Given the availability requirements, SOW responsibilities required to be performed, and there is no PMO Task, are all the costs and hours for the PM and APM to be included in one of the two Seed Task Orders?

Even with the language change in Amendment 002, it still is not clear what has to be submitted by subcontractors who are not identified as major subcontractors. The current wording indicates only the major subcontractors shall submit an unredacted cost proposal to the government and only major subcontractors must submit a cost narrative no later than the proposal due date. Please verify that only major subcontractors must submit an unredacted cost proposal and cost narrative to the government no later than the proposal due date.
