BLOCK 13 con’t:

Ref 11.j OPSEC Security: The contractor must adhere to certain countermeasures directed to protect intelligence indicators IAW AR 530-1.

The Contractor shall establish the Secret Defense Research and Engineering Network (SDREN), Network Operations Center (NOC), and supporting systems to be accredited as operating at Mission Assurance Category (MAC) III Classified (Secret) level. All contractor personnel requiring privileged access to DREN and SDREN systems or network devices carrying DoD data shall have Single-Scope Background Investigation (SSBI) IAW DoDI 8500.2.

All contractor personnel requiring access to SDREN systems or network devices shall have a Secret clearance. Administrative personnel not requiring access to DoD systems or network devices shall have a minimum of NAC-LC background investigation. Contractor under direction of HPCMP shall identify minimal personnel to handle any classified activities stated below.

Meetings and information exchanges with some higher level government agencies require attending personnel to hold a Top Secret clearance.

Top secret facility clearance is required to comply with DoDI 8500.2 requirements that personnel with specific system or network access responsibilities require a SSBI investigation.

Presently, an SSBI investigation will only be processed when Top Secret access is requested.

Administrative personnel not requiring privileged access to SDREN systems or network devices shall have a minimum of NAC-LC background investigation.

The Contractor under direction of DREN Operations shall identify personnel to handle any classified activities stated below:

The Contractor shall maintain closed areas certified in accordance with applicable DoD/AF/Army/Navy/DIACAP Policy to process data at the Secret classification level to support SDREN NOC activities.

The Contractor shall maintain a Communications Security (COMSEC) account at the Secret Level to store, operate and maintain SDREN cryptographic hardware and associated keying material.

The Contractor shall provide a primary and backup classified NOC with a centralized unclassified call center to provide 24 hour technical support to SDREN customers.

The Contractor shall maintain the following classified Web services on SDREN that shall be accessible by all SDREN customers:

- SDREN Customer Multi Router Traffic Grapher (MRTG) Utilization Statistics

- Information Assurance Vulnerability (IAV) Alerts (IAVA), IAV Bulletins (IAVB) and IAV Technical Advisories (IAVT)

- Symantec, McAfee and Trend Micro software releases and virus definition files

- Defense Information Systems Agency (DISA) Security Technical Implementation Guide (STIG's) and Security Checklists

- High Performance Computing Modernization Program (HPCMP) Llama Unix Security Analysis tools

- HPCMP Computer Security Assessment Test Plans

- Security Content Automation Protocol (SCAP) analysis tools

- Network performance testing tools, literature and self-help documentation

- Windows Server Update Services (WSUS)

- Microsoft Baseline Security Analyzer and associated signature files

The Contractor shall deploy, manage and maintain classified Domain Name Service (DNS) to include DNS Security (DNSSec) on the SDREN.

The Contractor shall deploy, manage and maintain a classified email service on SDREN.

The Contractor shall deploy, manage and maintain government prescribed network monitoring tools to proactively monitor the health and performance of hardware that comprises the SDREN core and SDREN service hardware deployed at SDREN customer locations.

The Contractor shall deploy, manage, and maintain current as well as future hardware utilized to provide SDREN service. Current classified hardware is as follows:

- SDREN TACLANE KG-175 family

- SDREN Service Delivery Router

- SDREN Service Delivery Switch

- SDREN Active Measurement Platform (SAMP)

- SDREN Joint Sensor (SJS)

- SDREN Assured Compliance Assessment Solution (ACAS) systems

The Contractor shall deploy, manage and maintain a government prescribed classified 2-Factor

Authentication capability for all SDREN networking hardware as well as SDREN NOC servers and user systems.

The Contractor shall deploy, manage and maintain a primary and alternate General Dynamics GEM X™ Encryptor Manager to remotely manage and key TACLANE devices deployed on the

SDREN.

The Contractor shall provide TACLANE KG-175 family SDREN support in the following areas:

- Initialization

- Configuration

- Remote Management

- Key Fill: Initial and re-key

- Troubleshooting

- Maintenance to include replacement of failed units and end of life units, regression testing, software and hardware upgrades

- Procurement

The Contractor shall manage and maintain the current and future SDREN Storage Area Network (SAN) infrastructure to support near real time data replication and Continuity of SDREN Operations.

The Contractor will be the Controlling Authority for the closed partition SDREN firefly and preplaced keying material.

The Contractor shall maintain and operate a Secure Terminal Equipment (STE) telephone system and cryptographic card to supply keying material to SDREN customers that do not have an LMD/KP or an

OTA rekey capability as well as provide SDREN NOC personnel with the ability to conduct classified conversations with SDREN customers, SDREN Operations and SDREN Security personnel.

The Contractor shall provide KIK-30 Really Simple Key loader (RASKL) support in the fol1owing areas:

- Initialization

- Configuration

- Key Fill and Transfers

- Troubleshooting

- Maintenance

SDREN customers that utilize a Local Management Device/Key Processor (LMD/KP) shall receive SDREN keying material via a download from the Electronic Key Management System (EKMS).

The Contractor shall provide EKMS with an Electronic Keying Material Order form to ensure that a SDREN customer receives compatible SDREN keying material.

The Contractor shall provide EKMS with an Electronic Keying Material Order form to receive SDREN keying material from EMKS via STE and a KIK-30 RASKL to KIK-30 RASKL transfer.

For SDREN customers that do not have a LMD/KP account to receive SDREN key material directly from EKMS, the Contractor shall provide SDREN keying material via STE and a KIK-30 Really Simple Key Loader (RASKL) to KIK-30 RASKL transfer.

The Contractor shall monitor the effective and supersession dates for all of the SDREN Key material. The Contractor shall provide all SDREN customers with a scheduled re-key date and time, allowing for a minimal amount of downtime.

For SDREN sites that have an Over the Air (OTA) rekey capability, the Contractor ensures all SDREN keying material are updated prior to their expiration.

For SDREN customers that do not have an OTA rekey capability, the Contractor shall ensure SDREN sites that utilize an LMD/KP have keying material ordered and delivered directly from EKMS well in advance of an SDREN key expiration. In addition, the Contractor shall ensure SDREN sites that do not have an LMD/KP are provided SDREN keying material well in advance of the SDREN keying material expiration date and expiration via a STE and a KIK-30 RASKL to KIK- 30 RASKL transfer.

The Contractor will provide project management support for the Above Secret HPCMP efforts located at the DSRC centers that contract supports as well as for the HPCMP CREATE program.

FOUO DD FORM 254 ATTACHMENT

PROTECTING "FOR OFFICIAL USE ONLY" (FOUO) INFORMATION

1. GENERAL:

a. The "For Official Use Only" (FOUO) marking is assigned to information at the time of its creation in a DoD User Agency. It is not authorized as a substitute for a security classification marking but is used on official government information that may be withheld from the public under exemptions 2 through 9 of the Freedom of Information Act (FOIA).

b. Other non-security markings, such as "Limited Official Use" and "Official Use Only" are used by non-DoD User Agencies for the same type of information and should be safeguarded and handled in accordance with instruction received from such agencies.

c. Use of the above markings does not mean that the information cannot be released to the public under FOIA, only that the Government must review the information prior to its release to determine whether a significant and legitimate government purpose is served by withholding the information or portions thereof.

2. MARKINGS:

a. An unclassified document containing FOUO information will be marked "For Official Use Only" at the bottom of the front cover (if any), on the first page, on each page containing FOUO information, on the back page, and on the outside of the back cover (if any).

b. Within a classified document, an individual page that contains both FOUO and classified information will be marked at the top and bottom with the highest security classification of information appearing on the page. If an individual portion contains FOUO information but no classified information, the portion will be marked, "FOUO."

c. Any "'For Official Use Only" information released to a contractor by a DoD User Agency is required to be marked with the following statement prior to transfer.

“This document contains information EXEMPT FROM MANDATORY DISCLOSURE UNDER THE FOIA. Exemptions apply.”

d. Removal of the "For Official Use Only" marking can only be accomplished by the originator or other competent authority. When the "For Official Use Only" status is terminated, all known holders will be notified to the extent practical.

3. DISSEMINATION: Contractors may disseminate "For Official Use Only" information to their employees and subcontractors who have a need for the information in connection with a classified contract. Contractors must ensure employees and subcontractors are aware of the special handling instructions detailed below.

4. STORAGE: During working hours, "For Official Use Only" information shall be placed in an out-of-sight location if the work area is accessible to persons who do not have a need for the information. During nonworking hours, the information shall be stored to preclude unauthorized access. Filing such material with other unclassified records in unlocked files or desks, is adequate when internal building security is provided during nonworking hours. When such internal security control is not exercised, locked buildings or rooms will provide adequate after-hours protection or the material can be stored in locked receptacles such as file cabinets, desks, or bookcases.

5. TRANSMISSION: "For Official Use Only" information may be sent via first-class mail or parcel post. Bulky shipments may be sent by fourth-class mail. DoD components, officials of DoD components, and authorized DoD contractors, consultants, and grantees send FOUO information to each other to conduct official DoD business. Tell recipients the status of such information, and send the material in a way that prevents unauthorized public disclosure. Make sure documents that transmit FOUO material call attention to any FOUO attachments. Normally, you may send FOUO records over facsimile equipment. To prevent unauthorized disclosure, consider attaching special cover sheets, the location of sending and receiving machines, and whether authorized personnel are around to receive FOUO information. FOUO information may be passed to officials in other departments and agencies of the executive and judicial branches to fulfill a government function. Mark the records "For Official Use Only" and tell the recipient the information is exempt from public disclosure under the FOIA and requires special handling.

6. DISPOSITION: When no longer needed, FOUO information must be shredded.

7. UNAUTHORIZED DISCLOSURE: Unauthorized disclosure of "For Official Use Only “information does not constitute a security violation but the releasing agency should be informed of any unauthorized disclosure. The unauthorized disclosure of FOUO information protected by the Privacy Act may result in criminal sanctions and disciplinary action may be taken against those responsible.

US ARMY SCI ADDENDUM TO DD FORM 254 18 Oct 2018

Ref (1): This contract requires access to Sensitive Compartmented Information (SCI). The Commander, US Army Intelligence and Security Command (INSCOM), acting on behalf of the DA Deputy Chief of Staff (DCS), G-2 as the Cognizant Security Authority (CSA) for the US Army, has exclusive security responsibility for all SCI released to the contractor or developed under the contract and held within the Contractor’s SCI Facility (SCIF) or Co-utilization Agreement (CUA) SCIF. The Defense Intelligence Agency (DIA) has security inspection responsibility for SCI and the Defense Security Service (DSS) retains responsibility for all collateral information released or developed under the contract and held within the DoD Contractor’s SCIF. The manuals, regulations and directives checked below provide the necessary guidance for physical, personnel, and information security for safeguarding SCI, and are part of the security classification specification for the contract:

text: Contractor personnel will perform duties which require a security investigation. The type of investigation required will be determined by the position risk level designation for all duties, functions, and/or tasks involved. The contractors shall provide personnel with clearances up to TOP SECRET for some identified tasks and SECRET for all others. At a minimum, all contractor personnel are required to have and maintain a SECRET clearance. The Contractor may require handling/access of classified information up to the SECRET level as well as Sensitive Government information including Acquisition Sensitive information. Published material my also be unclassified or for official use only (FOUO).

Ref 10a: Classified COMSEC material is not releasable to contractor employees that have not received a FINAL clearance at the appropriate security level. COMSEC access shall be IAW DoD 5220.22-M and AR 380-40. When access is required at Government facilities, contractor personnel will adhere to COMSEC rules and regulations as mandated by Command policy and procedures. Written concurrence of contracting officer is required prior to subcontracting.

Ref 10e (1): SCI Access required. No publish release of information authorized, public disclosure or confirmation of any subject related to the support contract is not authorized without first obtaining written approval from the COR/KO.

Ref 10e (2): Non-SCI Information is not releasable to Contractor employees who have not received a clearance at the appropriate security level. Written concurrence of the CM is required prior to subcontracting. Access to collateral Intelligence Information required for performance.

Ref 10j: For Official Use Only (FOUO) Information generated and/or provided under this contract shall be safeguarded and marked as specified in DoD 5200.1-R, Appendix 3 (Attached).

Ref 11a: Contractor performance is restricted to actual performance location(s) noted in 8a. Submit visit request to the Security Office for need to know verification.
