Control Number: NWW-15-0106
SINGLE SOURCE DETERMINATION (Including Brand Name)
1. CONTRACTING AGENCY: U.S. Army Corps of Engineers (USACE), Walla Walla District (CENWW-CT), 201 North 3rd, Walla Walla, WA 99362.
2. DESCRIPTION OF ACTION: This action is for the purchase of two new Eaton feeder breakers. The existing switchgear provides most of the 480V power to the machinery that serves the Ice Harbor Dam navigation lock systems. The replacement breakers will feed the new motors, Variable Frequency Drives (VFDs), control cabinets and breaks for the downstream navigation gate at Ice Harbor Dam.
The parts that must be sourced have been identified by Eaton Model number FNJ1A18- B19, which include the Type HJD 250A breaker. Option code B19 is selected to provide the required auxiliary break contacts for OPEN/CLOSED status monitoring by the control system.
3. DESCRIPTION OF SUPPLIES/SERVICE: The new motors, VFDs, control cabinets and brakes will require power feeds. Currently, all Navigation Lock related motor systems are fed from existing Motor Control Center (MCC) LSQ1. LSQ1 is a Cutler-Hammer 9800 Unitrol system, circa approximately 1964. Therefore, this MCC breaker is original and approximately 50 years old. This is easily considered to be the upper end of the expected serviceable lifetime for this equipment.
The estimated purchase price for two new Eaton feeder breakers is $10,000.
4. AUTHORITY CITED: FAR 13.106-1(B) Soliciting from a single source.
(1) For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand name, or industrial mobilization).
5. REASON FOR AUTHORITY CITED:
a. BACKGROUND: The breakers are being purchased to replace existing equipment to power the newly installed machinery that serves the Ice Harbor Dam navigation lock systems. The existing feeder breakers in LSQ1 that currently serve the downstream gate machinery cabinets are original, and are therefore at increasing risk of failure or an arc flash event.
b. JUSTIFICATION: The existing feeder breakers were originally manufactured by Westinghouse. The existing switchgear was Cutler Hammer and was acquired by Eaton in 1978. The power distribution gear and circuit breaker portions of Westinghouse were acquired by Eaton in 1994. To ensure that the replacement feeder breakers are tested for full and safe compatibility with the existing Cutler-Hammer switchgear, the replacement must be an Eaton made product.
c. IMPACT: Not purchasing the Eaton brand feeder breakers will lead to the following negative impacts:
Risk of potential failure due to the incompatibility of the feeder breakers with the existing equipment and replacement feeder cables.
Increased initial costs associated with unnecessary replacement of existing switchgear. The introduction of another brand of feeder breakers would require new mounting, interface and operator apparatus to safely and properly work with existing Cutler-Hammer switchgear.
d. ALTERNATIVES:
i. None.
6. EFFORTS TO OBTAIN AND INCREASE COMPETITION: It is anticipated that multiple suppliers of Eaton feeder breakers are present.
7. FAIR AND REASONABLE COST DETERMINATION: Based on catalog pricing an anticipated cost of $10,000 for the two new feeder breakers is fair and reasonable.
8. MARKET RESEARCH: The Eaton feeder breakers are essential in order to maintain power to the machinery that serves the Ice Harbor Dam navigation lock systems and allows for compatibility with existing equipment. Other company’s products do not meet, or cannot be modified to meet, agency needs.
9. OTHER FACTS: None
10. INTERESTED SOURCES: None
11. DETERMINATION: I certify that this J&A is accurate and complete to the best of my knowledge and belief.
