Government Response. . Physical access to the HPCMPO facility is controlled through a building access control system which requires "two factor" authentication to gain access to the facility. A physical token (CaC card) is required for access and pin also personnel access within the facility is controlled through role based security permissions.
In reference to the "information technology security procedures", the HPCMPO follows all DoD IA security compliance requirements (e.g. STIGS, IAVMs, OPORDs, TASKORDs, etc) On: Mar 04 2019

Both new Attachment J-8s (TO1 and TO2) now have the same historical labor tab. Please confirm that the historical labor is correct for both TOs per Attachments J-4 for TO1 and J-5 for TO2. Also, both J-8s have sections for CLINs 001 and 002, but TO1 is only FFP (CLIN 002) and TO2 is only CPFF (CLIN 001). Please confirm that there is not to be any inputs in the CLIN sections of both J-8s that don't apply, i.e. no CLIN 001 inputs on TO1 and no CLIN 002 inputs on TO2.

On page RFP P51/59 of the solicitation it states the following:
Subcontracts The Prime Offeror shall use CPFF Base Labor Detail (Attachment J-6 ) and FFP Base Labor Detail (Attachment J-7) for its major subcontractors, reference FAR clauses 52.215-22 and 52.215-23. A major subcontractor is defined as a subcontractor performing 20%, or more, of the overall labor hours proposed per task order.
On page RFP P52/59 of the solicitation it states the following:
Each major subcontractor shall also submit an unredacted cost proposal to the government. The cost proposals from each major subcontractor/teaming member shall include a cost narrative detailing its portion of the requirement, and the Labor Hour & Cost Breakdown as provided in the Attachment J-4, J-5, J-6 and J-7. The cost narrative from each major subcontractor/teaming member shall include the same level of detail described in this section to support the proposed cost, and shall be submitted by each major subcontractor not later than the required proposal due date.
Please clarify does a non-major subcontractor (eg Teaming Member reference) need to submit a price narrative and a J-4, J-5, J-6 and J-7 or not.
