DOCUMENT 00 73 05 Page 5
1.3.2.2 Bulkhead Recess Construction
Bulkhead recess construction on both sides of the chamber will take place during the navigation restriction period. The lock will remain fully operational and functional throughout the navigation restriction period, with a 70 foot width restriction in place; therefore, the Contractor will only be allowed to perform work on one wall at a time.
All precast panels for the bulkhead recess construction to be fabricated and delivered on site prior to the commencement of the first navigation restriction period, 6 July 2020.
During the first navigation restriction period, the work at each lockwall includes, but is not limited to:
a. Concrete removal.
b. Dive operations to assist in concrete removal, prepare rock surface in recess area, install anchors in existing lockwall, install Contractor designed concrete formwork, and underwater concrete placement in recess area.
c. Precast panel installation.
d. Remaining concrete placement in recess and curing.
Work on one lockwall cannot be started until work on the other lockwall is completed. During the final navigation restriction period, the work includes, but is not limited to:
a. Installing Government provided bulkhead for Contractor's Quality Control Dive Inspection and the Government's Quality Assurance Dive Inspection. See paragraph "Dive Operations" for more information.
b. Final Dive Inspection. See paragraph "Dive Operations" for more information.
1.3.2.3 Sill Construction
Sill construction, between the lock walls, to take place during the 21 day navigation closure period. This work includes, but is not limited to:
a. Dive operation to prepare rock surface in the footprint of the proposed sill concrete.
b. Installing the Contractor designed sill concrete formwork.
c. Install weep holes and rock dowels (may be completed after sill concrete pour).
d. Concrete placement in sill area. Allow for concrete cure time.
DOCUMENT 00 73 05 Page 6

a. Options B through E will only be awarded if Option A is awarded.
b. If any or all of Options B through E are awarded, the Government will provide boats and operators to manually operate the gates during the navigation restriction period.
c. Construction means and methods must not interfere with the miter gate leaves full range of motion, the recessed position in particular.
1.3.4 Upper Guidewall Repairs
a. If Option F is awarded, complete this work concurrently with landwall bulkhead slot work. Provide 14 days of concrete cure time prior to navigation traffic shifting to the landwall.
1.3.5 Miscellaneous Work Requirements
a. Provide all necessary protection, appurtenant equipment, and supplies including, but not limited to, enclosures, heating, lighting, and sufficient labor to accomplish the work required to be completed during the aforementioned periods, taking into account low and high temperatures, high humidity, and heat index factors that may be encountered at the site and working adjacent to water. This may require additional labor or shifts and special equipment or special equipment maintenance to compensate for lost productivity caused by low and high temperatures or other associated environmental factors.
b. Work involving open flames, sparks, or other operations deemed dangerous by the Lockmaster is prohibited during lockage's of tows containing flammable products. It is estimated that 10 percent to 25 percent of the tows being locked through contain flammable products.
Additionally, during all lockage's, not just tows containing flammable products, conduct operations such that no loud noises occur during the lockage that would interfere with barge personnel's ability to hear radio communications.
1.3.6 Lock Operations
All lock operations will be conducted by the Government. Lock operations may occur within the following parameters:
a. To perform lock operations between 8:00am and 4:00pm, Monday through Friday, excluding Government holidays.

Submit a copy of the post construction videotaped inspection to the Contracting Officer.
1.4 CONCRETE HISTORY
Dresden Island lock construction was started in 1928, and completed in 1933. The upper guide wall at Dresden Island lock was rebuilt in 1941. The lower guide wall was rebuilt in 1953. In 1954 the upstream half of the lock chamber as well as the upper guide wall were resurfaced using cast in place concrete. Horizontal resurfacing of the lock occurred in 1961, as well as vertical resurfacing of the upper three feet of the lock and uncompleted auxiliary lock. Shotcrete was placed on the lock surfaces in 1978. The lock underwent a major rehabilitation in 1995 which included horizontal and vertical resurfacing of the lock.
The concrete condition was assessed in 1978 and the lock was dewatered in 1995. No concrete condition study was completed during the 1995 dewatering, however no indication of concrete deterioration was noted.
Concrete was placed prior to the development of air entrained concrete mixes. Freeze thaw deterioration was found as deep as 2 feet with the average depth being 1.8 feet. Compressive strengths of the concrete cores
DOCUMENT 00 73 05 Page 8 below the freeze thaw deteriorated areas were in the range of 3,870 - 10,270 psi and with unit weights between 145.5 - 154.8 pounds per cubic foot. Compressive strengths of concrete cores at other locks and dams have been in excess of 10,000 pounds per square inch, and compressive strengths of this magnitude can be expected.
1.5 UNANTICIPATED HAZARDOUS MATERIAL
If a hazardous material(s) is encountered where it was not indicated, cease work and immediately notify the Contracting Officer of the located potential hazardous material(s) found. Upon direction from the Contracting Officer, the Contractor may be required to conduct sampling and testing of these suspect material(s) in accordance with an Industrial Hygienist's recommended procedures and the Contract Specification Section(s) as applicable that will be provided to the Contractor as a Modification to the Contract. Payment for this additional work will be handled under the Contract Clause 52.243-4 CHANGES.
1.6 COORDINATION WITH OTHERS
