Questions and Answers

Question 1:

If a firm has Corps experience, but the Contracting Officer’s Representatives (COR) are no longer available as a reference, who should the firm list as a reference?

Answer: The COR is delegated authority over a Contractor via the Contracting Officer (KO).

Therefore, the KO would be the next most reasonable point of contact.

Question 2:

Regarding the solicitation part 3 (B) Qualified Professional Personnel, the initial paragraph states the resume should show experience both past and recent (within the last five years). However, item (1) Professional Surveyor/Mapper within Prime Firm states a minimum of 10-years’ experience. Is 5-years or 10-years the requirement?

Answer: the 5-year recent experience requirement is overarching for all key roles listed under the solicitation, part B. All resumes should demonstrate 5 years of recent experience; the PSM role should demonstrate 10-years’ experience, 5-years of which should be recent. If a firm cannot meet the requirement, they are encouraged to submit what they can demonstrate for consideration.

Question 3:

There is no mention of photogrammetric requirements under this solicitation. However, my firm has photogrammatrists and experience. Should my firm submit photogrammetric qualifications?

Answer: Photogrametry personnel or experience is not a requirement for selection. Therefore, any additional information your firm chooses to include for consideration is your firm’s business decision.

Question 4:

Must the key personnel experience link back to the key projects?

Answer: No. There is no requirement in the solicitation which stipulates experience must link to key projects listed. Choosing to do so is your firm’s business decision.

Question 5:

Can we assume that the 5-year recent experience requirement listed under the solicitation part 3

(B) Qualified Professional Personnel applies to the requirement for project experience.

Answer: No, do not assume the 5-years recent experience requirement applies to anything other than the Qualified Professional Personnel.

Question 6:

Are the resumes restricted to one page?

Answer: No.

Question 7:

If a firm submits as Prime under a specific set-aside category, can that firm also be a sub-consultant to another firm submitting as Women-Owned or Service Disabled Veteran-Owned?

Answer: Yes.

Question 8:

Must key projects under A. SPECIALIZED EXPERIENCE AND TECHNICAL COMPETENCE be complete to be considered eligible?

Answer: Not necessarily. It’s a business decision of the offeror whether or not the submited projects are completed.

Question 9:

The following 3 questions (9a-c) refer to B. QUALIFIED PROFESSIONAL PERSONNEL:

a. Professional Surveyor

b. Topographic Surveyor

c. Hydrographic Surveyor

9a. Can we assume that the above are considered key personnel for the purposes of this solicitation? Answer: Yes

9b. How many of the above must be included?

Answer: At least one Professional Land Surveyor, a minimum of two topographic crews, and a minimum of one hydrographic crew

9c. Are there other key personnel we should include?

Answer: This is the offeror’s business decision.

Question 10:

Must the Topographic and Hydrographic Surveyors also hold professional certifications (PSM) in Florida?

Answer: No; however, if they do, it is a plus-up.
