Vendor Questions and Answers Navy, Great Lakes – Beds
RFP W912DY-19-R-0199

HNC RESPONSE: See response to question number 1 above.
3. Vendor Question: Can we use 2 crews to install this project?

4. Vendor Question: Are Beds to be on GSA Contract?
HNC RESPONSE: No, beds are not required to be purchased from GSA or on any GSA contract.
5. Vendor Question: Is product that is being removed from the barracks able to be recycled or are pieces of old/removed product able to be used to make new product to go back into the barracks as new product?
HNC RESPONSE: No.
6. Vendor Question: This RFQ went from unrestricted to a small business set aside. Is this correct? Please state what values and terms of manufacturing HNC considers set aside.
HNC RESPONSE: This requirement is for a 100% set-aside. Please see FAR Part 19 for additional information
7. Vendor Question: The RFQ states there will be a first article delivered and Any changes to the provided product are only authorized by the Huntsville Center (HNC) Contracting Officer (KO). If there are changes because product does not meet the standards or the Navy/Corp. decides they want something additional/different on the product will the awardee be able to change the price they quoted to allow for the changes or will the RFQ be put up for re-quote? If the awardee is allowed to change the price what is the allowed amount, is there a maximum?
HNC RESPONSE: This requirement is for a Firm Fixed Price contract. There is not a requirement for a first article; however, the winning vendor will be required to provide a "pre-production" sample that will simply be reviewed and approved visually by the Corp of Engineers at a time and place TBD. Previous to award, as described in the RFP, HNC will make a technically acceptable or not-technically acceptable determination. Therefore, the bed requested is merely a demonstration of compliance with the technical requirements. No changes will be made.
8. Vendor Question: This RFQ states the awardees will be chosen by LPTA and best value. If a vendor has a higher price but has best value will the contract be awarded to them? Will Lean sigma six studies of the product be considered in the decision of best value?
HNC RESPONSE: This requirement will be awarded to the lowest priced technically acceptable vendor. Trade-off evaluation criteria will not be used to make a decision for this award. The successful offeror will be the one whose proposal is lowest priced and technically acceptable.
9. Vendor Question: What wage and labor laws are to be used in the manufacturing process and on base for this RFQ? Is there a minimum wage requirement and what is that wage?
HNC RESPONSE: Please refer to individual counsel to ensure compliance with all applicable labor laws etc.
10. Vendor Question: Do the removed racks become the property of the awardee?
HNC RESPONSE: No, the removed product must be disposed of/recycled as this is government property until disposal is complete. Base personnel will prepare paperwork for DLA/DRMO to sign-off of prior to disposal.

HNC RESPONSE: See the FID for requirements. Where the FID is silent, vendor shall provide their proposed solution.

HNC RESPONSE: Yes, There is room on site for a dumpster
