About this file
This solicitation package includes technical specifications and drawings for the McNary Lock and Dam Intake Deck Concrete Beam Rehabilitation project. The scope of work involves determining reinforcement needs and constructing enlarged concrete support beams underneath the intake deck of the dam to increase load capacity. Forty-eight beams total will be rehabilitated using formwork and pump placement methodology with applied positive pressure throughout curing. The dam is located on the Columbia River near Umatilla, Oregon and serves as important infrastructure for the 140-ton Gantry Crane that operates on the intake deck. The solicitation was issued by the Department of the Army Corps of Engineers Walla Walla Engineering District.

PROJECT SITE RESTRICTIONS
PART 1 GENERAL
1.1 REFERENCES
The publications listed below form a part of this specification to the extent referenced. The publications are referred to in the text by the basic designation only.
U.S. ARMY CORPS OF ENGINEERS (USACE)
EM 385-1-1 Safety and Health Requirements Manual
Contractor shall be responsible for complying with the current edition and all changes posted on the web as of the effective date of this solicitation.
1.2 SITE CONDITIONS AND OPERATIONAL RESTRICTIONS
1.2.1 Concrete Placement and Curing Restrictions
a. The following restrictions apply to Concrete Placement and Curing, unless approved otherwise, in writing, by the Contracting Officer (KO):
1. Start concrete placement at Main Unit (MU) 14 and proceed, sequentially south, by Main Unit (i.e. MU14, MU13, MU12, etc.).
Sequential progress of concrete placement, by MU, is required under this contract.
2. Contractor must complete concrete placement of all 3 beam sections in a MU prior to beginning placement of concrete in another MU.
3. A maximum of three (3) Main Units (3 beam sections per MU, 9 beam sections, total) shall have concrete curing to required formwork removal strength, at any time. See SECTION 03 01 00.02 28 FORM AND PUMP PLACEMENT, paragraph "Formwork Removal" for formwork removal restrictions.
b. The Project will make every effort to avoid movement of the Intake Gantry Crane over curing concrete prior to reaching formwork removal strength. If Crane movement is required during this period, the KO will coordinate with the Contractor and Project personnel to determine the best course of action.
1.2.2 Contractor Vehicle and Equipment Restrictions
The following Contractor vehicle and equipment restrictions apply to the intake deck and all areas inside the security gate, unless approved otherwise by the KO:
a. Contractor vehicles and equipment are only allowed in these areas while Contractor personnel are actively working on the intake deck area.
b. No overnight parking of vehicles or equipment is allowed.
c. A maximum of 2 Contractor work vehicles may park in the vehicle parking lot south of the Powerhouse. Contractor equipment and trailers are NOT allowed in this area. No Contractor vehicle parking is allowed on the intake deck.
d. A maximum of one Contractor work truck and trailer, and one piece of heavy equipment will be allowed on the intake deck at any one time between 6:00 a.m. to 5:30 p.m., Monday through Thursday.
e. Required Project access lane must be maintained at all times. See
SECTION 01 55 10.00 28 CONTRACTOR WORK, ACCESS AND STORAGE AREAS,
paragraph GOVERNMENT ROADWAYS AND DECK ACCESS RESTRICTIONS for access lane requirements, and additional intake deck restrictions.
1.2.3 Government Personnel and Equipment in the Juvenile Collection Channel
a. Project Staff are in the Juvenile Fish Collection Channel to monitor operation several times per day. Do not block any equipment or controls in the Collection Channel area. Insure a minimum 3 foot wide unrestricted access for personnel to check and clear orifices, screen cleaning equipment, and other operational items.
b. The hoist in the collection channel runs from Slot 1B South and is used during emergency operations. Any Contractor items or equipment that impact operation of the hoist must be moveable within two hours of request by the Contracting Officer.
c. Typical Project tasks in the Collection Channel will not impact the Contractor, but emergency work could impact Contractor work in the area. See paragraph "Emergency Government Work" below.
1.2.4 Intake Deck Crane Operation
a. Contractor must be able to recover each work area to allow travel of the intake gantry crane, or required project work near the Contractor work area. Crane rails must be able to be cleared of all Contractor items or equipment within two hours of request by the Contracting Officer.
b. Any anticipated and/or required crane movement, or Project work that impacts Contractor work, will be coordinated at the Weekly Production Meeting (See SECTION 01 11 01.00 28 SUPPLEMENTARY REQUIREMENTS, paragraph WEEKLY PRODUCTION MEETINGS), or a minimum of 48 hours in advance of required movement, when possible.
1.2.5 Emergency Government Work
Emergency Government work on the Intake Deck or in the Juvenile Fish Collection Channel could impact Contractor work and will take priority.
The Government will provide as much notice as possible, in the event where emergency work requires a temporary halt or impact to Contractor work in the area.
1.2.6 Migratory Bird Treaty Act
a. The Migratory Bird Treaty Act protects birds and active nests that may be found inside the Collection Channel area of the Powerhouse.
Active nests may be present between April and August, and remain active for approximately 25 days after eggs are laid.
b. Assume active nests will not impact Contractor work in the area.
However, the following is required.
c. Survey each beam Section prior to beginning work area set-up for repair. If a nest is found, or started, immediately notify the Contracting Officer for evaluation. If Contractor work would impact active nests, it will be necessary for the Contractor to work on other beam Sections until the nest becomes inactive. Additional compensation will not be provided for an adjustment to anticipated beam Section repair timing.
1.3 BOAT RESTRICTED ZONE POLICY (BRZ)
The Boat Restricted Zone (BRZ) Policy is attached at the end of this SECTION. BRZ location is detailed in the GENERAL Section of the Drawings. Check with the Contracting Officer for BRZ policy updates prior to the Pre-Construction Meeting.
1.3.1 General
a. Entrance and work in the BRZ is subject to Government approval.
The Government will make every effort to accommodate the Contractor's accepted schedule, but approval for BRZ work may be revoked at any time depending on weather, required operating conditions (including emergency operations), or development of other unsafe conditions.
b. Approval will immediately be revoked, at no additional cost to the Government, if requirements of the Boat Restricted Zone (BRZ) Policy, EM 385-1-1 , and/or these specifications, are not met.
c. When possible, move large Contractor vessels late in the day to minimize impacts to fish passage.
1.3.2 Moorage of Contractor Vessels in the BRZ
a. Limited moorage of large Contractor vessels (such as floating plants) in the BRZ will be allowed subject to the following additional requirements:
1. Have current USCG (United States Coast Guard) documentation, and meet or exceed all requirements of EM 385-1-1 .
2. Be securely anchored to the dam structure by a method accepted by the Government.
3. Have an automatic bilge pump in good working order.
4. Any unattended large vessels shall have currently licensed operator(s) capable of moving the vessel out of the BRZ within 2 hours of notification by the Government (7 days per week, 24 hours per day). Includes any required support vessels and operator(s).
SECTION 01 14 00.10 28
5. Contractor shall be responsible for repair, as specified, of any damage done to the structure.
b. ALL entrances into, and exits from, the BRZ shall be according to requirements of the BRZ policy. No unapproved and/or smaller Contractor vessels shall be left unattended in the BRZ.
1.4 PROJECT SECURITY
The Project site is a secured area and access onto the Project is restricted. The security measures affect all of the Contractor's vehicles and personnel. There will be delays when entering Projects due to locked gates, vehicle inspections, and personnel checks. Inspections and checks may include inspection of tool boxes, brief cases, lunch boxes, and other containers.
1.4.1 Contractor Vehicle Access
Project access roads on both sides of the dams are secured with locked gates. All vehicles that pass through the locked gates will be subject to being searched. No privately owned vehicles (POV's) will be allowed through locked gates. Only Contractor's work vehicles and equipment that are essential to the conduct of the work will be allowed in the work areas. All Contractor vehicles shall display suitable permanent or temporary identification.
1.4.2 Identification of Employees
Government Project personnel will provide the Contractor's personnel with identification badges as they arrive on site. Complete the Security Badge Form(attached to the end of this SECTION), submit the completed form to the Contracting Officer at least 7 calendar days prior to the employee arrival to work on the Project site and upon issuance of official badges, shall be responsible for requiring each employee engaged on the work to display identification at all times. All prescribed identification shall immediately be delivered to the Quality Assurance Representative for cancellation upon the release of the employee or project completion. If required by the Contracting Officer, employees will be photographed by the Government. Employees who fail to submit to being photographed will not be allowed on the project site.
Every Contractor employee (prime or subcontractor) shall have a hard hat meeting the requirements of EM 385-1-1 . Hardhats shall display the Prime Contractor name, subcontractor name, and the employee's name. Contractor employee hardhats shall not be white with red markings. It shall be the responsibility of the Project Superintendent to enforce this requirement.
1.5 DELIVERY OF EQUIPMENT
Contractor shall be responsible for delivery and receipt of all materials and equipment. Government personnel will not be available to assist the Contractor in these activities. To the maximum extent possible, deliveries shall arrive on the same side of the river as the Contractor's work area. Delivery vehicles will be allowed to cross the river over the dam only with Government approval. Delivery vehicles arriving on the opposite side of the river as the work area shall be unloaded outside the locked gate, equipment shall be loaded onto Contractor's vehicles, and Contractor's vehicles will then be allowed to cross the dam to the work area.
SECTION 01 14 00.10 28
1.6 FACILITY OCCUPANCY CLOSURE
Streets, walks, and other facilities occupied and used by the Government shall not be closed or obstructed without written permission from the Contracting Officer.
1.7 WORK SCHEDULES
1.7.1 Contractor's Work Schedule
At the Pre-Work Meeting, furnish a schedule of number of working days per week, shifts per day, and hours per shift for contract work. Furnish notification of any change of schedule of regular work hours, overtime work hours, and shifts of work crews and personnel at the site. This notification shall be provided a minimum of 48 hours prior to any schedule change to allow suitable scheduling of Government personnel and inspection. Exception to this requirement may be allowed in case of schedule change due to emergency conditions.
1.7.2 Government's Work Schedule
a. The maintenance crews at the dam work from 6:30 a.m. to 5:00 p.m., Monday through Thursday. Crews and staff do not work on weekends and Federal holidays. If a Federal holiday falls on a Friday, the crews and staff do not work on the preceding Thursday. A powerhouse operator is at the site 24 hours a day, 7 days a week, including Federal holidays but is not available to assist the Contractor.
b. If the Contractor requires Government support or assistance outside of normal work hours, the Contractor must make a formal written request to the Contracting Officer at least one week prior to the date that support/assistance is needed. The Government will review this request, but there is no guarantee that Government support or assistance can be provided.
1.8 USE OF WALLA WALLA DISTRICT PARKS
Special consideration for the use of the Walla Walla District Camping Grounds wi l l not be given to the Contractor if camping at these sites.
