Topographic and Hydrographic Surveying and Mapping to Support the Jacksonville District
QUESTIONS AND ANSWERS #2
19 April 2018
QUESTION #1: Per the Pre‐Proposal conference, there was discussion about the new woman‐ owned business being certified with SBA. We are self‐certified in SAM as a woman‐owned and small business but have just started this process with SBA. Per the slideshow, it states: “Has submitted documents verifying its eligibility at the time of initial offer to the WOSB Program Repository. The contract shall not be awarded until all required documents are received.”
Am I to assume that we are OK to submit for both the small and woman‐owned categories with our current “self‐certification” in SAM and the fact that we are in the process with SBA, that we will be looked at for both categories, particularly woman‐owned?
GOVERNMENT RESPONSE: Yes. As long as at the time of submission of a price proposal in response to a RFP request, the offer certifies in SAM it is a WOSB/EDWOSB concern eligible under the WOSB Program, has provided all the required documents to the WOSB Program Repository. A contract shall not be awarded until all required documents are received.
