Construction Security Plan

Location: Building 2324, Patch Barracks, Stuttgart, Germany

1. SCOPE OF WORK:

The technical and security aspects of the design will conform to Intelligence community Directive (ICD) 705-1 and associated documented, inspected and constructed to achieve certification by the DIA SCIF certification authority.

Beneficial occupancy is planned for May 2022 which entails a design/build format of site investigation, 65% design, 100% design and Issued for Construction, followed by an estimated 6-8 month construction period (phasing dependent).

a. (FOUO) The location is Building 2324, Patch Barracks, Stuttgart, Germany.

b. The Defense Intelligence Agency occupies the entire building 2324. This project involves a complete replacement of the HVAC system that supports the administrative area, along with interior finish refresh, bathroom renovations and systems furniture replacement.

c. (FOUO) The project requires integrated design and construction (design/build) services to replace and commission HVAC System for administrative area, replace systems furniture, construct a new office area, replace carpet, replace ceiling, renovate latrines, along with all necessary interior wall repairs. This includes all necessary architectural, mechanical, plumbing and electrical repairs and modifications. These repairs are necessary to meet SCIF accreditation requirements.

2. (U) The materials being installed*:

Carpeting/Base Cove

Redesign and reconfigure Admin Area HVAC

Floor tiles

Ceiling grid/tiles Rough Carpentry Latrine components (toilet/sink/mirrors)

Finish Carpentry Non-Structural Metal Framing

Systems Furniture *See SOW for further details

3. (U) Construction Start Date: 1 Oct 2021 (projected)

4. (U) Construction Completion Date: 1 May 2022 (projected)

5. (U) Labor/Contracting Company: To Be Determined, under solicitation

a. U.S. citizens, and local contractors

6. (U) Secure Storage Area: All Materials will be stored at DoD approved area at Building 2324.

7. (U) Project Execution:

a. (FOUO) The Government will provide a minimum of one TS/SCI cleared person at the work site at all time.

b. The appointed SSM will handle the full-time day-to-day duties on site throughout the entire renovation.

c. (U) Contractors are expected to begin work at 0800 and end by 1700, Monday through Friday for normal working hours while Saturday and Sunday are optional and must be scheduled two days in advance with the SSM.

10. Other relevant factors to be considered with regards to the CSP:

a. (U) The SSM or designee will control all CST logs, pictures and associated documents on site. Upon completion of the project, all documents and pictures will be turned over to the SSO. The Contractor is responsible for maintaining the CST log for all applicable activities.

b. (FOUO) Technical Surveillance Countermeasures (TSCM) inspection will be scheduled by the DoD SSO upon completion of the installation.
