1.0 GENERAL INFORMATION

This is a two-phase competitive solicitation for a design-build project for general facility repairs at Patch Barracks- Building 2324, Stuttgart, Germany.

The Government’s disclosure of magnitude for this requirement in accordance with FAR 36.204 is between $1,000,000 and $5,000,000.

1.1 GENERAL DESCRIPTION OF WORK

The objective for this Statement of Work (SOW) is to provide all management, materials, labor and equipment for repairs to the existing area of Building 2324 Patch Barracks occupied by the Defense Intelligence Agency (DIA) in Stuttgart, Germany. Contractor shall perform work in phases to accommodate the ongoing operations within the space and shall be coordinated with the Government in advance during the design phase. The repair scope includes but is not limited to HVAC System Replacement and Commissioning, Systems Furniture Replacement, New Office Requirements, Flooring Replacement, Ceiling Replacement, Latrine Renovation, Occupancy sensors in each room and Interior Wall Repairs and all necessary architectural, mechanical, plumbing and electrical repairs and modifications.

It shall be the contractor’s responsibility to check the websites for any amendments. The Offeror shall submit in the proposal all requested information specified in this solicitation. There will be no public opening of the proposals received as a result of this solicitation. Any information given to an Offeror which impacts the solicitation and/or offer will be given in the form of a written amendment to the solicitation.

1.4 OFFERORS QUESTIONS AND COMMENTS

This Request for Proposal (RFP) does not commit the Government to pay, as a direct charge, any costs incurred in the preparation and submission of a proposal.

1.7 ACCURACY IN PROPOSALS

Proposals must set forth full, accurate, and complete information as required by this RFP, (including attachments).

The penalty for making false statements is prescribed in 18 U.S.C. 1001.

(a) Prices set forth in this contract are exclusive of all taxes and duties from which the United States Government is exempt by virtue of tax agreements between the United States Government and the Contractor's government. The following taxes or duties have been excluded from the contract price:

(b) Invoices submitted in accordance with the terms and conditions of this contract shall be exclusive of all taxes or duties for which relief is available. The Contractor's invoice shall list separately the gross price, amount of tax deducted, and net price charged.

(c) When items manufactured to United States Government specifications are being acquired, the Contractor shall identify the materials or components intended to be imported in order to ensure that relief from import duties is obtained. If the Contractor intends to use imported products from inventories on hand, the price of which includes a factor for import duties, the Contractor shall ensure the United States Government's exemption from these taxes.

The Contractor may obtain a refund of the import duties from its government or request the duty-free import of an amount of supplies or components corresponding to that used from inventory for this contract.

(d) Tax relief will be claimed in Germany pursuant to the provisions of the Agreement Between the United States of America and Germany Concerning Tax Relief to be Accorded by Germany to United States Expenditures in the Interest of Common Defense. The Contractor shall use Abwicklungsschein fuer abgabenbeguenstigte Lieferungen/Leistungen nach dem Offshore Steuerabkommen (Performance Certificate for Tax-Free Deliveries/Performance according to the Offshore Tax Relief Agreement) or other documentary evidence acceptable to the German tax authorities. All purchases made and paid for on a tax-free basis during a 30-day period may be accumulated, totaled, and reported as tax-free.

PROPOSAL SUBMISSION REQUIREMENTS, EVALUATION CRITERIA, AND BASIS OF AWARD

(Phase 1 of 2)

1.0 OVERVIEW OF PHASE 1

This is a two-phase competitive solicitation for a firm, fixed-price contract, which will be awarded using the Best Value Trade-Off Process.

Phase 1. The first phase consists of a process known in commercial design-build as the “Request for Qualifications” or the acronym: “RFQ”. This solicitation refers to it as “Phase 1”. In Phase 1 of the 2 Phase design- build selection procedure, interested firms or joint venture entities (referred to as “Offerors”) submit specified performance capability proposals, demonstrating their capability to successfully execute the design-build construction contract resulting from this solicitation. The Government will evaluate the performance capability proposals in accordance with the criteria described herein and will select no more than three (3) of the highest rated Phase 1 Offerors to compete for the design-build contract in Phase 2.

The Phase 1 proposal must describe the capability of the Offeror to perform the work, describe the Offeror’s understanding of the requirements contained in the Statement of Work and set forth full, accurate, and complete information as required by the RFP. The proposal should be prepared simply and economically and be legible, clear, and coherent.

Phase 2. In Phase 2, the selected Offerors will submit preliminary technical-design proposals, including identification of key subcontractors, the proposed contract duration, a preliminary schedule, plus a price proposal in response to the Phase 2 Request for Proposal. The final evaluation rating used for comparison, selection, and award will reflect both the rating received in Phase 1 and the evaluation rating received in Phase 2.

2.0 GENERAL INSTRUCTIONS

Proposals will be received until the date and time indicated on Standard Form 1442 at the address shown in Section

00 21 16 INSTRUCTIONS TO OFFERORS

The Government intends to evaluate proposals and award a contract without discussions with offerors. Therefore, the offeror’s initial proposal should contain the offeror’s best terms from a price and technical standpoint. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary to determine the most highly qualified offerors to participate in Phase 2.

Award will be made to the proposal offering the best value to the Government, price and other factors considered.

Offerors will also be evaluated on the extent they follow RFP proposal submission instructions as they pertain to the evaluation factors.

WHAT TO SUBMT: The Phase 1 proposal shall consist of the following:

1. Submit a cover letter containing: Solicitation number; Name, email and phone number(s) of the offeror;

Name, title, email and phone number(s) of the persons authorized to negotiate on the offeror’s behalf with the Government in connection with this RFP; a statement specifying agreement with all terms, conditions and provisions included in the RFP; Acknowledgement of all amendments to the RFP in accordance with the instructions on the Standard Form 30 (amendment form).

2. The completed Section 00 45 00 of the RFP (Representations and Certifications)

3. Letter from Surety stating offeror is capable of providing a Bid Guarantee in Phase 2 as required in FAR 52.228-1.

4. Phase 1 Proposal Submission documents described in the Proposal Submission Instructions detailed below.

In order to effectively and equitably evaluate all proposals, the Contracting Officer must receive information containing sufficient detail to allow review and evaluation by the Government. Proposal clarity, organization, and cross-referencing are mandatory. Failures to submit and organize proposals as requested may adversely affect an Offeror's evaluation. Offerors should provide sufficient detail and clearly define all items required in this section.

The Contracting Officer may remove any Offeror from further consideration during any phase of the procurement if the Offeror fails to meet the submittal requirements of the RFP or to reduce the competitive range for purposes of efficiency pursuant to FAR 15.306(c)(2).

Phase 1 proposal materials shall be submitted in PDF file format using Adobe Acrobat software. Proposals shall be tabbed and labeled in a manner to afford easy identification from a Table of Contents. Each page shall be identified with the appropriate page number centered at the bottom of the page. Sheet size of the proposal contents shall be 8- 1/2 inches x 11 inches where sheets are prepared specifically for this proposal, unless another paper size is specifically authorized elsewhere in this section for a particular submission. Do not use alternative paper sizes (e.g., 11” x 14” or 11” x 17” sheets) unless specifically authorized in this section for a particular submission. Do not use a font size smaller than 10, an unusual font style such as script, or condensed print for any submission. All page margins must be at least 1 inch wide, but may include headers and footers.

Phase 1 proposals shall not exceed 20 single-sided pages for Tabs B and D excluding the cover sheet and Table of Contents.. The page limit does not apply to any documents submitted under Tabs A and C. Factor 2 – Past Performance will not be counted towards this page limitation, nor will the resumes submitted for key personnel. The Government will not evaluate any information beyond the page limitation noted. The Government will not review any information submitted in an appendix or attachment to the proposal. The Offeror shall not submit verbatim sections of this solicitation as part of their proposal. Offers that do not meet these requirements may be subject to rejection.

The technical proposal will be appropriately organized using the tabs specified in the chart below. A cover sheet identifying the Offeror (name, address, point of contact), project description, and solicitation number shall be provided. The second sheet shall be a Table of Contents. Offers that violate these rules unnecessarily delay the evaluation process and may be rejected by the Government after the initial evaluation without receiving any further consideration.

Each Volume of the proposal shall be identified by the Solicitation Number (W912DY21R0037), project title (Building 2324 Renovation, Stuttgart, Germany), name, address, and telephone number of the Offeror, and the following on the volume in bold letters:

4.0 TAB A – STANDARD FORM 1442

Submit the SF 1442, completed and signed by a person authorized by the Offeror. Include the completed proposal data sheet (See attachment 1, provided at the end of this Section). If the offeror is a Joint Venture (JV), include a copy of the JV agreement. JV Agreements must clearly indicate the percentages of the JV participants, in particular the percent of the controlling party, and a clear delineation of responsibilities and authorizes between the JV parties.

5.0 TAB B – FACTOR 1: SPECIALIZED EXPERIENCE

5.1 SUBMISSION REQUIREMENTS

The prime contractor shall demonstrate recent, relevant experience on similar projects, using Construction – Specialized Experience form – (Attachment 2) at the end of the section. Offerors shall demonstrate the experience described in the Technical Element Criteria listed below. Experience with each element shall be demonstrated in at least one of the submitted projects. Offerors may identify state and local government and private contracts that are similar to the Government’s requirements. If the offeror is a joint venture, each firm shall provide information, demonstrating experience relevant to their role on this project. Submit projects that are currently well underway (designed and at least 50% construction progress completed) or completed and turned over no longer than five (5) seven (7) years preceding the date of this Solicitation. If any firm has multiple functions or divisions, limit the project examples to those performed by the division or unit submitting the offer or by the team member. If projects were design-build, so identify them. Prime contractor must submit at least two renovation or construction projects executed in a secure facility in accordance with Intelligence Community Directive (ICD) 705, Technical Specifications for Construction and Management of Sensitive Compartmented Information Facilities. These projects must include a combination of architectural, mechanical, electrical, plumbing, and systems furniture replacement, and a value of $2 million or greater. The prime contractor shall submit at least Three (3) projects but no more than Five (5) projects.

The offeror should describe any previous teaming experience between current team members, if not described in the project list. Offeror may describe design-build experience on other type projects. The above information is limited to projects that are well underway or that have been completed and turned over no longer than the past five (5) years preceding the date of this solicitation.

Technical Element Criteria:

a) Element 1: Offeror shall demonstrate experience with design-build construction projects.

b) Element 2: Offeror shall demonstrate experience with design-build construction projects using ICD 705.

c) Element 3: Offeror shall demonstrate experience with Projects Designed for and Constructed on OCONUS Military installations.

d) Element 4: Offeror shall demonstrate experience with Projects with a value of $2 million or greater.

e) Element 5: Offeror shall demonstrate experience managing projects with multiple phases on a secure site.

5.2 EVALUATION CRITERIA:

The relative strengths, weaknesses and deficiencies will be evaluated for Specialized Experience. Based on the evaluation, the Government will assign a combined technical/risk rating for Factor 1 (elements will not be individually weighted or rated) in accordance with the table below. The Government will evaluate the extent of recent, related experience of the prime contractor in construction or design-build construction for this project. The Government will place greater importance on projects performed as a prime contractor than as a subcontractor.

Combined Technical/Risk Ratings

Rating Description

Outstanding Proposal indicates an exceptional approach and understanding of the requirements and contains multiple strengths, and risk of unsuccessful performance is low.

Good Proposal indicates a thorough approach and understanding of the requirements and contains at least one strength, and risk of unsuccessful performance is low to moderate.

Acceptable Proposal meets requirements and indicates an adequate approach and understanding of the requirements and risk of unsuccessful performance is no worse than moderate.

Marginal Proposal has not demonstrated an adequate approach and understanding of the requirements and/or risk of unsuccessful performance is high.

Unacceptable Proposal does not meet requirements of the solicitation, and thus, contains one or more deficiencies. Proposal is un-awardable.

The Offeror must submit the requested information to demonstrate a record of recent, related experience in construction or design-build construction, for the facility types (which may include similar state or local government or private counterparts) included in this contract. Recent experience includes projects well underway (see above criteria) or those completed and turned over within five (5) seven (7) years of the proposal issue date for this RFP for construction or design-build construction experience. Joint Venture partners should each demonstrate experience commensurate with their role on this project.

The Government reserves the right to verify the experience record of cited projects or other recent projects by reviewing the Contractor Performance Assessment Reporting System (CPARS), other DOD or Government appraisal systems or to interview owners or references. The Government may check any or all cited references to verify supplied information.

The Government will consider extent of recent experience, degree of relationship of such experience to this project, demonstrated familiarity with applicable codes and local conditions. Some examples of relevancy to this project may include, but not be limited to:

(1) Number, size, type work, complexity, location

(2) Dates (well under way or completed no more than 7 years preceding date of Solicitation)

(3) Firm's role and extent of work self-performed (brokering out all work and simply “pouring the sidewalks” on a cited project are examples of less relevant experience)

The Government may consider previous D-B experience, even if the experience is on different type projects than this project. Similarly, the Government may consider previous recent teaming experience among the team members as value added, even if on different type design and/or construction projects than this project. The more relevant the experience, the more credit will be given.

6.0 TAB C – FACTOR 2: PAST PERFORMANCE

6.1 SUBMISSION REQUIREMENTS

For each of the projects submitted under Factor 1, the offeror shall submit copies of Federal/DoD/Navy/Army performance reviews (i.e. Contractor’s copy of CPARS evaluation). For each project under Factor 1 that does not have a CPARS evaluation, offerors shall provide a Past Performance Questionnaire form PPQ-0 (Attachment 3) to a representative of the owner/client that can provide the owner’s opinion of the offeror’s past performance for the project. Ensure correct phone numbers and email addresses are provided for the client point of contact. Offerors should organize all Past Performance Information based on the Factor 1 Projects, which normally have project titles and are numbered 1-5, so that reviewers can match the owner’ s opinion with the corresponding Factor 1 Project.

There is no page limit for this factor.

Form PPQ-0 shall be utilized and offerors shall submit the PPQ to clients to complete for their proposal submission to the Contracting Office. Questionnaires shall be submitted directly from the client to the Government’s point of contact, Megan Brantley via email Megan.N.Brantley@usace.army.mil prior to proposal closing date. The offeror is responsible for ensuring that the completed questionnaires are submitted by the closing date. Offerors should follow-up with clients/references to ensure timely submittal of questionnaires. If the offeror is unable to ensure a completed PPQ from a client for a project(s) is submitted before proposal closing date, the offeror should complete and submit with the proposal the first page of the PPQ, which will provide contract and client information for the respective project(s).

The Government may contact and interview the owner’ s representative on the Past Performance questionnaires and reserves the right to interview other individuals acting for the owner’s representative if the owner’s representative is not available.

In addition to the above, the Government may obtained past performance information from any other sources available to the Government, to include, but not limited to, the Contractor Performance Assessment Reporting System (CPARS), Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic Subcontract Reporting System (eSRS), or other databases; interviews with Program Managers, Contracting Officers, and other Government sources.

To improve accuracy of database searches, the offeror shall also provide the CAGE Codes for the prime contractor and all teaming partners, i.e. design firms, key subcontractors, Joint Venture Partners, whose experience is being relied on in Factor 1.

Joint Venture Submission Requirements.

Offerors submitting proposals as a Joint Venture (JV) shall obtain a DUNS number and be registered in the CCR as the offering Joint Venture. The Offeror must provide three (3) to five (5) "recent", "relevant" projects performed by the JV that reflect the JV's ability to perform the work required in this solicitation as required under Factor 1. If the Offeror cannot provide a sufficient number of projects as the JV to meet the minimum requirement, the Offeror must provide those "recent", "relevant" projects that it has performed as the JV, and then supplement the record with additional "recent", "relevant" projects performed by each JV member in their individual capacities. In such instance, each JV member must satisfy a minimum requirement of two (2) projects, to include any performed as the JV, not to exceed the maximum of five (5) projects.

The Joint Venture shall also provide a brief narrative stating the roles that each partner of the Joint Venture will perform on this project and how the presented projects demonstrate the JV member's experience commensurate with their role on this project or how their experience qualifies them for their role on this project. The attached “Specialized Experience" and "Past Performance Survey" forms shall be used by the Joint Venture or the JV partners. Explain how the JV is structured.

6.2 EVALUATION CRITERIA:

The Government will perform a performance confidence assessment of the offeror’s probability of successfully meeting the contract requirements, considering the degree of success of the offeror’s recent and relevant experience.

To be recent, projects must be currently well underway (designed and at least 50% construction progress completed) or completed and turned over no longer than five (5) years preceding the date of this Solicitation. To be relevant, projects must be for similar size, scope and complexity.

The following Relevancy levels and Confidence ratings will be used in the evaluation of the contractor’s past performance. The Relevancy is not a separate proposal rating but is only used in developing overall past performance confidence assessment rating assigned to the Past Performance Factor.

A rating of no less than ‘Satisfactory Confidence’ must be achieved for Past Performance. A ‘Neutral / Unknown Confidence’ rating is also acceptable if no recent, or relevant past performance record is available.

7.0 TAB D – FACTOR 3 - ORGANIZATION AND TECHNICAL APPROACH

7.1 SUBMISSION REQUIREMENTS:

Provide information that describes the offeror’s organization and intended technical approach to executing the design-build contract per the detailed requirements herein. Limit the information to ten pages or less. Clearly but concisely describe the organizational and technical approach to project management and execution. The ten (10) page limit does not include resumes submitted for key personnel, below.

Offeror’s Understanding: Describe the Offeror's understanding of the challenges, risks and technical approach with respect to the design and construction using Intelligence Community Directive (ICD) 705, Technical Specifications for Construction and Management of Sensitive Compartmented Information Facilities.

Organization: Describe what firms, their resources and how their resources will be utilized, their roles and responsibilities and any contractual arrangements that have been established. Clearly describe any teaming or joint venture arrangements, including a clear description of each firm’s roles and responsibilities on the project. A copy of the teaming or joint venture agreement(s) may be included in Tab A appended to the plan (not included in the page limitation). Include a simple organizational chart, illustrating the organization, including the proposed quality control group(s).

Present a matrix of responsibilities for executing the key work breakdown structure activities of the project, including design and construction activities for each major feature. Identify the design firm(s) chosen for the project, if not to be self-performed. Phase 2 offerors will be required to identify the specific firms chosen for mechanical, electrical, and furniture installation. Describe the proposed management structure for the team, describing how the design and construction process will be managed and the authorities and the delegations of authority within the team. Include a key personnel organization chart that clearly depicts the key positions and the names of the personnel, their firm affiliations and their job locations, their job/position title within the organization. The key personnel organization chart shall be consistent with the corporate organization chart, with the matrix of responsibilities assigned to the D-B team firms, and with the list of key personnel to be provided under the Tab, “Key Personnel”. Describe how communication with the government will be accomplished and the approach for resolution of issues related to the contract.

Technical Approach: Describe the technical approach to design and renovate this facility. Include any considerations of fast-tracking design and construction. Discuss how design and construction is completed. Describe your proposed phasing plan. Discuss experience with interfacing scheduling software with Resident Management System (RMS) if applicable.

Quality Control: Describe the team’s quality control approach, corporate systems and capabilities and how they will be integrated into the required three phase of control to maintain quality control of the design and construction. Describe the proposed quality control organization, including the proposed staffing plan. Provide an organizational chart showing lines of communications and authority. Provide specific information on how you will manage design quality control, track design evolution and changes during design to meet the schedule and to facilitate quicker Government reviews. Provide information on how you will handle internal and external requests for information, shop drawings, submittal reviews, progress meetings, site visits, contract completion, closeout, as-built, and completion documentation. In addition to the required designer- of-record roles specified within the RFP for maintaining integrity of the design, describe any other DOR involvement in the quality control process, if any. There is no need to submit a quality control plan as the successful offeror will provide that after award. In phase 1, the Government is interested in demonstrable capabilities to assure and control quality and how the offeror can achieve or exceed the contract’s minimum quality control system requirements.

Safety: Describe the team’s safety approach, corporate systems and capabilities to maintain safety during construction to include the proposed safety organization and proposed staffing plan. Provide an organizational chart showing lines of communications and authority. Describe how the relationship of an Activity Hazard Analysis and the preparatory phase of Quality Control.

Key Project Personnel Capabilities and Experience: (Resumes not included in the page count limit.) Provide a consolidated list of key personnel with name, position title and description of project responsibility for each. Indicate whether each individual has had a significant role in any of the cited project examples. For each person provide a brief resume, using the Key Personnel Resume forms (attachment 4) at the end of this section. Key personnel should at a minimum include prime contractor’s project manager, designer of record, interior designer of record, construction superintendent, and site safety health officer. Project Managers with professional certification to include Project Manager Professional (PMP) or equivalent are preferred. Designers of record must be registered in accordance with contract clause: 52.236-25, Requirements for Registration of Designers. Provide unequivocal letters of commitment from all proposed key personnel not currently employed by the team members. Use the form letter (Attachment 5) at the end of this section. In connection with this contract, any in-house personnel, subcontractors, and outside associates or consultants will be limited to individuals or firms that were specifically identified in the Contractor’s accepted Phase I Proposal for the Phase II Proposal submittal.

7.2 EVALUATION CRITERIA:

The Government will evaluate the strengths, weaknesses and any deficiencies in the organization and technical approach. Based on the evaluation, the Government will assign a combined technical/risk rating for Factor 3 in accordance with the table in section 5.2 titled “Combined Technical/Risk Ratings”. The Government will evaluate the firm’s understanding of D-B (and the requirements in described in the Division 01 requirements of the Solicitation) and the capability to execute the project. Some additional specific evaluation considerations are listed below. This list is not all- inclusive.

The Government will evaluate clarity and strength of the overall organization, the structure and staffing to execute the entire scope of work. The Offeror is required to select and commit to design firms to achieve an “acceptable” rating. Joint venture participant’s contribution to the organization should be commensurate with their skills and background.

Offeror’s Understanding: The government will evaluate the offeror's understanding for clarity and conciseness of the challenges and risks of the proposed design and construction as well as the ability to synthesize UFCs 1-200-01, 1-300-09N, and ICD 705 as they apply to this effort.

Organization: The government will evaluate the offeror’s organizational resources and arrangement to ensure that the contractor has identified and organized resources to perform the work with clear lines of authority and defined delegation of authority. The government will also evaluate that the key personnel organizational chart includes all the required information and is consistent with the corporate organizational chart, matrix of responsibilities and list of key personnel.

Technical Approach: The Government places a higher value on an offer that provides proposed methods to streamline design and construction, manage labor and other resource constraints in an effort to reduce costs and support aggressive schedules. In addition, clear and concise proposed phasing plans for the effort.

Quality Control: The Government will evaluate the offeror’s capabilities and understanding of the contractually required quality control processes for both design and construction. The Government places value upon continued participation by the designers of record during the construction quality control process. The Government will evaluate the adequacy of the staffing plan to cover all required tasks and responsibilities.

Safety: The government will evaluate the offeror’s capabilities and understanding of the contractually required safety processes for construction.

Key Personnel Capabilities and Experience: The Government will evaluate the required information to determine how well the offeror identifies and demonstrates that its key personnel meet or exceed minimum qualifications necessary, which includes previous satisfactory experience in similar type work, to manage, control and perform the design, and to perform construction.

Evaluate how well the Offeror demonstrates that it has the necessary structure and experienced, qualified personnel within its organization to effectively manage, control, administer and execute the integrated design and construction operations, quality control program and subcontracts. This shall be achievable with other projected on-going work. Give additional consideration to previous design- build experience. Evaluate whether designers of record are registered (a requirement), experienced and qualified

Minimum qualifications of Key Personnel include:

a. Project Manager – Bachelor’s degree of Engineering or Construction Management (or equivalent) with seven (7) years industry relevant experience. Relevant experience includes any work requiring the overall management of construction projects to ensure safety, schedule and quality requirements are achieved within budget constraints.

b. Designer of Record - A registered professional engineer or architect with a minimum of 7 years’ experience managing design deliverables produced by junior engineers or architects AND 5 years’ experience as focal point for interaction with the customer and personnel responsible for construction on all design related issues.

c. Interior Designer of Record – Must have an active NCIDQ certification or state license and comply with other qualifications stated in UFC-3-120-10, Chapter 2-2.

Interior Designer of Record shall have a minimum of 3 years of project experience in comprehensive interior design services including but not limited to the design and specification of structural interior elements and finish materials, the design and development of furniture, fixtures and equipment (FF&E).

d. Site Safety Health Officer (SSHO) – Shall meet the qualifications requirements of EM

e. Construction Superintendent - 10 years construction experience with at least one demonstrated project subject to ICD 705.

1.0. GENERAL

1.1. Scope of Work. The objective for this Statement of Work (SOW) is to provide all management, materials, labor and equipment for repairs to the existing area of Building 2324 Patch Barracks occupied by the Defense Intelligence Agency (DIA) in Stuttgart, Germany. The other areas of the building are occupied by various tenants and will be occupied during construction. Swing space is not available at this location.

Therefore, tenant will be occupying the space during normal duty hours. Contractor shall perform work in phases to accommodate the ongoing operations within the space and shall be coordinated with the Government in advance during the design phase. Contractor shall provide temporary means of climate control, lighting and/or power should outages be required during construction. Any unavoidable disruption to operations must be coordinated and agreed to with the Government no less than 5 working days in advance of scheduled event. The repair scope includes but not limited to HVAC System Replacement and Commissioning, Systems Furniture Replacement, New Office Requirements, Flooring Replacement, Ceiling Replacement, Latrine Renovation, Occupancy sensors in each room, Interior Wall Repairs, and Kitchen Renovations and all necessary architectural, mechanical, plumbing and electrical repairs and modifications. As part of the Base Bid, the Government has captured the requirement for the COVID-19: Mandatory 10-Day Quarantine for the Design Phase of the effort only. This task will be separate from the design and construction costs described within this statement of work. The Contractor’s efforts shall comply with specifications and requirements referenced herein. The project requirements and technical criteria cited within this SOW establishes the minimum standards for construction quality. The Contractor will be required to provide escorts for the construction efforts in accordance with the DD 254, Security Continuation Pages, and Appendix 11, Construction Security Plan. This effort will be subject to Unified Facility Criteria (UFC) 4-010-005, Sensitive Compartmented Information Facilities Planning, Design and Construction.

1.2. Procedure for Award. The award for services under this SOW will be limited to the priced services identified in the Contract Line Item Numbers (CLINs) in this project and its modifications. In the event of a conflict between this paragraph and any other term or provision in this SOW, this paragraph 1.2 will prevail.

CLIN 0001_Base Bid 1_ COVID-19: Mandatory 10-Day Quarantine as described in Task 1.
