Control Number: 15-0109
SINGLE SOURCE DETERMINATION (including brand name)
1. CONTRACTING AGENCY: US Army Corps of Engineers (USACE), Walla Walla
District (CENWW-CT) 201 North 3rd, Walla Walla, WA 99362.
2. DESCRIPTION OF ACTION: The Ice Harbor Downstream Gate Operating Machinery Replacement acquisition includes the design and installation of a new control system, Human-Machine Interfaces (HMIs) and Variable Frequency Drive (VFD) for the downstream gate. As part of an upgrade to improve reliability and efficiency of the downstream gate at Ice Harbor Lock and Dam, the U.S. Army Corps of Engineers must provide a new programmable logic controller (PLC)-based system and gate operating system. The system monitors, controls, and energizes the downstream gate drive mechanism used to move the downstream gate and communicates status to the lock stands.
These brand name components comprise only a portion of the acquisition. Accordingly, this justification and approval is limited to these components only. The estimated price of the components is $45,732.
3. DESCRIPTION OF ITEMS: Allen Bradley Control Logix PLC Equipment includes the items in the following table.

4. AUTHORITY CITED: FAR 13.106-1(b), Soliciting from a single source.
(1)For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand name, or industrial mobilization).
5. REASON FOR AUTHORITY CITED:
a. BACKGROUND: Control integration of the PLC system, HMIs and the VFD are critical to the increased reliability of the gate operating system. Other manufacturer’s product’s are not fully compatible with the system and introduce negative risks to the downstream gate operation if these components are not completely compatible.
The Allen Bradley PLC system is compatible with current software on Government-owned laptops used by project staff to commission, update and maintain the PLC system. This software is functionally linked and legally protected from copying. If another brand of PLC is introduced the current maintenance software would not be compatible and would therefore not allow project staff to maintain the new system. Further, the commissioning requirement of the contract would be impossible as the software would not allow for communication to another brand of PLC. Replacement of existing maintenance software is beyond the current scope of this project.
Additionally, if a different brand is installed and found to be insufficient, adequate time to re-procure compatible PLC, HMI and VFD components within the work window would not allow sufficient time to complete the work and return the Navigation Lock to service at the end of the outage.
Benefits for the use of a single brand of PLC will result in simplifying the training requirements for Government personnel, reduction of spare parts inventory required for system maintenance, and will allow parts to be exchanged between systems.
b. JUSTIFICATION: Rockwell Automation’s Allen-Bradley brand of PLCs, HMIs, and VFDs is specified to meet compatibility and supportability requirements.
c. IMPACT: If the brand name specific equipment is not purchased, significant negative risks would be introduced to the navigation lock at the Ice Harbor Lock and Dam. Non-compatibility of the new PLC system has the potential to lead to inoperability of the navigation lock and possible navigation shut down for the Snake River. In addition, substitution for the specified product would, increase the initial and recurring costs of programming software, increase the initial and recurring costs of spare parts inventory, increase labor time, travel, and expense to train Ice Harbor personnel who will support the system, decrease compatibility with existing systems and thus decrease the amount of information that can be conveyed throughout the system, and increase the complexity of the facility and thus decrease maintainability and reliability
d. ALTERNATIVES:
i. None
6. EFFORTS TO OBTAIN AND INCREASE COMPETITION: It is anticipated that multiple suppliers of the Rockwell Automation’s Allen-Bradley items are present.
7. FAIR AND REASONABLE COST DETERMINATION: Based on catalog pricing an anticipated cost of $45,732 for the items listed above is fair and reasonable.
8. MARKET RESEARCH: The items listed above are essential in order to maintain compatibility and supportability requirements. Market research indicates other companies’ similar products, or products lacking the particular feature, do not meet or cannot be modified to meet the agency’s needs.
9. OTHER FACTS: None
10. INTERESTED SOURCES: None
11. DETERMINATION: I certify that this J&A is accurate and complete to the best of my knowledge and belief.
