In addition to the requirements of Contract Clause 52.211-10 COMMENCEMENT, PROSECUTION, AND COMPLETION OF WORK, comply with the following requirements:
1.3.1 Sequencing of Work
a. All work to occur between 7:00am on 6 July 2020, and 5:30pm on 24 October 2020, excluding "Emergency Miter Gate Removal and Disposal".
b. The construction period is comprised of a navigation restriction period (barge traffic reduced to 70 foot width and only passing at night) and a 14 calendar day navigation closure period of the lock (no barge traffic).
c. The 14 calendar day navigation closure period to commence at 7:00am on 7 October 2020, and be complete by 5:30pm on 20 October 2020. The Contractor will be allowed to work 24 hours a day during the navigation closure period.
d. The navigation restricted period will be in effect the remaining work period. The first navigation restriction period begins on 6 July 2020 and ends on 6 October 2020. The final navigation restriction period begins on 21 October 2020 and ends on 24 October 2020. The Contractor's working hours are 7:00am to 5:30pm, during the navigation restriction period.
Outside of those hours, the Contractor is prohibited to have personnel within the work area, unless approved by the Contracting Officer.
Navigation traffic is prohibited to pass through the lock during the Contractor's working hours. Each night lock operators will navigate traffic through the lock. The lock will open to navigation traffic with a width restriction from 6:00pm to 6:00am.
e. The Contractor will be allowed two 8 hour lock closures prior to the commencement of the navigation restriction period to perform an initial dive inspection in accordance with the approved diving plan, paragraph "DIVING PLAN" and "Dive Operations" for additional information and perform minor preparatory work, as described. calendar days' notice prior to the requested closure date.
The Contractor may perform minor preparatory work, such as installing temporary wiring and line drilling for concrete removal prior to the navigation restriction period as long as work does not affect navigation, operation of the lock, access and work safety of lock personnel, or reduce lock component strengths or performance. Submit the required work along with a detailed work plan, schedule, location of equipment, computations, and other required information for Governmental approval. The work plan will require approval by the Contracting Officer prior to commencement of work. A detailed work plan will be required when the Contractor requests to do work outside of the navigation restriction period. The Government reserves the right to disallow any work outside of the navigation restriction period, and not account for any days outside of the navigation restriction period when preparing bid documents and project schedule. Any damage to lock components outside of the navigation restriction period will be the responsibility of the Contractor to repair immediately at the Contractor's expense. Any damages which cause closure to the lock by the Contractor operations shall require the Contractor to cease all operation and initiate repairs to damaged components. Repair work shall be continuous until components have been replaced and the Lock returned to service.
1.3.2 Upper Bulkhead Recesses
1.3.2.1 Emergency Miter Gate Removal and Disposal
Prior to 1 June 2020, deliver one hopper or deck barge, 35 feet by 200 feet and leave in mooring area as indicated.
Between 1 June 2020, and 14 June 2020, the following to occur:
a. The Government will remove and place the emergency miter gate leaves and pintle balls on the Contractor provided barge for disposal by the Contractor. The pintle ball base to be removed and disposed by the Contractor. Equip barge with a support system adequate to safely hold and transport the miter gates leaves in an upright position on the barge. Submit the plan and design calculations, signed and sealed by an Illinois Licensed Structural Engineer. The plan to be approved prior to the barge arriving on site.
b. The Government will install a temporary fender system in the empty recesses to provide short-term protection from barge impact. The Contractor to remove temporary fender system from the first recess to be worked on at the start of the navigation restriction period and place in the staging area. The temporary fender system in the opposite recess to stay in place until the Contractor has completed work on the first recess. Each emergency miter gate leaf is estimated to weigh 160 tons.
1.3.2.2 Bulkhead Recess Construction
Bulkhead recess construction on both sides of the chamber will take place during the navigation restriction period. The lock will remain fully operational and functional throughout the navigation restriction period, with a 70 foot width restriction in place; therefore, the Contractor will only be allowed to perform work on one wall at a time.

1.29 TIME EXTENSIONS FOR UNUSUALLY SEVERE WEATHER
a. Provision ER 415-1-15 specifies the procedure for determination of time extensions for unusually severe weather in accordance with the Contract Clause 52.249-10 DEFAULT (FIXED-PRICE CONSTRUCTION). In order for the Contracting Officer to award a time extension under this clause, the following conditions to occur:
(1) The weather experienced at the project site during the Contract period to be found unusually severe, that is, more severe than the adverse weather anticipated for the project location during any given month.
(2) The unusually severe weather to actually cause a delay to the completion of the project. The delay is beyond the control and without the fault or negligence of the Contractor.
b. The following schedule of monthly anticipated adverse weather delays is based on National Oceanic and Atmospheric Administration (NOAA) or similar data for the project location and constitutes the base line for monthly weather time evaluations. Include in the progress schedule to reflect these anticipated adverse weather delays in all weather dependent activities.
