1.2 WORK COVERED BY CONTRACT DOCUMENTS

1.2.1 Project Description

The Guajataca Dam and Reservoir, owned by the Puerto Rico Electric Power Authority (PREPA), supplies domestic water and public irrigation to northwest Puerto Rico. The hydraulic-fill embankment dam was constructed in 1928. It stands 121 feet in height with a crest of approximately 1,037 feet in length, 31.2 feet in width, at an elevation of 664.4 feet. During historic flood events, water may overflow via the emergency spillway, which is of concrete construction, and has crest length of 250 feet at an elevation of 646.4 feet (197.0 meters). It includes a 750 foot concrete-lined trapezoidal chute that discharges into the Rio Guajataca River, known as the 'River Outlet' and is controlled by a high pressure sluice gate. There is a second outlet which discharges into the water supply canal to a downstream treatment plant, known as the 'Canal Outlet'.

Portable pumps may be in operation which may discharge into one or both of these outlets, to supplement lowering of the water level.

During Hurricane Maria, the unprecedented spillway discharge volume eroded earth at the end of the chute that caused undermining. The loss of earth resulted in downstream portions of the spillway failing. In addition, the dam's water canal supply pipe running under the spillway was destroyed.

Work under this contract entails reforming the concrete spillway, which is the emergency overflow for when the dam overtops in flood events, and forming a grouted riprap stilling basin within the downstream spillway area. The spillway will be a concrete lined and grouted riprap trapezoidal channel with a grouted riprap weir at the downstream boundary of the stilling basin and 48" RCP culvert. At one side of the spillway is a 36" diameter fixed cone valve outlet which releases water from behind the dam and requires connecting new piping to existing, constructing a concrete headwall at the outlet. The stilling basin will provide more energy dissipation from high velocity water flowing over the spillway, which will then flow over a grouted riprap weir and out to the river. The work at the spillway area includes excavation, backfilling with a 18" diameter minus

SECTION 01 11 00 Page 2 rock fill base, 18" to 36" diameter riprap laid on top and grouted with high strength flowable fill. An 18" structural concrete slab with dowels and water stops at the joints will be constructed as an overlay in the upper portion of the existing spillway slab and grouted riprap zone. Other work includes construction of an asphalt road and reconstruction the river outlet work channel. Work at the intake includes stabilizing an earthen slope above the reservoir pool with ground anchors and shotcrete cover.

Other miscellaneous work includes hand rails, grass seeding or sodding, cathodic protection for the steel water piping, and buried drainage and weep hole piping.

1.2.1.1 Base Work

The base contract line items include work which repairs the emergency spillway and stabilizes the slope behind the intake tower.

1.2.2 Definitions

Reservoir: The reservoir is the water pool that is held behind the dam. The reservoir may be referred to as the upstream pool, and its water elevation may be referred to as the headwater.

Spillway: A passage for surplus water from the dam. The spillway is the crest from which water uncontrollably spills over during a major flood event. This spillway is known as the emergency spillway and is of concrete construction.

Siphon: A tube used to convey liquid upwards from a reservoir and then down to a lower level of its own accord. Once the liquid has been forced into the tube, typically by suction or immersion, flow continues unaided.

Canal Outlet: The dam supplies water from the reservoir to two discharges.

The canal outlet, also known as the water supply canal, is used for municipal drinking water supply.

River Outlet: The dam supplies water from the reservoir to two discharges.

The river outlet supplies water to the Rio Guajataca River.

1.2.3 Location

The work is located at the Guajataca Dam in northwest Puerto Rico, approximately 6 miles south of the municipality of Quebradillas.

1.2.4 Safety Requirements

See Section 01 35 26 GOVERNMENTAL SAFETY REQUIREMENTS and EM 385-1-1.

1.2.5 Work Performed by Others

See paragraph PROJECT COORDINATION of Section 01 30 00 ADMINISTRATIVE

PROCEDURES.

1.2.6 Sequence of Work

A portion of the construction site is occupied by an active construction contract that is nearing completion. The initial portion of the project will require coordination of work effort with this contractor to avoid conflicts. The drawings show areas of the site that are currently in active construction or are occupied by temporary facilities and staging.

SECTION 01 11 00 Page 3

Other areas of the site are available for use for construction, staging, and temporary facilities. The Contractor shall coordinate all construction, staging, and temporary facility locations with the COR. The conflict with the existing contract will extend for approximately 90 days after the Notice to Proceed is issued for this contract. Work in areas of the site outside the occupied areas may proceed in accordance with the contract immediately after Notice to Proceed.

1.3 COMMENCEMENT, PROSECUTION AND COMPLETION OF WORK

Read this paragraph in conjunction with the Clause COMMENCEMENT, PROSECUTION, AND COMPLETION OF WORK (FAR 52.211-10) of Section 00700 CONTRACT CLAUSES in Volume 1.

1.4 LIQUIDATED DAMAGES - CONSTRUCTION

Refer to the Clause LIQUIDATED DAMAGES - CONSTRUCTION (FAR 52.211-12) of Section 00700 CONTRACT CLAUSES in Volume 1.

1.5 PHYSICAL DATA

Read this paragraph in conjunction with the Clause PHYSICAL DATA (FAR 52.236-4) of Section 00700 CONTRACT CLAUSES in Volume 1.

1.5.1 Physical Conditions

The indications of physical conditions on the drawings and in the specifications are the result of site investigations by surveys and/or by core borings. When the indicated physical conditions are the result of site investigations by core borings, the core boring logs and laboratory data are in Section 00 31 32 GEOTECHNICAL DATA REPORT (GDR) and the core boring locations are shown on the drawings. Also, see the GDR for instructions concerning availability of core borings for inspection.

1.5.2 Contractor Investigation

1.6 LAYOUT OF WORK

Read this paragraph in conjunction with the Clause LAYOUT OF WORK (FAR 52.236-17) of Section 00700 CONTRACT CLAUSES in Volume 1.

1.6.1 Established Project Control

The Government has established monuments along the work site(s). Each monument is represented in the contract drawings by a Designation and in most cases, an alphanumeric Permanent Identifier (PID). Information concerning the location and elevations can be found within the Survey Notes on the plan sheets. The Survey Notes for each included field survey will cite a particular survey number, and specify the control used to conduct that survey. Additional information is included in the Survey Notes that must be duplicated if an attempt to recreate the subject survey is desired.

See Section 00 31 21 CONTROL MONUMENT DESCRIPTIONS.

SECTION 01 11 00 Page 4

1.6.2 Layout

From the monuments, control data and elevations established by the Government, the Contractor shall complete the layout of the work and shall be responsible for all measurements that may be required for the execution of the work to the location and limit marks prescribed in the specifications or on the contract drawings, subject to such modifications as the Contracting Officer may require to meet changed conditions or as a result of necessary modifications to the contract work.

1.6.3 Survey

The Contractor shall furnish, at his own expense, such stakes, templates, platforms, equipment, tools and material, and all labor as may be required in laying out any part of the work from the monuments, control data and elevations established by the Government. It shall be the responsibility of the Contractor to maintain and preserve all monuments, stakes and other marks established by the Contracting Officer until authorized to remove them, and if such marks or monuments are destroyed by the Contractor or through his negligence, prior to their authorized removal, they may be replaced by the Contracting Officer, at his discretion, and the expense of replacement will be deducted from any amounts due or to become due the Contractor. The Contracting Officer may require that work be suspended at any time when location and limit marks established by the Contractor are not reasonably adequate to permit checking of the work.

1.7 DAMAGE TO WORK

The responsibility for damage to any part of the permanent work shall be as set forth in Clause PERMITS AND RESPONSIBILITIES of Section 00700 CONTRACT CLAUSES in Volume 1. However, if, in the judgment of the Contracting Officer, any part of the permanent work performed by the Contractor is damaged by flood, earthquake, hurricane, or tornado, which damage is not due to the failure of the Contractor to take reasonable precautions or to exercise sound engineering and construction practices in the conduct of the work, the Contractor will make the repairs as ordered by the Contracting Officer and full compensation for such repairs will be made at the applicable contract unit or job prices as fixed and established in the contract. If, in the opinion of the Contracting Officer, there are no contract unit or job prices applicable to any part of such work, an equitable adjustment pursuant to Clause CHANGES of Section 00700 CONTRACT CLAUSES in Volume 1 will be made as full compensation for the repairs of that part of the permanent work for which there are no applicable contract unit or job prices. Except as herein provided, damage to all work (including temporary construction), utilities, materials, equipment and plant shall be repaired to the satisfaction of the Contracting Officer at the Contractor's expense, regardless of the cause of such damage.

a. The responsibility for damage to any part of the work to be performed under this contract shall be as set forth in Clause PERMITS AND RESPONSIBILITIES of Section 00700 CONTRACT CLAUSES in Volume 1.

However, if the spillway overtops by a rain or flood event and causes damaged to the construction site, or if any part of the permanent work is damaged by flood, earthquake, hurricane, or tornado, which damage is not due to the failure of the Contractor to take reasonable precaution or to exercise sound engineering and construction practices in the conduct of the work, the Contractor will make the repairs ordered by the Contracting Officer. The Contractor shall be compensated for any such repairs in accordance with the Clause CHANGES of Section 00700

SECTION 01 11 00 Page 5

CONTRACT CLAUSES in Volume 1. The equitable adjustment shall be based on the contract unit or job prices applicable to any part of the damaged work.

1.8 EXISTING WORK

In addition to "FAR 52.236-9, Protection of Existing Vegetation, Structures, Equipment, Utilities, and Improvements":

a. Remove or alter existing work in such a manner as to prevent injury or damage to any portions of the existing work which remain.

At the completion of operations, existing work shall be in a condition equal to or better than that which existed before new work started.

1.9 LOCATION OF UNDERGROUND FACILITIES

The Contractor is required to obtain digging permits prior to start of excavation. Scan the construction site with electromagnetic or sonic equipment, and mark the surface of the ground where existing underground utilities are discovered. Verify the elevations of existing piping, utilities, and any type of underground obstruction not indicated or specified to be removed but indicated or discovered during scanning in locations to be traversed by piping, ducts, channel construction and other work to be installed. Any utilities found which are not shown on the construction drawings must be brought to the Contracting Officer's attention prior to proceeding with construction.

1.9.1 Notification Prior to Excavation

Notify the Contracting Officer and Local Authority at least 14 days prior to starting excavation work. Contact PREPA at 787-521-3434 prior to excavating. Contractor is responsible for marking all utilities not marked by PREPA and other utility companies such as PRASA.

1.10 TIME EXTENSIONS FOR UNUSUALLY SEVERE WEATHER (31 OCT 1989)

This provision specifies the procedure for the determination of time extensions for unusually severe weather in accordance with the Clause DEFAULT (FIXED-PRICE CONSTRUCTION) of Section 00700 CONTRACT CLAUSES in Volume 1. In order for the Contracting Officer to award a time extension under this clause, the following conditions must be satisfied:

a. The weather experienced at the project site during the contract period must be found to be unusually severe; that is, more severe than the adverse weather anticipated for the project location during any given month.

b. The unusually severe weather must actually cause a delay to the completion of the project. The delay must be beyond the control and without the fault or negligence of the Contractor.

1.10.1 Schedule of Monthly Anticipated Adverse Weather Delays

The schedule of monthly anticipated adverse weather delays is based upon National Oceanic and Atmospheric Administration (NOAA) or similar data for

SECTION 01 11 00 Page 6 the project location and will constitute the base line for monthly weather time evaluations. The Contractor's progress schedule must reflect these anticipated adverse weather delays in all weather dependent activities.

See Section 00 33 50 WEATHER, WATER STAGE AND TIDE DATA to obtain MONTHLY

ANTICIPATED ADVERSE WEATHER DELAY WORK DAYS BASED ON 5-DAY WORK WEEK. A

reasonable number of anticipated weather delay work days is obtained from the average number of days per month (rounded to the nearest whole number) with precipitation greater than that indicated in Section 00 33 50 WEATHER, WATER STAGE AND TIDE DATA.

1.10.2 Contractor Responsibility

Upon acknowledgment of the Notice to Proceed (NTP) and continuing throughout the contract, the Contractor will record on the daily CQC report the occurrence of adverse weather and resultant impact to normally scheduled work. Actual adverse weather delay days must prevent work on critical activities for 50 percent or more of the Contractor's scheduled work day. The number of actual adverse weather delay days shall include days impacted by actual adverse weather (even if adverse weather occurred in previous month), be calculated chronologically from the first to the last day of each month, and be recorded as full days. If the number of actual adverse weather delay days exceeds the number of days anticipated in Section 00 33 50 WEATHER, WATER STAGE AND TIDE DATA (rounded to the nearest whole number), the Contracting Officer will convert any qualifying delays to calendar days, giving full consideration for equivalent fair weather work days, and issue a modification in accordance with the Clause DEFAULT (FIXED PRICE CONSTRUCTION) of Section 00700 CONTRACT CLAUSES in Volume 1.

1.11 UNITS OF MEASURE

The standard U.S. system or the metric systems of measure may be utilized by the Contractor in the performance of his work. All survey records, official documentation, engineering data, and all correspondence, including any submittals and shop drawings, shall clearly denote which system of measure is being utilized, referenced or discussed. Any omission inaccurate use of a unit of measure on the part of the Contractor shall not relieve him of his responsibilities under the contract terms. The unit of measure used in this specification is the standard U.S. system. The contract drawings denote both standard U.S. system and metric system where appropriate. If no unit of measure is indicated on the drawing such as on ranges, stations, slope elevations, and distance numbers, submit an RFI for clarification.
