project water control structures.
6. The contractor should be aware that there could be extended periods of high discharges and high water surface elevations during the contract period, depending on hydro-meteorological conditions. The contractor should not expect that work can be done under “no flow,” “low flow,” or dry conditions.
7. The following data is provided:
MONTHLY ANTICIPATED ADVERSE WEATHER DELAY WORK DAYS
BASED ON 5-DAY WORK WEEK
The average number of days in each calendar month with precipitation greater than, or equal to, 0.50 inches is provided for the project area in the following table. This information is based on data obtained from the Guajataca Dam station (RQC00663904), located at latitude 18.3963˚ N and longitude 66.9244˚ W. The data were obtained from Climatography of the United States No. 20 Monthly Station Climate Summaries for Puerto Rico, published by the National Climatic Data Center, NOAA, for the period of record 1981-2010. The values in the table have been rounded. NOAA data for this station is available at the following website:

8. The USGS is the official source of water level data for Lago Guajataca. The USGS maintains a gauge to monitor the water level data, USGS 50010800 Lago Guajataca at Damsite nr Quebradillas, PR.
a) Current water surface elevation data is available at:
https://waterdata.usgs.gov/nwis/uv?site_no=50010800
b) Historical water surface elevation data is available at:
https://waterdata.usgs.gov/nwis/inventory?agency_code=USGS&site_ no=50010800
c) The 10th, 25th, 50th, 75th, and 90th percentile exceedance curves for USGS 50010800 are provided in Figure 1.
For example, for a given day, the 10th percentile exceedance curve shows the water surface elevation at which 10 percent of https://www.ncdc.noaa.gov/cdo-web/datasets/NORMAL_MLY/stations/GHCND:RQC00663904/detail https://www.ncdc.noaa.gov/cdo-web/datasets/NORMAL_MLY/stations/GHCND:RQC00663904/detail https://waterdata.usgs.gov/nwis/uv?site_no=50010800 https://waterdata.usgs.gov/nwis/inventory?agency_code=USGS&site_no=50010800 https://waterdata.usgs.gov/nwis/inventory?agency_code=USGS&site_no=50010800 the values on that day of the year were greater during the period of record. Likewise, for a given day, the 75th percentile exceedance curve shows the water surface elevation at which 75 percent of the values on that day of the year were greater during the period of record. This figure can be used as a rough indicator of probable seasonal variations in water surface elevations. However, water surface elevations outside of those shown can and have occurred. The contractor should understand that historical water elevations are not necessarily indicative of future water elevations. An exceedance plot for the approved USGS data has been provided below in Figure 1.
Figure 1
9. The dam owner is responsible for operations of the outlet works and to maintain the reservoir levels below the spillway crest. Post-Hurricane Maria the dam owner has maintained and operated the pool level at a significantly lower level than Pre- Hurricane Maria. During the period of construction, the dam owner’s target reservoir elevation will be 191m (6 meters below the spillway crest), however the contractor shall expect variations in this pool elevation depending on inflows. The Contractor shall monitor the weather forecast daily and coordinate daily with the Contracting Officer’s Representative.
This is for the safety of personal working in the spillway and damage of equipment in the spillway. The below reservoir stage graph illustrates reservoir stage versus precipitation storm frequencies that may lead to overflowing of the spillway.

1.2 WORK COVERED BY CONTRACT DOCUMENTS
1.2.1 Project Description
The Guajataca Dam and Reservoir, owned by the Puerto Rico Electric Power Authority (PREPA), supplies domestic water and public irrigation to northwest Puerto Rico. The hydraulic-fill embankment dam was constructed in 1928. It stands 121 feet in height with a crest of approximately 1,037 feet in length, 31.2 feet in width, at an elevation of 664.4 feet. During historic flood events, water may overflow via the emergency spillway, which is of concrete construction, and has crest length of 250 feet at an elevation of 646.4 feet (197.0 meters). It includes a 750 foot concrete-lined trapezoidal chute that discharges into the Rio Guajataca River, known as the 'River Outlet' and is controlled by a high pressure sluice gate. There is a second outlet which discharges into the water supply canal to a downstream treatment plant, known as the 'Canal Outlet'.
Portable pumps may be in operation which may discharge into one or both of these outlets, to supplement lowering of the water level.
During Hurricane Maria, the unprecedented spillway discharge volume eroded earth at the end of the chute that caused undermining. The loss of earth resulted in downstream portions of the spillway failing. In addition, the dam's water canal supply pipe running under the spillway was destroyed.
Work under this contract entails reforming the concrete spillway, which is the emergency overflow for when the dam overtops in flood events, and forming a grouted riprap stilling basin within the downstream spillway area. The spillway will be a concrete lined and grouted riprap trapezoidal channel with a grouted riprap weir at the downstream boundary of the stilling basin and 48" RCP culvert. At one side of the spillway is a 36" diameter fixed cone valve outlet which releases water from behind the dam and requires connecting new piping to existing, constructing a concrete headwall at the outlet. The stilling basin will provide more energy dissipation from high velocity water flowing over the spillway, which will then flow over a grouted riprap weir and out to the river. The work at the spillway area includes excavation, backfilling with a 18" diameter minus
SECTION 01 11 00 Page 2 rock fill base, 18" to 36" diameter riprap laid on top and grouted with high strength flowable fill. An 18" structural concrete slab with dowels and water stops at the joints will be constructed as an overlay in the upper portion of the existing spillway slab and grouted riprap zone. Other work includes construction of an asphalt road and reconstruction the river outlet work channel. Work at the intake includes stabilizing an earthen slope above the reservoir pool with ground anchors and shotcrete cover.
Other miscellaneous work includes hand rails, grass seeding or sodding, cathodic protection for the steel water piping, and buried drainage and weep hole piping.
1.2.1.1 Base Work
The base contract line items include work which repairs the emergency spillway and stabilizes the slope behind the intake tower.
1.2.2 Definitions
Reservoir: The reservoir is the water pool that is held behind the dam. The reservoir may be referred to as the upstream pool, and its water elevation may be referred to as the headwater.
Spillway: A passage for surplus water from the dam. The spillway is the crest from which water uncontrollably spills over during a major flood event. This spillway is known as the emergency spillway and is of concrete construction.
Siphon: A tube used to convey liquid upwards from a reservoir and then down to a lower level of its own accord. Once the liquid has been forced into the tube, typically by suction or immersion, flow continues unaided.
Canal Outlet: The dam supplies water from the reservoir to two discharges.
The canal outlet, also known as the water supply canal, is used for municipal drinking water supply.
River Outlet: The dam supplies water from the reservoir to two discharges.
The river outlet supplies water to the Rio Guajataca River.
1.2.3 Location
The work is located at the Guajataca Dam in northwest Puerto Rico, approximately 6 miles south of the municipality of Quebradillas.

1.10 TIME EXTENSIONS FOR UNUSUALLY SEVERE WEATHER (31 OCT 1989)
This provision specifies the procedure for the determination of time extensions for unusually severe weather in accordance with the Clause DEFAULT (FIXED-PRICE CONSTRUCTION) of Section 00700 CONTRACT CLAUSES in Volume 1. In order for the Contracting Officer to award a time extension under this clause, the following conditions must be satisfied:
a. The weather experienced at the project site during the contract period must be found to be unusually severe; that is, more severe than the adverse weather anticipated for the project location during any given month.
b. The unusually severe weather must actually cause a delay to the completion of the project. The delay must be beyond the control and without the fault or negligence of the Contractor.
1.10.1 Schedule of Monthly Anticipated Adverse Weather Delays
The schedule of monthly anticipated adverse weather delays is based upon National Oceanic and Atmospheric Administration (NOAA) or similar data for the project location and will constitute the base line for monthly weather time evaluations. The Contractor's progress schedule must reflect these anticipated adverse weather delays in all weather dependent activities.
See Section 00 33 50 WEATHER, WATER STAGE AND TIDE DATA to obtain MONTHLY
ANTICIPATED ADVERSE WEATHER DELAY WORK DAYS BASED ON 5-DAY WORK WEEK. A
reasonable number of anticipated weather delay work days is obtained from the average number of days per month (rounded to the nearest whole number) with precipitation greater than that indicated in Section 00 33 50 WEATHER, WATER STAGE AND TIDE DATA.
1.10.2 Contractor Responsibility
Upon acknowledgment of the Notice to Proceed (NTP) and continuing throughout the contract, the Contractor will record on the daily CQC report the occurrence of adverse weather and resultant impact to normally scheduled work. Actual adverse weather delay days must prevent work on
SECTION 01 11 00 Page 6 critical activities for 50 percent or more of the Contractor's scheduled work day. The number of actual adverse weather delay days shall include days impacted by actual adverse weather (even if adverse weather occurred in previous month), be calculated chronologically from the first to the last day of each month, and be recorded as full days. If the number of actual adverse weather delay days exceeds the number of days anticipated in Section 00 33 50 WEATHER, WATER STAGE AND TIDE DATA (rounded to the nearest whole number), the Contracting Officer will convert any qualifying delays to calendar days, giving full consideration for equivalent fair weather work days, and issue a modification in accordance with the Clause DEFAULT (FIXED PRICE CONSTRUCTION) of Section 00700 CONTRACT CLAUSES in Volume 1.
1.11 UNITS OF MEASURE
The standard U.S. system or the metric systems of measure may be utilized by the Contractor in the performance of his work. All survey records, official documentation, engineering data, and all correspondence, including any submittals and shop drawings, shall clearly denote which system of measure is being utilized, referenced or discussed. Any omission inaccurate use of a unit of measure on the part of the Contractor shall not relieve him of his responsibilities under the contract terms. The unit of measure used in this specification is the standard U.S. system. The contract drawings denote both standard U.S. system and metric system where appropriate. If no unit of measure is indicated on the drawing such as on ranges, stations, slope elevations, and distance numbers, submit an RFI for clarification.
