GEOTECHNICAL DATA REPORT
1 SCOPE
The information provided in this section encompasses the geotechnical field investigations available for this project. The investigations consist of borings and test pits. The associated boring logs are presented in paragraph 5.5. A character of materials paragraph is included to provide a comprehensive description of the materials utilizing both recent and historical knowledge of the project area. Also included in this section are definitions of terms and boring log notes, which provide additional explanation of the boring logs and drilling techniques.
Items discussed in the character of materials paragraph may not appear explicitly on the boring logs. Based on historic knowledge of the project area, the character of materials paragraph includes items that supplement the data documented by the boring logs. When reviewing the boring logs, use all of the data on the logs, including the materials description, legend, and blow counts. When evaluating the subsurface conditions, use all of the data, including the character of materials paragraph and boring logs.
During the solicitation period, any questions that pertain to the information provided in this section should be addressed to the contract specialist identified in Block 9 of SF1442. After contract award, questions should be addressed to the appointed ACO/COR, which will coordinate with Geotechnical Branch.
2 PROJECT BACKGROUND
Guajataca Dam is a hydraulic fill dam that was constructed in the 1920’s. It is located northwest Puerto Rico, between the municipalities of Isabela and Quebradillas. During September 2017 Hurricane Maria hit the Island, causing severe precipitation. This resulted in erosion and collapse of the spillway. Emergency repairs took place during Stage 1 of the project. These measures included the placing of jersey barriers, water diversion, and rip rap to prevent further erosion, among other measures. Stage 2 repairs include the replacement of eroded material, grouting of placed rip rap, among other measures.
3 CHARACTER OF MATERIALS
3.1 REGIONAL GEOLOGY
Guajataca Dam is located in northwestern Puerto Rico, within the Northern Puerto Rico Karstic Zone (NPRKZ). Exposed rocks in northwest PR consist primarily of volcanic rocks of Eocene, and (partially) Cretaceous and Paleocene age overlain uncomformably by a sequence of sedimentary rocks ranging in age from middle Oligocene to Holocene. Most of the sequence of Oligocene and Miocene age is limestone, except in the lower part where beds of sands and gravel are present.
At the base of the sequence of sedimentary rocks, is the San Sebastián Formation (Fm.) of Middle to Upper Oligocene age. It consists of sands and gravel, and contains thin lenses of clay, and very clayey limestone. Fossils are abundant in some beds. The Lares Limestone (Lmst.) comformably overlays the Sand Sebastián Fm. to the east. The San Sebastián Fm. intertongues with the Lares to the west and central part of the region. The Lares Lmst. ranges in age from Middle to Upper Oligocene. The Lares Lmst. consists of alternating beds of earthy limestone, hard coralline chalk, calcareous clay, and thin lenses of sand and gravel, similar to the San Sebastián Fm., corals, oysters and other mollusks, and large Foraminifera are common.
Guajataca Dam
00 31 32-2
In the central part of the region, where the Lares Lmst. intertongues with the San Sebastián Fm., the Cibao Fm. overlays the San Sebastián Fm. The Cibao Fm., of Upper Oligocene to Lower Miocene age, consists of interbedded calcareous clay, soft earthy chalk, and hard very fine grained calcarenite and nongranular limestone. To the east, the Guajataca Member (M.) is found within the middle of the Cibao Fm. The Guajataca M. contains many lenses of sand and gravel as much as 15 m thick. The Cibao is generally fossiliferous, and locally contains many oysters, an abundance of other mollusks, a few corals, and a few large Foraminifera.
Comformably overlaying the Cibao Fm., is the Aguada Lmst., of Lower Miocene age. The base of the Aguada is a bed of hard medium-grained calcarenite. The lower member of the Aguada, occurs to the east, and it consists of granular chalky soft limestone or marl, and contains discontinuous beds of fine to medium-grained fossiliferous calcarenite. Although this part resembles the Cibao, it contains much less clay. The lower member is overlain by thick layers of very pale orange to pink hard calcarenite alternating with chalky and rubbly limestone (upper member). To the west, the lower member grades laterally into hard calcarenitic limestone like the upper member to the east. The Aguada is locally fossiliferous, containing the foraminifer Marginopora sp., some corals, a few molluska, but fossils are much less common than in the Cibao. Oysters are very rare. At the top, and locally at lower postitions, the Fm. contains orange to pink granular thin-bedded and cross-laminated limestone, which is used as a marker for the top of Fm.
The Aguada Lmst. is overlain sharply but comformably by the Aymamón Lmst., which primarily consists of white to very pale orange, very pure fossiliferous limestone, generally indurated at the surface into finely crystalline rather dense limestone. In northwestern PR, the Aymamón contains many thick lenses or beds of very pale orange to bright yellow, slightly ferruginous chalk containing many beds of large oysters, and other fossils; these beds are interbedded with hard white limestone.
The Aymamón Lmst. is overlain near Isabela by the lower part of the Camuy Fm., of Miocene age.
It consists of thin-bedded and cross-laminated to massive ferruginous chalk and calcarenite varying in color from very pale orange to pale reddish brown. Resting uncomformably, are discontinuous deposits of sand, clay, and sandy gravel of late Tertiary to Holocene age. Most of these deposits are alluvium and various kinds of beach deposits.
3.2 THE LOCAL GEOLOGY
The Guajataca Dam is reported to be founded on the Guajataca Member of the Cibao Fm.
Surrounding the Dam, colluvium material can be encountered on the edges of the escarpment that is comprised of Aguada Lmst. According to preconstruction topography drawings, the current spillway was constructed over a natural gully.
3.3 MATERIALS ENCOUNTERED
Fill was encountered in depths ranges from approximately 0.8 m on top of the spillway up to approximately 4 m thick at the edge of the eroded section (GDPR-CB-09). Fill was characterized as clayey with few sand to gravel-sized limestone fragments in the first meter, to sandy with little to some gravel-sized limestone fragments at the bottom. On top of the spillway (GDPR-CB-05), moderately weathered limestone was encountered underlaying fill material, which in turn was underlain by an approximately 0.5 m thick layer of clayey sand.
Underlaying fill in the lower parts of the spillway, and the clayey sand on top of the spillway, a series of limestone interbedded with clays, claystones, and siltstones are found. Limestone thickness varies from a few centimeters to meters thick. Its hardness and its weathering also varies from very soft to very hard, and from slightly weathered to highly weathered. Limestone was described as porous, and fossiliferous at various depths. Claystones are described as sparsely fossiliferous, mottled at various depths, and moderately to highly weathered. Clays are described as hard, and containing little to some carbonate sand and silt. Siltstones are described as mostly
Guajataca Dam
00 31 32-3 marl in composition, with trace sand, and little clay. In very limited extent, silt layers were found, and are described as little carbonate sand, and few clay. Some organic matter was encountered in the silt layers (GDPR-CB-08).

5.3 BORING LOG NOTES
Borings were driven using the Standard Penetration Test (SPT) procedure with a 140 pound hammer with a 30-inch drop using a 2.0 foot split spoon (1 3/8-inch I.D. and 2-inch O.D.). Borings were advanced in 24-inch intervals, or until refusal was encountered. Refusal is defined as a total of 50 blows of the hammer within any 6-inch increment, a total of 100 blows within any 1-foot increment, or no observed advance of the sampler after 10 successive blows of the hammer.
Test pits were excavated using a backhoe.
5.4 INSPECTION OF RECOVERED MATERIALS
The material recovered from borings is not available for inspection.
