About this file

This document is a Statement of Work (SOW) for a Navy Unaccompanied Housing Furnishings Program covering multiple locations, focusing on the removal and installation of appliances, primarily microwaves, across various naval bases. The SOW details requirements for contractors to remove existing furnishings, deliver and install new microwaves, and handle associated logistics at 10 different naval installations including Dahlgren, Guam, Great Lakes, Pensacola, Norfolk, NBVC, Gulfport, Lakeside, NAS Meridian, Sasebo, Yokosuka, and Great Lakes multiple buildings.

Key requirements include staged or non-staged room-by-room deliveries, specific security protocols for base access, precise installation procedures, and comprehensive cleanup and disposal responsibilities. The project involves removing and installing a total of approximately 1,610 microwaves, with some locations also requiring dehumidifiers. Each location has unique access requirements, delivery windows, and technical representative contacts. The contract necessitates extensive documentation, safety compliance, background checks for personnel, and careful handling of existing and new furnishings across multiple naval housing facilities.

1. GENERAL

1.1 The Contractor shall provide all necessary materials, equipment, labor, supervision, and management to: (1) coordinate delivery; (2) remove existing furniture from rooms; (3) deliver removed furniture to location specified; (4) load and unload new furniture; (5) place/install in designated rooms; (6) assemble items as required; (7) secure and store, as designated; and (8) properly dispose of all associated packaging/crating materials.

1.2 Awarded Contractor is responsible for verifying all existing field conditions, i.e., electrical power including, but not limited to, voltage, hertz, amperage, and outlets at each building.

1.3 The Technical Representative (TR) for this project is as shown in Table 1 of this document.

1.4 The contractor shall provide a digital color board of all furniture finishes and fabrics to the TR for reference, prior to manufacturing.

1.5 Upon final approval of the customer, the vendor shall reserve adequate quantities of fabrics from the manufacturer as soon as possible to avoid delays due to “out of stock” and/or “discontinued” fabrics.

1.6 If the awarded fabric is discontinued after award, the vendor shall contact the HNC PM to develop a path forward.

2. DELIVERY

DELIVERY TYPES:

· Staged Delivery – This type of delivery is selected for occupied buildings whereby the rooms must be emptied of old furnishings and reinstalled with the new furnishings by the end of each workday. The number of rooms that must be completed per day will be stated in the Table 1 of the Statement of Work (SOW). If there is a limited space for containers in the staging area, this will also be noted in the Table 1 of the Statement of Work. This information is important as it may dictate how the containers are loaded for delivery.

· Non-Staged Delivery – This type of delivery is selected typically for empty buildings whereby the entire building is accessible during the install dates listed in the contract. This is important because it will dictate how the items are loaded into the containers for shipment.

2.1 The Contractor shall contact the TR at least 15 working days prior to shipping to ensure that the building is ready. The Contractor shall coordinate item delivery from all sub-contractors and ship the goods only if the TR confirms that the building is ready. At this time, the Contractor shall also ensure they fully understand all security regulations for the installation and have started any required procedures to minimize the impact on the installation personnel.

2.2 In the event that a delay in delivery is requested by the TR, or if the Contractor is unable to confirm that the building is ready, the Contractor shall notify the Contracting Officer within 1 working day.

2.3 The Contractor shall provide the TR with a minimum of 48-hour notification as to the date and time that the trucks will be arriving. The Contractor shall also provide email notification as to the date and time the trucks will be arriving to: furnishinginvoices@usace.army.mil at least 48 hours prior to scheduled arrival time.

2.3 Contractor must ensure that the driver of the delivery vehicle has copies of the Delivery Order (contract) for the items being delivered in order to gain entry to the facility.

2.4 Drivers of the delivery vehicles shall not attempt to deliver any items before the scheduled delivery date. In the event the delivery date falls on a Saturday, Sunday, or federally recognized holiday, the delivery date shall be the next workday after the Saturday, Sunday, or holiday.

2.5 Shipping Label shall read as specified in Table 1 of this document.

2.6 Items shall be labeled with the building number(s) provided in Contract Line Item (CLIN) 0001, unless otherwise noted in this paragraph.

3. REMOVAL OF EXISTING FURNITURE

3.3 Contractor shall deliver all removed furniture to location specified by the TR.

3.4 If the Contractor is unable to complete the removal and storage of items before end of the workday, the contractor will secure those items and ensure they are protected from the elements. If the items are moved to a different storage site overnight, the Contractor will be responsible for moving the items from the overnight storage site to its final location.

3.5 Contractor shall take care to ensure removed furniture is not damaged during removal, transport, and final disposition.

3.6 Contractor shall reference Table 1 below to determine if removed furnishings require palletizing and shrink wrapping. If required, this cost shall be included in the removal line of attachment 1.

3.7 After removal of existing furnishings, rooms shall be swept or vacuumed, as required by flooring type, before placement of new furnishings.

4. RECEIVE AND UNLOAD

The Contractor will be responsible for moving the items from the overnight storage site to its designated position in the building.

4.3 The Contractor shall verify and inspect all items. Any deficiencies (damage/overage/shortage) shall be brought to the attention of the TR. The Contractor shall store damaged items in the location designated by the TR.

4.4 The Contractor shall maintain a complete file of all documents relating to each discrepancy. Copies of discrepancy reports shall be forwarded to the TR on a daily basis.

4.5 The Contractor shall repair or coordinate for replacement of damaged, defective, or missing items.
